In December 2020, in the final of the 8th "Proposal China And National College Students Mock CPPCC Proposal Competition", the proposal "Suggestions on Improving the Quality of Education for Migrant Children in Beijing" submitted by Ma Chi, a student majoring in finance at the School of International Economics of China Foreign Affairs University, finally won the "Duxing Award".

Ma Chi said that the results are only one aspect, through preliminary research and participation in the competition can let more people pay attention to the group of migrant children, he has gained a lot.

In September 2019, when participating in an offline volunteer service activity in Changping, Beijing, Ma Chi first came into contact with and noticed the group of migrant children. He found that the issue of compulsory education for migrant children is one of the most prominent issues of educational equity in contemporary China, and he decided to conduct a survey to gain an in-depth understanding of the educational dilemmas faced by migrant children.

Since March 2020, Ma Chi and five other students have conducted research through literature consultation, questionnaire surveys, field visits, etc. In addition to visiting schools for children of migrant workers in Beijing, during the summer vacation, they also went to Shanghai, Hangzhou and other places for inspection.

"In Beijing, more than 21 percent of migrant children attend non-public schools and do not fully enjoy equal access to education." Ma Chi said.

The survey shows that even schools for children of migrant workers are difficult to ensure normal teaching due to the lack of government financial support.

"We propose to incorporate the issue of improving the quality of education for migrant children into the 14th Five-Year Plan, further tap the educational resources of public schools, and promote the coordinated development of public schools and private schools for migrant children, and solve the dilemma through financial support and rational allocation of school funds." Ma Chi said.

Ma Chi and his classmates finally formed a "proposal" based on the research results of the plight of migrant children's education in Beijing, and signed up for the 8th "Proposal China And National College Students Mock CPPCC Proposal Competition".

For students at the China Foreign Affairs College, the mock CPPCC proposal is no stranger. In 2013, the China Foreign Affairs University pioneered the National College Students Mock CPPCC Proposal Contest in the country, which is also the only one-on-one simulation CPPCC proposal activity in colleges and universities across the country that is guided by CPPCC members.

Practice in simulation, innovate in theory, and let every "small" student speak well of "big" politics. In the past 8 years since its establishment, the influence of the competition has been expanding, and the content of the proposals has become increasingly rich. In 2020, the 8th Competition received a total of 133 proposals from 48 universities, including Tsinghua University and Peking University.

An Qing, deputy secretary of the party committee of the China Foreign Affairs University, said that from the very beginning, the competition aimed to stimulate students' feelings of home and country and sense of social responsibility, help students form an accurate and rational understanding of Chinese society, enhance their understanding of the multi-party cooperation and political consultation system under the leadership of the Communist Party of China, build a platform for linking theory with practice, campus with society, individuals with the country, and the system with the masses, so as to provide a practical stage for students to better "understand China, understand China, and suggest China."

In terms of competition format, the competition divides the participating teams into six sectors: economy, education, society, culture, science and technology, and medical care, and in addition to displaying and defending proposals, it also sets up a group discussion session to form a simulation of the CPPCC consultation and deliberations.

"The most special thing is that we have equipped each rematch team with the 'one-on-one' professional guidance of CPPCC members to further enhance the scientificity, pertinence and operability of the proposals." Wang Huadi, secretary of the Youth League Committee of the China Foreign Affairs University, said.

In the past 8 years, the competition has not only provided a platform for young students to practice, but also harvested fruitful results, "Proposal on Modifying the Meteorological Parameter Standard of Heating Time in Beijing", "Investigation and Suggestions on packaging problems in Beijing Express Delivery Industry" and other 6 proposals have been transformed into results and have been submitted to the National Committee of the Chinese People's Political Consultative Conference or the Beijing Municipal Committee of the Chinese People's Political Consultative Conference as official proposals.

In early 2020, the COVID-19 pandemic hit the world. In March, in order to help other countries fight the epidemic, the School of Foreign Chinese of Peking University organized nearly 200 teachers and students volunteers to carry out the external translation of nearly 120,000 words of epidemic prevention medical documents, and completed a multilingual epidemic prevention translation glossary covering 22 languages for use by individuals and institutions responsible for the transfer of epidemic prevention materials, sharing China's experience and practices with the world.

During the translation process, the difficult and inconsistent translation of medical terminology has always plagued the translation team.

"Whether 'strain' is translated as 'strain' or 'pathogen', in the existing official English documents, both translations are available, and there are cases where the use is inconsistent." Fan Ruozi, an English translation student at Peking University's School of Foreign Chinese, said that in fact, the interpretation of the two English words is quite different.

After discussion and research, the translation team believes that when emphasizing the concept of strains, it is more appropriate to use "strain" to integrate etymological analysis and dictionary analysis.

After the translation work was completed, the proposal team concluded that there were already a large number of multilingual corpora available in the field of COVID-19 prevention and control, but there were still many obstacles to the conversion and use of epidemic prevention-related documents and terminology between different languages due to the lack of quality control, standard unification and alignment.

In this regard, the more effective solution is to integrate the resources of medical experts and translation teams, review the translation of relevant medical terms, provide standard translations, and build a multilingual parallel corpus for the prevention and treatment of new crown pneumonia on the basis of expert consultation and approval.

"The functions expected to be achieved by the corpus are keyword and sentence retrieval, which intuitively displays the results of multilingual translation, realizes the opening of the corpus for the prevention and treatment of new crown pneumonia, realizes the user-side search, browsing and download functions, realizes the dynamic update of the corpus, supplements and revises the corpus, and regularly collects new corpus that has been processed by steps such as verification and alignment." Fan Ruozi introduced.

From November to December 2020, Fan Ruozi's participating team took their corpus proposal to participate in the 8th National College Students Mock CPPCC Proposal Competition, which attracted the attention of many CPPCC members and finally won the third place in the final.

Fan Ruozi said, "Through the competition, we personally experienced the democratic charm of political consultation and participation in the discussion of state affairs, stimulated the enthusiasm of young students to contribute to the people's livelihood and social welfare, and also better understood the significance and weight of the proposal." ”

In the view of Cui Qiming, secretary of the Party Committee of the China Foreign Affairs University, the competition is a platform for young students to understand China's democratic system, social conditions and national conditions, and through this competition, it is hoped that young students can confidently tell China's democratic system on a broader international stage and vividly tell Chinese stories on a global scale.

In recent years, with the successive addition of the Beijing Municipal Committee of the Youth League, the Beijing Municipal Education and Work Commission, the Beijing Municipal Cppcc Committee Theory and Practice Research Association and other departments, the scale and influence of the National College Students Mock CPPCC Proposal Contest have been expanding.
