At and before the Kyakhta Conference, the Kulen authorities had been trying to legitimize the occupation of Darigon, but this was never done. The Sino-Russian-Mongolian Entente of 7 June 1915 sidestepped the question of the ownership of Darrigan love, stipulating on the one hand that "the region of Outer Mongolia shall be autonomous ... Former Minister of Affairs of Kulen, General Ulyasutai, and Counsellor Kobdo were under the jurisdiction of the Territory", and accepted the Chinese government's request that Daliganai should not be assigned to the autonomous Outer Mongolia. But at the same time, it stipulates that "its boundary with China ... South and Inner Mongolia... The flags of the boundary are bounded", and tacitly acquiesced to the de facto occupation of Darigangai by Outer Mongolia.
