In accordance with the Regulations on Personnel Management of Public Institutions (Order No. 652 of the State Council), the Interim Regulations on Open Recruitment of Personnel by Public Institutions (Order No. 6 of the Ministry of Personnel) and the Measures for Open Recruitment of Staff by Public Institutions in Yunnan Province (Yunren Shefa [2016] No. 182), the relevant matters related to the open recruitment of staff in public institutions in Xishuangbanna Prefecture in the second half of 2023 are hereby notified as follows.

1. Recruitment principles

In accordance with the selection and employment standards of both ability and integrity, the open recruitment of public institutions follows the principle of "openness, equality, competition and merit", and is oriented to the society, open registration, unified examination, comprehensive evaluation, and merit-based employment.

2. Recruitment plan

In the second half of 2023, public institutions at all levels in Xishuangbanna Prefecture will openly recruit 255 staff members. For details of the positions, number of people, majors, qualifications, etc. to be recruited, please refer to the "Xishuangbanna Public Institution Open Recruitment Staff Job Information Table in the Second Half of 2023" (hereinafter referred to as the "Job Information Table", see Annex 1). The Job Information Form may be slightly adjusted before 9:00 on July 17, and candidates shall apply for the position information updated at 9:00 on July 17, 2023 (the Job Information Form will be updated directly in the annex of the Recruitment Notice).

3. Recruitment conditions

(1) Applicants should meet the following basic conditions

1. Have the nationality of the People's Republic of China, abide by the Constitution and laws, and support the leadership of the Communist Party of China and the socialist system;

2. Have good political quality and moral conduct;

3. Have the academic level and required major required by the post;

4. Have the physical conditions and psychological qualities to perform their duties normally;

(2) Persons with any of the following circumstances must not apply for the examination

5. Persons who have been dismissed from public office by organs and institutions for less than 5 years;

6. Drug addicts;

7. Persons who are lawfully listed as targets of joint punishment for untrustworthiness;

8. Persons under other circumstances that cannot be applied for by laws, regulations, rules and policies.

4. Registration and Eligibility Review

The registration method for the 2023 Xishuangbanna Public Institution Public Recruitment Examination is online registration, and the official website and website of the registration will be announced in the "Personnel Examination" column of the window website of the Xishuangbanna Human Resources and Social Security Bureau before the registration starts. (1) Registration methods and requirements

1. This open recruitment does not accept on-site, SMS or phone registration. Applicants log in to the official registration website to register according to the following process:

3. The national ID card used for registration and the test must be the same. (3) Review of registration qualifications

The registration qualification review shall be carried out by the recruitment unit and the competent department of the recruitment unit using a combination of computer and manual review, and the applicants shall inquire about the registration review results in time, and those who have not issued the review results after 12 hours of registration should take the initiative to contact the recruitment unit for confirmation. The recruitment positions in the "Job Information Form" shall be compiled and reported by the recruiting unit and the competent department, and the recruitment unit and the competent department shall be responsible for interpreting the issues related to the qualification conditions of the recruitment position, such as the professional and academic qualifications of the recruitment position. 1. Professional recognition

(1) The professional setting of the recruitment position in the "Job Information Table" refers to the "Catalogue of Higher Vocational Education (College) Majors in Ordinary Colleges and Universities", "Catalogue of Undergraduate Majors of Ordinary Colleges and Universities" and "Catalogue of Postgraduate Degree Awarding and Talent Training Disciplines" issued by the competent department of education (see Annex 2 for details).

(2) When choosing a position, candidates should first refer to the professional catalog of the Ministry of Education to see whether the classification of their majors is consistent with the requirements of the post, and at the same time consult the recruitment unit to understand, fill in the professional name contained in their graduation certificate or degree certificate in the registration system, and fill in the main courses in the column of "main courses studied or titles and professional qualification certificates similar to the majors required by the position". The recruitment unit determines whether the major studied by the applicant meets the job requirements according to the name of the major and the main courses studied by the applicant, combined with the job requirements.

2. Academic qualifications

(1) Graduates of national education include graduates of ordinary higher education education and graduates of other forms of national education (self-study examinations, adult education, online education, night university, university of electricity, etc.).

(2) If other recruitment conditions are met, graduates of the preparatory technician (technician) class and senior engineering class of technical colleges can apply for positions with bachelor's degree or above, college degree or above.

(3) Since 2017, the part-time postgraduate degree certificate issued by the state has the same legal status and the same effect as the full-time postgraduate degree certificate.

