In 1979, it was a spring, and an old man drew a circle on the south coast of the motherland, and this circle was the Shenzhen Special Economic Zone. Now, more than 40 years later, Shenzhen has developed from a small fishing village to the most economically dynamic region in China, with a GDP of more than 3 trillion yuan in 2021.
Such brilliant achievements are inseparable from the hard work of successive secretaries of the Shenzhen Municipal Party Committee, especially the two secretaries li hao and Li Youwei in the 90s, who made great contributions to the development of Shenzhen.
Li Hao: Laying the foundation for Shenzhen's modernization and development
In December 1926, Li Hao was born into a poor family in Gaozhenche Village, Dianbai, Guangdong. Although the family was so poor that he could not even eat, his parents still sent him to school with frugal food, hoping that his son would grow up and have a career. When Li Hao was 13 and 15 years old, his parents died of illness one after another, and Li Hao had to live with his grandmother.
In 1943, after graduating from high school, Li Hao became the principal of a rural primary school. Under the leadership of his fourth sister and brother-in-law, he embarked on the revolutionary road from then on. In 1946, Li Hao was admitted to the Department of Agriculture of Sun Yat-sen University, and because he secretly carried out party work during his university years, he exposed his identity as a party member, and according to organizational arrangements, Li Hao went to the Guangdong-Guizhou Border Region to carry out guerrilla work.
After the founding of New China, Li Hao returned to Dianbai County from the army to work. In 1953, the mainland began to implement the first five-year plan, and as a high-achieving student at Sun Yat-sen University, Li Hao was transferred to the State Council. During his 32 years in Beijing, Li Hao successively worked in the State Council's Planning Commission, Economic Commission, Construction Commission, Import and Export Administration Commission, Foreign Investment Management Commission, and other departments and posts, accumulating rich experience in governing the economy.
In September 1985, Li Hao moved from Beijing to Shenzhen and became the mayor of Shenzhen and the vice governor of Guangdong Province. In May 1986, he was appointed secretary of the Shenzhen Municipal Party Committee and mayor, and since then he has embarked on a radical reform. Under his impetus, the Shenzhen Municipal Party Committee and Municipal Government began to transform into a modern government agency, successively establishing a foreign exchange adjustment center, an investment management company, a planning commission, and a supervision bureau, and established a mayor's office meeting system to make overall plans for Shenzhen's reform and opening up.
For how to grasp the reform of the shareholding system of state-owned enterprises, Li Hao also has his own independent thinking, China Merchants Bank, Ping An Insurance, Vanke and other joint-stock enterprises have been established one after another, and the establishment of the Shenzhen Stock Exchange has effectively promoted the healthy development of the Shenzhen capital market. On the occasion of the 30th anniversary of China's reform and opening up in 2008, Li Hao was also elected as one of the "30 Outstanding Figures of China's Reform and Opening Up".
Li Youwei: It is the greatest help to Ren Zhengfei
In June 1993, Li Hao, who had served for eight years, stepped down as secretary of the Shenzhen Municipal Party Committee and was replaced by Shenzhen Mayor Li Youwei. If Li Hao laid the foundation for Shenzhen's reform and opening up, then Li Youwei has inserted wings for Shenzhen's high-tech industry to take off. The reason why Shenzhen is called "China's Silicon Valley", there are so many high-tech enterprises such as Huawei, Tencent, and DJI, which are indispensable.
Like Li Hao, Li Youwei was born into a poor peasant family in January 1938, but his family was in Xinmin, Liaoning. At that time, the three northeastern provinces were under the rule of Japanese imperialism, with social unrest and people's livelihood. In 1948, after the Liaoshen Campaign, the northeast was liberated, and Li You lived a peaceful life for the whole family.
After the founding of the People's Republic of China, Li Youwei studied hard and studied hard, and after graduating from high school, he was admitted to the Mechanical Department of Jilin University. After graduating in August 1964, the 26-year-old Li Youwei was assigned to Jilin Changchun FAW and soon became a professional backbone. In 1967, the state established the Second Automobile in Shiyan, Hubei Province, and at the age of 29, he was transferred to the Second Automobile to participate in the preparatory work and worked in the Second Automobile for 16 years.
In October 1983, the 45-year-old Li Youwei was transferred from The Second Automobile and successively served as the mayor and secretary of the Municipal Party Committee of Shiyan, and during his reign in Shiyan, he did a lot of practical things for the household registration, employment and people's livelihood of the employees of the Second Automobile. In June 1989, Li Youwei was promoted to vice governor of Hubei Province, and was promoted to the rank of deputy minister. In December 1990, Li Youwei led a Hubei delegation to visit Romania. After returning to China, as soon as he arrived in Beijing, he received a notice to report to the Organization Department of the CPC Central Committee, and was subsequently appointed mayor of Shenzhen.
During Li You's reign in Shenzhen, the company he helped the most was Huawei, and Ren Zhengfei is still very grateful to him. In the early 1990s, Huawei was just a small private high-tech enterprise with more than 100 people, although the performance of the 08 program-controlled switch developed by Ren Zhengfei was far ahead, but there was no capital to expand production capacity.
Li Youwei had the insight to coordinate loans of 30 million yuan from major banks without any collateral, helping Huawei in the initial period to quickly gain a foothold in the market.
During Li Youwei's tenure as secretary, the State Post and Telecommunications Administration issued a document notifying the telecommunications bureaus of various provinces and cities to prohibit the purchase of Huawei products. At this time, Huawei's international market has not yet been opened, and if it loses the domestic market, it is directly related to huawei's life and death. It was Li Youwei who finally found Premier Zhu and repealed the document.
What is more worth mentioning is that Li Youwei has never eaten a meal from Huawei and confiscated a gift from Huawei, and it is entirely by virtue of his attitude of being responsible for Shenzhen and the country to help Huawei become bigger and stronger, which has Huawei now in the sky.

In March 1998, Li Youwei stepped down as the secretary of the Shenzhen Municipal Party Committee, aged 84 this year, and Secretary Li Hao was also 95 years old. Today, the people of Shenzhen mention that the two old secretaries still thank them, without their foresight, advanced thinking, and the courage of their homeland, there would be no Shenzhen today.
