Huang Biao stressed that it is necessary to draw lessons from the recent incidents of subway flooding and inversion and suspension of operation, comprehensively investigate and rectify the situation by example, fully implement the safety responsibility for subway operation and projects under construction, establish "one disease and one file", implement the rectification responsible person, rectification measures, and rectification time limit, thoroughly rectify the existing outstanding problems and hidden dangers, and ensure the safety of passenger safety and train operation.

Subsequently, Huang Biao and his party came to Xinhe Road, Nanpu Island, Luopu Street, and listened to the district sewage company report on the construction progress of the main sewage pipeline network project on Nanpu Island and the relocation and modification of power lines. At present, the main sewage pipeline network project on Nanpu Island is only left with the new road pipe section, which has not been completed due to the impact of the power line relocation work, and the power supply department plans to carry out the power line relocation work on August 11. Huang Biao asked Luopu Street and Xi'er Village to do a good job in communicating and explaining the villagers, so that they can understand and support the relocation of power lines, and at the same time do a good job in logistical support, so as not to affect the lives of villagers because of the relocation of power lines; we must adhere to the principle of life first, safety first, and ensure the safety of workers' underground operations.
