On January 26, the "Beijing Autonomous Vehicle Road Test Report (2021)" was officially released. According to the report, by the end of 2021, a total of 170 vehicles from 16 test subjects in the city have participated in the general technology test of autonomous vehicles; the cumulative safe mileage of road testing has exceeded 3911694 kilometers, maintaining growth for three consecutive years; the cumulative manned test road mileage has reached 2.51 million kilometers, and more than 300,000 people have participated in the manned trial operation test.
It is reported that this report is the fourth time that Beijing has released the road test report of autonomous vehicles after three consecutive years in 2018, 2019 and 2020, and has been prepared by the Beijing Intelligent Vehicle Industry Innovation Center and the Zhongguancun Intelligent Transportation Industry Alliance under the guidance of the Beijing Autonomous Driving Test management joint working group.
According to the report, as the development of the autonomous driving industry in the mainland has entered the product and business model verification stage from the key technology verification stage, the application demonstration work of the industrialization of automatic driving has entered the deep water area. Industrial development has put forward the need for further upgrading of domestic policies, supervision, demonstration scale, infrastructure, scenarios, products, business models and other important supporting elements for the development of autonomous driving.

Promoting the transformation of the autonomous driving technology evaluation system into an autonomous driving product and service evaluation system has become a key factor in realizing the true industrialization of high-level autonomous driving and unmanned driving in the future. In 2021, Beijing will continue to exert efforts in policies, standards, environmental construction, operation management and safety assurance, opening the curtain to support the "first year" of beijing's autonomous driving products and business model verification.
First, the policy continues to land: the Beijing Municipal Autonomous Driving Test Management Joint Working Group further promotes the implementation of the "Beijing Autonomous Vehicle Road Test Management Implementation Rules (Trial)", and deepens the special technical test and manned trial operation test.
In 2021, the unmanned special technical test of autonomous driving road test entered the second stage, with a cumulative mileage of 75,933 kilometers of open road autonomous driving; the manned test entered the third stage; and 43 vehicles were issued night test notices. In April this year, Beijing established the Intelligent Connected Vehicle Policy Pilot Zone to promote the first trial of the commercial operation mechanism of autonomous vehicles.
The second is the improvement and upgrading of standards: Beijing has established a complete set of complete autonomous vehicle technology test and evaluation standard system covering closed test sites, simulation test platforms, autonomous vehicle technical evaluation, test road requirements, data collection requirements and other aspects, and will continue to promote the transformation of existing mature test standards into product-level standards, laying a solid foundation for the productization and large-scale demonstration operation of intelligent networked vehicles.
The third is to promote environmental construction: 27 test roads in the two administrative districts of Daxing District and Tongzhou District were newly opened, 51 test roads in Shunyi District were opened, and the length of test roads in the city increased by 46.9% compared with the end of 2020. Promote the road traffic environment support of special technical testing, and open 82 423.26 km unmanned special technical test roads in 3 districts and 31 190.92 km special weather test roads in 2 districts. Among them, 124 manned test vehicles, the cumulative manned test road mileage reached 2.51 million kilometers, more than 300,000 people participated in the manned trial operation test, and the road test trial operation entered the large-scale stage. Fifth, scientific safety guarantee: in the long time when human driving cars and autonomous vehicles are mixed, traffic accidents can still not be eliminated. In view of the testing and demonstration of automatic driving, Beijing adheres to the working principle of "safety first, orderly innovation", continues to deepen scientific management policies, upgrades scientific testing and demonstration standards, and improves scientific management systems.
In terms of innovative exploration of road test management services, Beijing Intelligent Vehicle Federation has also upgraded the "Beijing Autonomous Vehicle Road Test Management and Service Platform" to achieve a major transformation of automatic driving test data collection from physical devices to vehicle-cloud docking.
Through the recording, traceability, mining and analysis of road test data, it provides data support for the improvement and optimization of beijing's automatic driving policies, ensures the safety and controllability of road tests of autonomous vehicles, and establishes a safety evaluation system, risk identification and early warning and forecasting mechanism for the operation of autonomous driving products and services, so as to realize the safety guarantee and evaluation of the large-scale trial operation test stage of automatic driving.
