Recently, the "Beijing Autonomous Vehicle Road Test Report (2021)" was officially released. Several key figures, such as 16 test subjects, 170 vehicles, and 3.91 million kilometers, reveal that as the development of the mainland autonomous driving industry moves from the key technology verification stage to the product and business model verification stage, the application demonstration work of the industrialization of automatic driving has entered the deep water area.

Beijing opens the "first year" of autonomous driving

The report points out that industrial development has put forward the need for further upgrading of domestic policies, supervision, demonstration scale, infrastructure, scenarios, products, business models and other important supporting elements for the development of autonomous driving. Promoting the transformation of the autonomous driving technology evaluation system into an autonomous driving product and service evaluation system has become a key factor in realizing the true industrialization of high-level autonomous driving and unmanned driving in the future.

It can be said that in 2021, Beijing will continue to exert efforts in the multi-dimensional aspects of policies, standards, environmental construction, operation management and safety assurance, and open the curtain to support the "first year" of beijing's autonomous driving products and business model verification.

Specifically, the first is the continuous implementation of policies. The Beijing Municipal Joint Working Group on Autonomous Driving Test Management further promoted the implementation of the "Beijing Autonomous Vehicle Road Test Management Implementation Rules (Trial)", and deepened special technical tests and manned trial operation tests. In 2021, the unmanned special technical test of autonomous driving road test entered the second stage, with a cumulative mileage of 75,933 kilometers of open road autonomous driving; the manned test entered the third stage; and 43 vehicles were issued night test notices. In April 2021, Beijing established the Intelligent Connected Vehicle Policy Pilot Zone to promote the first trial of the commercial operation mechanism of autonomous vehicles.

The second point is the improvement and upgrading of standards. At present, Beijing has established a complete set of autonomous vehicle technology test and evaluation standard system covering closed test sites, simulation test platforms, autonomous vehicle technical evaluation, test road requirements, data collection requirements and other aspects, and will continue to promote the transformation of existing mature test standards into product-level standards, laying a solid foundation for the productization and large-scale demonstration operation of intelligent networked vehicles.

In terms of promoting environmental construction, 27 test roads in the two administrative districts of Daxing District and Tongzhou District were newly opened, 51 test roads in Shunyi District were added, the length of test roads in the city increased by 46.9% compared with the end of 2020, the road traffic environment support for special technical testing was promoted, and 82 unmanned special technical test roads of 423.26 kilometers in 3 districts and 31 190.92 kilometers of special weather test roads in 2 districts were opened. Beijing Forms a "Model Effect"

In terms of large-scale trial operation, by the end of 2021, a total of 170 vehicles from 16 test subjects will participate in the general technology test of autonomous vehicles. The cumulative safe driving mileage of road testing has exceeded 3911694 kilometers, maintaining growth for three consecutive years and ranking in the leading position in the country. Among them, 124 manned test vehicles, the cumulative manned test road mileage reached 2.51 million kilometers, more than 300,000 people participated in the manned trial operation test, and the road test trial operation entered the large-scale stage. Baidu, the representative enterprise, completed 63,409.94 kilometers of unmanned manned demonstration in the Shougang Park, carrying 17,433 passengers.

It is worth mentioning that in the long time when humans drive cars and autonomous vehicles, traffic accidents still cannot be prevented. Therefore, in the most important and most eye-catching scientific safety assurance level, the report pointed out that for the test and demonstration of automatic driving, Beijing adheres to the working principle of "safety first, orderly innovation", continues to deepen scientific management policies, upgrades scientific testing and demonstration standards, and improves the scientific management system.

According to a research report previously released by JPMorgan Chase, from 2019 to 2025, the size of China's L1-L5 assisted driving and autonomous driving market will achieve an average annual growth rate of 33%, and it will reach about 7.1 billion US dollars in 2025, which can be said that the technology industry represented by autonomous driving and intelligent vehicles has gradually become an important economic growth driver in the mainland. Since the implementation of the two red-headed documents in 2017, "Beijing Municipality's Guiding Opinions on Accelerating the Promotion of Road Testing related to Autonomous Vehicles (Trial)" and "Beijing Municipal Implementation Rules for the Administration of Road Testing of Autonomous Vehicles (Trial)", Beijing has become the first city in China to open public road autonomous driving road tests, and Beijing has provided absolute assistance in promoting the development of the autonomous driving industry.
