Zhang Guoyu demanded that we should strictly follow the requirements of relevant documents such as the management measures for consolidating and expanding the results of poverty alleviation and the effective connection between rural revitalization and other relevant documents, and accelerate the progress of fund allocation and project implementation. It is necessary to carry out a "review" of the 2021 China-Province Convergence Fund and the Suzhou-Shaanxi Collaboration Fund to ensure that the projects and funds are accurately docked and used in accordance with laws and regulations. It is necessary to strengthen the management of photovoltaic poverty alleviation power station revenue funds, guide and supervise the photovoltaic revenue of each village must be used for village-level public welfare post development and public welfare undertakings, and maximize the financial benefits. It is necessary to strictly follow the relevant requirements of the "Shangzhou District Village-level Photovoltaic Poverty Alleviation Power Station Revenue Distribution Plan" to strengthen the training of photovoltaic policies and business knowledge to ensure that the programs and methods are implemented. It is necessary to strengthen the follow-up operation and maintenance of photovoltaic poverty alleviation power stations, strengthen daily management, cleaning and other work, further improve the power generation efficiency, and make good use of photovoltaic power stations in the whole region to exert long-term benefits.

Zhang Guoyu stressed: All village-based work teams should stick to their posts, conscientiously improve various archives and materials, familiarize themselves with and grasp the village conditions, household conditions, and policies, solidly carry out "looking back," benchmark against the table, accurately check the existing problems and shortcomings, and ensure that all problems are rectified and reformed in place and cleared to the bottom; they must give full play to the role of information officers and film directors, strengthen communication and contacts, and solve the problems found in the first place. All towns (subdistricts) should intensify the handling of poverty-related petitioning problems, further sort out and study them, and speed up the progress of handling problems that have not been handled in place and newly discovered, so as to ensure that they are handled in a timely manner. All relevant departments should conscientiously check and fill in the gaps, especially the problems involving the relocation of migrants, the renovation of dangerous houses, drinking water safety, and the arrears of funds in the field of poverty alleviation, quickly promote the rectification of problems, and rectify and put them in place in a timely manner; we must speed up the progress of post-disaster reconstruction, continue to consolidate the results of poverty alleviation, and ensure the smooth passage of assessment and inspection.
