Fearless of wind and rain, be a good ear and ear soldier
Located in Hetan Village, Kejing Town, Jiyuan City, Henan Province, ShanliQuan Hydrological Station is a provincial boundary cross-section hydrological station on the Qin River.
On July 11, 2021, a flood with a flow of up to 3,800 cubic meters per second washed away the station's only road to the outside world. The first floor of the station building was flooded, and the facilities and equipment were seriously damaged, and reinforcements were urgently needed.
Hydrology is the "eyes and ears" and "sharp soldiers" of flood prevention and flood control, and once the hydrological data is lost, the flood and drought disaster prevention lacks important data support and decision-making basis. At the critical moment, Bao Yongjun, director of the Wulongkou Hydrological Station of the Henan Hydrological and Water Resources Bureau of the Yellow River Water Conservancy Commission of the Ministry of Water Resources, took the initiative to ask for help and rushed to the Shanliquan Station with his colleagues. They crossed the rushing river, over the steep slopes, and overcame all kinds of difficulties to reach the mountain spring hydrological station.

Under the conditions of lack of water and electricity and frequent interruption of communications, Bao Yongjun and his colleagues stuck to their posts, insisted on monitoring and reporting, and after completing the test every day, ran to the top of the mountain to find signals, and timely reported a valuable rainwater information to the superiors, providing timely and reliable data support for the flood prevention decisions in Jincheng, Shanxi, Jiyuan, Henan, and the operation and management of the downstream Hekou Village Reservoir. On that July night, the faint lights of the mountain spring hydrological station were the only bright lights within a radius of several kilometers, like the brightest stars in the night sky.
The more difficult and dangerous it is, the more forward it is not just Bao Yongjun. During the flood season in 2021, the Taihu Lake Basin suffered continuous heavy rains and typhoons, the water level of Taihu Lake continued to rise, and the situation of flood prevention and typhoon prevention was grim, including Liu Min, head of the Intelligence and Forecast section of the Hydrological Bureau of the Taihu Lake Basin Management Bureau of the Ministry of Water Resources, and other hydrologists in Taihu Lake have always fought at the forefront of flood prevention.

At 21:00 on July 27, 2021, the water in Pingwang Town, Wujiang River, along the Taipu River, remained high, and if it continued to rise, it may be necessary to evacuate the masses, which is a matter of great importance, Liu Min led his colleagues to immediately carry out forecast analysis; at 23:00, the water level of Taihu Lake has broken 3.80 meters, Liu Min took the initiative to stay on duty, and after reporting the situation, issued a flood blue warning and important flood information for the No. 1 flood in Taihu Lake in 2021. At 2:00 a.m. on the 28th, Liu Mingang wanted to breathe a sigh of relief, the phone from the local hydrological department suddenly rang, and she began to study the latest water and rain conditions, updating the water level forecasts of hydrological stations such as Pingwang, Chen Tomb, and Fengqiao, and when the send button was pressed, it was close to 4 o'clock.
This is just a daily episode of Liu Min and his colleagues fighting typhoon "fireworks". It is their accurate forecasting and prediction time and time again that they have built another for winning the hard battle against flood and drought disasters in the Taihu Lake Basin.
Fine scheduling wins between milliseconds
During the flood season in 2021, the worst autumn flood occurred in the middle and lower reaches of the Yellow River since the founding of New China, with multiple rounds of heavy rainfall and intertwined flood conditions in the main tributaries. In particular, from late September to early October, there were three numbered floods in nine days. The Ministry of Water Resources and the Yellow River Water Conservancy Commission have made great efforts to "embroider" and accurately dispatch reservoirs such as Xiaolangdi reservoirs with "one flow, one cubic meter of storage capacity, and one centimeter water level" to ensure the safety of downstream flood control. Due to the high peak of the flood, the water level of the Xiaolangdi Reservoir once rose to 273.5 meters, the highest water level in history.
The water level of the reservoir has continuously reached a new high since the reservoir was put into operation, and the thorny problem of how to ensure the safety of downstream flood control and the safe and stable operation of the hub is placed in front of Li Peng, director of the water dispatch department of the Xiaolangdi Water Conservancy Hub Management Center of the Ministry of Water Resources.

