On May 7, a news about the bydir auto factory emitting exhaust gases and pungent smells, causing 100 children in the residential area near the factory to have nosebleeds and other symptoms rushed to Weibo hot search. A day earlier, Changsha BYD Yuhua District factory gate gathered hundreds of nearby residents, late at night to pull up banners to defend their rights, strongly demanding that BYD solve the pollution problem.

As soon as this news came out, BYD immediately stood on the cusp of public opinion. In response, BYD said that in some residential areas close to the industrial park, or there is a peculiar smell, it has taken relevant measures.

On May 8, the official public account of "Changsha Release" released a message saying that in response to the masses' reflections on the gas emissions of the bydir Yuhua District factory, Changsha City set up an investigation team to organize government functional departments, third-party testing agencies and relevant experts to enter the BYD Yuhua District factory to investigate the gas emissions of the BYD Yuhua District factory.

Bydir Changsha plant "sewage door" incident continues to ferment, it is understood that at present, some of the factory's production lines have been stopped for rectification, other production lines are operating normally.

In fact, ASD's Changsha factory, which has been the target of key complaints from residents for many years, has long been included in the key supervision object of the Changsha Municipal Bureau of Ecology and Environment. Prior to this environmental protection problem, BYD's Shenzhen plant was also rectified in 2017 due to pollution problems.

It is worth mentioning that in 2020, BYD Chairman and President Wang Chuanfu was also selected into the "2020 Global 30 Environmental Pioneers List" released by Bloomberg, which evaluated it as: "Wang Chuanfu hopes to build BYD into an indispensable force in the global electric vehicle revolution to cope with the increasingly serious air pollution." ”

Affected by the pollution incident, from May 9 to 10, BYD's stock price continued to open low, and its market value fell from once breaking through one trillion yuan to less than 680 billion yuan, evaporating more than 300 billion yuan.

Caught in a pollution "whirlpool"

Public information shows that in the past two months, THERE have been strong odors such as paint, burning plastic, cow dung and other irritating odors near BYD's Changsha plant, and the smell is concentrated in the evening to the early morning of the next day.

More than 1,000 residents in more than ten sub-districts near the factory, including Zhongjian Jiahe City, Zhongjian Fenghuangtai, Lianhe Garden, Aoyuan, AVIC City, Xinxing Community, Changtan Homestead, Evergrande City, Bochang Shanshui Xiangyi, and Country Garden Nancheng Capital Community, have all said they have been affected.

In a screenshot of the questionnaire "Investigation of Nosebleeds in Residential Areas Around bydir Residential Areas in Yuhua District, Changsha City", it can be seen that 720 children have nosebleeds, most of which began before April, and more than 100 children have appeared multiple times a day, many of whom are under 2 years old.

Not only that, many adults have also experienced symptoms such as nausea and vomiting, long-term cough and so on.

The pollution problem has long been emerging. Since April this year, the People's Network's "Leadership Message Board" and the Hunan website have many messages reflecting the pollution problem of Changsha BYD, involving a large number of exhaust gases and air odors in the early morning.

According to the relevant national safety standards, indoor tvoc (total volatile organic compounds) ≤ 0.6mg/m3, which is within the scope of safety. The data obtained by residents in the residential area near the factory in the self-test was 1.015mg/m3, which exceeded the safety data by nearly double.

According to the data, Changsha BYD Automobile Co., Ltd. was put into production in 2012, which is the first project of BYD Group to lay out the central region, with 17,000 employees and a cumulative investment of more than 10.7 billion yuan, which is BYD's strategic base for new energy vehicles that currently spans the two major fields of passenger cars and commercial vehicles and has the most complete product line, and is also BYD's headquarters base in central China with the most complete industrial chains such as complete vehicles, three electric core technologies and intelligent terminals.

According to the national automobile manufacturing plant health protection distance standard, the location of the automobile factory and the residential area should consider the influence of factors such as wind direction frequency and terrain to minimize its pollution of the atmospheric environment in the residential area. The standard stipulates that the distance between the factory and the residential area varies from 300 meters to 500 meters according to different wind speeds.

It is worth mentioning that the construction time of BYD's Changsha project began in 2009, and this time it reflected that its sewage exceeded the standard of China Construction Jiahe City was built around 2018, later than the factory. It is reported that from the perspective of urban planning, some residential buildings are only 50 meters away from the CHANGSHA BYD factory, and a large number of residential buildings are located between 100-300 meters of the BYD factory.

There are lessons from the past

In fact, this is not the first time that the BYD plant in Changsha has been complained about due to a pollution incident.

According to the "Announcement of the 47th Rectification of the Feedback Problems of Changsha Provincial Environmental Protection Inspectors" issued by the Changsha Municipal Bureau of Ecology and Environment in June 2019, complaints were received that pollutants emitted by the production exhaust gases in the spraying workshop of the Changsha BYD factory affected the lives of nearby residents.