3. Identification of the place of origin or household registration

The student's place of origin refers to the county (city, district) where the student comes from, and the place of household registration refers to the applicant's current place of household registration. If the job requirements are limited to the place of household registration, the applicant determines whether this restriction is met according to the place of origin or the place of household registration, and the place of origin and household registration only need to meet one of the conditions, and the household registration must be obtained before July 17, 2023 (including July 17).

(4) Online payment and printing of admission tickets

1. After passing the qualification review, applicants must complete the payment before 24:00 on July 20, 2023. According to the fee standards of the Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Department of Finance on the qualification examination of applicants for public institutions, each subject fee is 50 yuan, a total of 100 yuan per person (public basic knowledge and professional ability test). After payment, if the applicant does not take the written test due to personal reasons, no refund will be given.

2. Applicants who have passed the qualification check and paid the fee successfully must log in to the official website before 10:30 on July 27, 2023 (Thursday) to print the admission ticket.

(5) Reduction of recruitment plans

Only those who have a ratio of 1:3 to the number of contributors for each position (except for positions that have clearly relaxed the opening ratio), and if they do not reach 1:3, the recruitment position will be cancelled or the number of recruits will be reduced accordingly. The announcement of the reduction of the recruitment plan will be published in the "Personnel Examination" column of the window website of the Xishuangbanna Prefecture Human Resources and Social Security Bureau before Sunday, July 23.

5. Recruitment Procedures

(1) Written examination

1. Written test content: This examination is divided into two categories (comprehensive management and primary and secondary school teachers), and the examination subjects are "Basic Public Knowledge" and "Professional Aptitude Test". The "Basic Knowledge of Commons" exam is limited to 60 minutes and has a maximum score of 100 points; The Professional Aptitude Test is limited to 90 minutes and has a maximum score of 100 points.

2. Written test time: On the morning of July 27, 2023 (Thursday), two subjects will be held consecutively, and there will be no break in the middle of the exam.

3. Written test location: The specific written test location is subject to the admission ticket. Applicants must bring the admission ticket and the original valid resident ID card consistent with the registration to the designated examination venue to take the written test according to the time and place of the examination on the admission ticket.

4. Inquiry of written test results: The written test results were announced in the "Personnel Examination" column on the window website of Xishuangbanna Prefecture Human Resources and Social Security Bureau in early August. Accept the application for the score check of the applicant within 3 days after the result is announced (type of investigation: person who took the test but scored zero, person who did not miss the test but was marked as absent, and person who objected to the violation of discipline). Under the condition that the candidates meet the doubts, they should submit an application for investigation at the Xishuangbanna Prefecture Personnel Examination Center (contact number: 0691-2123610) with their ID card and admission ticket, and will not be accepted after the deadline.

5. Minimum control score line for written test: The Xishuangbanna Prefecture Human Resources and Social Security Bureau shall delineate the minimum control score line for the written test.

(2) Qualification review

The qualification review is an on-site review of whether the supporting materials held by the candidates are consistent with the online registration information. Each position is determined according to the order of the written test results from the highest to the lowest, according to the number of recruits twice the number of recruits planned for the recruitment position. The list of qualification review personnel, the time, place and relevant requirements of qualification review are published in the "Personnel Examination" column of the window website of the Xishuangbanna Prefecture Human Resources and Social Security Bureau.

Those who fail to participate in the qualification review at the specified time and place shall be deemed to have given up automatically; If the qualification review is unqualified, the interview qualification shall be canceled. Those who are qualified to review unqualified, voluntarily abandoned, or fail to participate in the qualification review in accordance with regulations, among the personnel whose written test results for the same position reach the minimum control score line or above, shall be replaced in order according to the ranking of written test results, and the replacement shall not exceed 2 rounds, and if the proportion is not reached after the repetition, the recruitment post shall be cancelled or the number of recruits shall be reduced accordingly.

During the qualification review, applicants are required to provide: academic qualifications, degree certificates or academic certification materials required for the recruitment position; Professional title (professional qualification) certificate or professional level assessment certificate proving one's work skills; Original resident ID card or other valid identification; Proof of household registration.

(3) Interview

Candidates who pass the qualification review enter the interview, which is led by the Xishuangbanna Prefecture Human Resources and Social Security Bureau, and the prefecture-level industry authorities and the county (city) human resources and social security bureaus cooperate in organizing and implementing.

The interview is conducted in the form of structured interview, simulated classroom teaching, lecture, professional knowledge test, etc., and the interview mainly examines the candidate's professional skills, business quality and work ability to adapt to the requirements of the post. The maximum score for the interview is 100 points, the minimum passing score for the interview is 60 points, and those with an interview score of less than 60 points will not be hired.

