Recently, the National Development and Reform Commission, together with the General Administration of Sports, the Ministry of Natural Resources, the Ministry of Water Resources, the National Forestry and Grassland Administration and other departments, issued the "Action Plan for Promoting the Construction of Outdoor Sports Facilities and Service Improvement (2023-2025)" (hereinafter referred to as the "Action Plan").
The "Action Plan" proposes that by 2025, the construction of outdoor sports facilities and the effective docking of supply and demand for service quality, the participation of more extensive groups, the abundance of event activities, the continuous growth of professional talents, the sound safety supervision policy system, the formation of a number of good development foundation, complete service guarantee, strong local characteristics, excellent supporting industries of outdoor sports development highland, promote the total scale of the outdoor sports industry to reach 3 trillion yuan.

Outdoor sports account for about 60% of the sports industry
The outdoor sports industry is connected to the economy and people's livelihood at one end, and has the characteristics of low resource consumption, long industrial chain, large diversion effect, and high social benefits, and has a positive role in stimulating domestic demand, promoting employment, and expanding consumption.
"The outdoor sports industry accounts for about 60% of the sports industry, with more than 400 million participants." According to Peng Fuwei, deputy director of the Social Development Department of the National Development and Reform Commission and a first-level inspector, in recent years, the enthusiasm of the people to participate in outdoor sports has been very high, and the consumption of outdoor sports has grown strongly.
According to statistics, in the past Mid-Autumn Festival and National Day holidays, the sales of surfing/diving equipment increased by 87% year-on-year, the sales of outdoor running clothing increased by 153% year-on-year, and the sales of sunscreen clothing increased by 75% year-on-year, showing huge market potential and development prospects.
"Grasping the 'bull's nose' of outdoor sports and unswervingly promoting the high-quality development of the outdoor sports industry will be able to promote the in-depth implementation of the national strategy of national fitness and effectively drive the sports industry to become a pillar industry of the national economy." Peng Fuwei said that in the next step, the National Development and Reform Commission will strengthen communication and coordination between departments and accelerate the implementation of measures in accordance with the measures proposed in the Action Plan, further promote outdoor sports consumption, and help build a new development pattern.
Liu Ming said that looking back on the past, the mainland outdoor sports have experienced the development process from scratch, from small to large, from weak to strong, and facing the future, the growth space of the mainland outdoor sports is still very broad. In the next step, the National Development and Reform Commission, the General Administration of Sports and other departments will vigorously promote the development of the outdoor sports industry, build more complete and practical facilities, build a higher level of outdoor sports public service system, strive to achieve large-scale growth and high-quality development of the industry, and strive to build outdoor sports into an advantageous industry for national fitness.

Three aspects of the construction of outdoor sports venues and facilities
Outdoor sports facilities are the foundation for the development of the outdoor sports industry. The vast territory and diverse terrain of the mainland provide unique conditions for the development of the outdoor sports industry.
Yang Xueyu, director of the Department of Sports Economy of the General Administration of Sports of the People's Republic of China, said that under the continuous promotion of policies such as the "Opinions on Building a Higher Level of Public Service System for National Fitness" and the "Outdoor Sports Industry Development Plan (2022-2025)", the mainland has seen rapid growth in outdoor sports venues and facilities. In the next step, the General Administration of Sports of China will adhere to the overall planning of resources, ecological priority, and innovation-driven, and make efforts from the following three aspects:
The first is to improve the spatial layout of outdoor sports venues and facilities. In accordance with the spatial layout of the "five districts and three belts" outdoor sports industry proposed in the "Outdoor Sports Industry Development Plan (2022-2025)", all localities will be encouraged to build various outdoor sports venues and facilities such as ski resorts, hiking trails, and sports boat docks according to different natural resource endowments, so as to continuously optimize the development environment and widely attract social forces.
The second is to strengthen the financial support of outdoor sports venues and facilities. It will make overall use of multiple funding channels, cooperate with the National Development and Reform Commission to organize and implement the project of making up for the shortcomings of national fitness facilities, give full play to the guiding, demonstration and leveraging role of investment in the central budget, encourage social funds to actively invest, continue to strengthen project reserves, and promote the construction of more outdoor sports facilities such as mountain outdoor camps, aviation flight camps, car self-driving sports camps, sports boat docks, ski resorts, fitness trails, etc., so as to consolidate the foundation for the high-quality development of the outdoor sports industry.
The third is to build a demonstration project of outdoor sports venue facilities. Encourage the deep integration of outdoor sports with tourism and culture, identify qualified outdoor sports venues and facilities as national sports tourism demonstration bases, effectively play a leading role in demonstration, and continuously improve the operating efficiency of outdoor sports venues and facilities.

A package of policies will be adopted to support the development of relevant projects and industries
The development of outdoor sports can directly drive the construction of public service facilities, equipment R&D, manufacturing and sales, and indirectly drive tourism, health care, training and insurance, effectively stimulating domestic demand and promoting consumption.
Peng Fuwei said that in the next step, the National Development and Reform Commission will work with the General Administration of Sports and other relevant departments to adopt a package of policies to support the development of relevant projects and industries.
The first is to strengthen planning and guidance. Establish and improve and give full play to the monitoring and evaluation mechanism of industrial policies, strengthen territorial responsibilities, encourage and promote qualified localities, based on the advantages of local characteristics, natural resources and culture, etc., to formulate industrial policies, and carry out policy optimization and adjustment in a timely manner.
The second is to increase financial support. In the next step, we will continue to increase the support for qualified outdoor sports venues and facilities, give full play to the role of the central budget investment, expand local government special bonds, development finance, commercial loans, corporate bonds, industrial investment funds and other funding channels, fully mobilize the enthusiasm of social forces, and solve the financial problem of the development of the outdoor sports industry.
The third is to stimulate the vitality of enterprises. The outdoor sports industry has a wide range of radiation, low entry threshold and rapid changes in market demand, which is suitable for the development of private economy with strong innovation vitality, high operational efficiency, fast response speed, excellent adaptability and outstanding ability to fill gaps. The National Development and Reform Commission will accelerate the implementation of 31 policies and 28 recent measures to promote the development and growth of the private economy, vigorously support the development of private enterprises in the field of outdoor sports, and actively explore the development of "public construction and private enterprises" and "private office assistance" to promote the protection of the rights and interests of private enterprises and effectively improve the enthusiasm of private enterprises.
Fourth, strengthen publicity and guidance. The National Development and Reform Commission and the General Administration of Sports will carry out the selection of typical cases of outdoor sports facility construction and service improvement in a timely manner, strengthen the promotion and learning of advanced experience, and actively build a learning and exchange platform.