In this regard, the Changsha Municipal Bureau of Ecology and Environment supervised Changsha BYD Automobile Co., Ltd. to implement the "three simultaneous" system in accordance with the requirements of the EIA approval, stabilize the operation of pollution prevention and control measures, and achieve standard discharge of spraying production lines.

In May 2021, on the official website of the Department of Ecology and Environment of Hunan Province, the "List of Public Information on the Transfer of Mass Letters and Visits and The Reform of The Inspection while Supervising (24th Batch)" published on the official website of the Department of Ecology and Environment of Hunan Province, the BYD manufacturing plant in Yuhua District of Changsha City was listed due to the serious paint smell of the painting workshop and the impact on the lives of residents.

As a key complainee enterprise, the factory was included in the key supervision object by the Changsha Municipal Bureau of Ecology and Environment.

In the third quarter of 2021, in the random inspection of pollution sources by the Changsha Municipal Bureau of Ecology and Environment, the inspection of the automatic monitoring facilities of Changsha BYD pollution sources and the implementation of the pollution discharge permit management system were found and corrected.

On January 5 this year, Changsha BYD was listed in the "2021 Changsha Key Enterprises Volatile Organic Compounds Comprehensive Improvement Publicity Table" released by the official website of the Changsha Bureau of Ecology and Environment.

In addition to Changsha BYD, BYD's Shenzhen factory has also been involved in environmental protection problems.

From November 28 to December 28, 2016, the Fourth Central Environmental Protection Inspection Group was stationed in Guangdong. During this period, a number of residents complained about the pungent problem of exhaust gases of BYD enterprises in Baolong Industrial City, Longgang District, Shenzhen. In the subsequent investigation, the central environmental protection inspection team locked the exhaust gas problem in the battery processing workshop of BYD Baolong Industrial Park.

As a result, BYD's Shenzhen plant was required to rectify, and its rectification measures include: strengthening the supervision of BYD's Baolong Industrial Park, strengthening the improvement of the treatment and daily supervision of exhaust gas pollution sources around the Baohe area, and improving the environmental dispute resolution mechanism of the factory group, and the rectification time limit is September 30, 2017.

After the completion of the rectification, the number of cases and complaints in BYD Baolong Industrial Park continued to decline in 2017, and by the end of 2018, the average number of monthly petitions was less than 5; in 2020, only 5 related complaints were received for 9 consecutive months, all of which were handled on time.

Production capacity "holds" environmental protection

According to the data of the Association, BYD's new energy vehicle sales in 2021 will reach 580,000 vehicles, ranking first in the domestic new energy vehicle market. Sales in the first quarter of 2022 increased significantly, with sales in the first quarter alone exceeding the sales volume of the previous half year, reaching 392,400 units.

ACCORDING TOD's latest sales data shows that its new energy passenger car sales in April exceeded 100,000 units after March, reaching 105,500 units, a year-on-year increase of 321.33%, a slight increase of 1.09% month-on-month, and a record high.

Among them, THE SINGLE MONTHLY SALES OF BYD DM-I MODELS REACHED 48,072 UNITS, a year-on-year surge of 438.92%. It is reported that the backlog of orders for its DM-i models has exceeded 100,000 vehicles, and at present, BYD's cumulative undelivered orders have reached 400,000 vehicles, and they are still increasing month by month.

In order to sit firmly on the throne of the leader of new energy vehicles, BYD set an annual sales target of 1.5 million vehicles at the beginning of this year, which means that it will quadruple on the basis of 2021, and then put forward higher requirements for its production capacity.

Huge order and sales pressure fell on the shoulders of BYD's Yuhua District factory, which has the "largest production capacity".

The Changsha Yuhua District plant is the main production base of BYD DM-i and will be built in two phases. The first phase of the plant started construction in January 2021 and was completed and put into operation in July, which is responsible for the production and assembly of motors, the core components of batteries, motors, electronic controls and chips.

It is understood that the staff of Yuhua District carried out "white + black" and "5 + 2" battles to make room for the first phase of the project within two months. At present, the project has formed a monthly production capacity of 60,000 sets of electric assemblies, fully supporting all DM-i models of BYD Automobile, and 5 production lines in the workshop are started synchronously, and a motor can be rolled off the production line every 3 minutes.

In addition, BYD's second-phase new energy project in Changsha is expected to be officially put into operation this month, when Changsha BYD will become the production base with the largest number of car products and the largest production capacity of the Group, achieving an annual output of more than 600,000 new energy vehicles.

At the other end of the full capacity, it is likely to face environmental protection problems.

On May 5, the staff of Changsha BYD factory communicated with residents and frankly said that the emissions in the early stage of the first phase of the project were indeed large, but the investment before and after more than 10 billion yuan was unrealistic. The company is making a plan to make a rectification plan in May.

BYD promised that the first phase of the project will be completely rectified, and the rectification cycle will be compressed to the shortest. The second phase of the project completed the installation of the equipment on April 30 and is currently in the commissioning phase, which will take three months.

According to the news, after a new round of communication with residents on May 6, BYD decided not to emit exhaust gases at night, and the final solution has yet to be further discussed.