The time, place and relevant requirements of the interview will be announced on the window website of the human resources and social security bureaus at all levels in Xishuangbanna.

(4) Calculation of comprehensive grades

The total score of the comprehensive score is 100 points, and the comprehensive score of the post = the written test score (converted to the 100-point system) × 50% + the interview score (100-point system) ×50%. Written test results, interview results, and comprehensive scores are rounded to two decimal places. If the overall score is the same, the person with the highest score in the written test will be ranked first.

(5) Physical examination

According to the order of comprehensive results from high to low, the list of personnel who enter the physical examination link is determined according to the number of recruits planned for the recruitment position. The physical examination shall be organized by the county (city) human resources and social security bureau and the competent departments of prefecture-level public institutions, and the physical examination items and standards shall be carried out in accordance with the General Standards for Physical Examination for the Recruitment of Civil Servants (for Trial Implementation) and the operation manual, and the physical examination shall be carried out in public medical institutions at or above the county level. The cost of the medical examination shall be borne by the applicant.

If there is any doubt about the results of the physical examination, the applicant may submit an application for re-examination within 7 days of receiving the conclusion of the physical examination. The re-examination can only be carried out once, and the results of the physical examination shall be subject to the conclusion of the reexamination. In the event of a failure of the physical examination, applicants whose interview results for the same position reach the passing score line will be replaced in order according to the comprehensive score ranking (if the comprehensive score is the same, the written test score will be repeated).

(6) Investigation

Those who pass the physical examination shall be determined as the object of investigation. The inspection mainly focuses on the applicants' ideological and political performance, moral character, professional ability, work performance, etc.

If the examination is qualified, it is determined that the personnel to be hired are determined; If the examination is not qualified, it will not be hired. If the applicant fails the examination or the applicant abandons the examination, the applicants whose interview results in the same position reach the passing score line will be replaced in order according to the comprehensive score ranking.

(7) Publicity and employment

The list of personnel to be hired shall be published on the window website of the human resources and social security bureau at all levels and the website of the competent department of the recruiting unit, and the publicity period shall not be less than 7 working days. Personnel who do not affect the employment after the expiration of the publicity period shall go through the employment procedures after being reviewed by the competent department and submitted to the Xishuangbanna Prefecture Human Resources and Social Security Bureau for approval.

Where there is a problem in the publicity and there is evidence, and the employment qualification is not met, the employment qualification is canceled, and if the report is problematic but it is difficult to verify it for the time being, the employment is suspended, and the decision on whether to hire will be made after the facts are verified and a conclusion is made.

After receiving the employment notice, the hired personnel shall report to the recruitment unit within the specified time, and if they fail to report on time or voluntarily give up their employment qualifications (submit written materials signed by themselves), their employment qualifications will be canceled. If the candidate abandons the employment, the applicants whose interview results in the same position reach the passing score line will be replaced in order according to the comprehensive score ranking.

The hired personnel shall sign the "Public Institution Employment Contract" with the employing unit in accordance with relevant policies and implement the probationary period system. Those who pass the assessment at the end of the probationary period shall be formally hired; If the probationary period expires and the assessment is unsatisfactory, the employment shall be canceled. According to relevant regulations, the minimum length of service of newly hired staff of township institutions in township institutions is 5 years (including probationary period).

6. Recruitment discipline

(1) Recruitment work is subject to supervision by discipline inspection and supervision departments, people's congress deputies, CPPCC members, and society.

(2) Applicants who violate recruitment discipline shall be dealt with in accordance with the Regulations on the Handling of Violations of Discipline and Violations in Open Recruitment of Public Institutions (Order No. 35 of the Ministry of Human Resources and Social Security of the People's Republic of China).

(3) Where personnel engaged in recruitment work have an avoidance relationship with the applicants, they shall carry out official recusal in accordance with the Regulations on the Avoidance of Personnel Management of Public Institutions (Ministry of Human Resources and Social Security Regulation [2019] No. 1) and other relevant provisions. Where recruitment staff violate recruitment discipline, they shall be dealt with seriously in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Open Recruitment by Public Institutions".

VII. Important Notice

(1) Applicants must not apply for positions that form an avoidance relationship with relevant personnel of the recruiting unit immediately after employment.

(2) Candidates applying for teaching positions must submit the original primary and secondary school teacher qualification certificates required by the post before August 31, and cancel the employment qualification if they are late or have not submitted.