The flood control of the Yellow River is heavier than that of Mount Tai. "Refinement" has become a method for Xiaolangdi people to solve the problem. Li Peng led his colleagues to strictly implement the requirements of accurate scheduling of the reservoir, and they made sufficient "embroidery" efforts to pioneer the implementation of zero delay and zero error "double zero" target management of dispatch instructions, and executed the superior water dispatch instructions with an error accuracy of less than 1%. Relying on the scheduling automation system and rich scheduling experience, the gate operation instructions are issued and executed around the "zero" deviation target; the on-site operators are on standby for 24 hours and complete the gate operation around the "zero" delay target, which effectively ensures the accuracy and timeliness of the execution of the scheduling instructions, and achieves high-precision real-time scheduling.
Like the Xiaolangdi Reservoir, during the flood season of 2021, the Danjiangkou Reservoir also faces the need for multi-task scheduling: to prevent the autumn flood of the Han River and ensure the safety of people's lives and property downstream; to achieve the goal of 170 meters of full storage after the flood under the premise of ensuring flood control safety; and to ensure the safety of the project under the condition of continuous high water level operation.
In order to achieve the above goals, the Dispatching Department of the Water and Drought Disaster Prevention Bureau of the Ministry of Water Resources and the Yangtze River Conservancy Commission jointly dispatched the control reservoir group of the Han River Basin with the Danjiangkou Reservoir as the core to block and cut peaks and stagger peaks, with a total flood control of 14.5 billion cubic meters, effectively reducing the peak water level of the main stream of the middle and lower reaches of the Han River by 1.5 meters to 3.5 meters, shortening the number of days of super alarm for 8 to 14 days, and avoiding the use of super-guaranteed water levels in the lower reaches of the Danjiangkou River and the flood storage and detention of Dujiatai.

While ensuring the safety of flood control, in order to effectively utilize the flood resources at the end of the flood, the three gorges reservoir was dispatched to complete the task of 175 meters of water storage for 12 consecutive years; the Danjiangkou reservoir was dispatched to 170 meters on October 10, 2021, which is the first time since the completion of the reservoir dam project in 2013 that the Danjiangkou reservoir has been stored to the normal water storage level, providing a sufficient water supply guarantee for the completion of the 2021-2022 water transfer task of the south-to-north water diversion project.
Walk toward the water to protect the peace of the party
During the flood season in 2021, a rare summer and autumn flood occurred in the HaiHe River Basin, with an annual rainfall of 711.2 mm, compared with nearly 40% more than the same period of the year (519.8 mm), and the maximum cumulative rainfall of a single station reached 2352.5 mm. The Luan River and the Zhangwei River have had three numbered floods, and a total of 15 rivers in the whole basin have super-warning floods, and 5 rivers such as the Weihe River and the Gongqu River have super-guarantee floods.
Flood is the command. The party members and cadres of the water and drought disaster prevention department of the Haihe Water Conservancy Committee of the Ministry of Water Resources gave full play to the leading role of party members and the spirit of continuous combat, moved when they heard the "flood", and marched toward danger. They resolutely implemented the decision-making and deployment of the Ministry of Water Resources, did a solid job in all pre-flood arrangements, laid a solid foundation for flood prevention, adhered to the idea of "one game of chess" in the river basin during the flood season, strengthened unified scheduling, coordinated and guided the scientific dispatch of backbone reservoirs in various localities, and effectively guaranteed the safety of people's lives and property.

According to statistics, during the flood season in 2021, the Maritime Commission organized a total of 116 joint consultations and internal consultations, launched 13 emergency responses at all levels, and sent 46 working groups of various types and a total of 164 people to the front line to assist local flood control scheduling and emergency rescue work. By the end of the flood season in 2021, 269 (sub)large and medium-sized reservoirs in the HaiHe River Basin had stored about 8.455 billion cubic meters of floodwater, avoided the transfer of 2.075 million people, and given full play to the overall benefits of the flood control engineering system.

Long-term, high-water levels and large-flow floods seriously threaten the flood control safety of the lower reaches of the Yellow River. In this regard, the Flood Prevention Office of the Henan River Affairs Bureau of the Yellow River Water Conservancy Commission of the Ministry of Water Resources, based on the prevention of major floods, the fight against major floods, and the rush of major dangers, urged the Henan Provincial Anti-Flood Command to issue an "Emergency Notice on Strengthening the Inspection and Defense of the Yellow River autumn floods", and put forward strict requirements for inspection responsibilities, inspection plans, inspection forces, and inspection equipment. Along the Huang county and township dike by dam to implement the person responsible for inspection, every 4 dams for a basic inspection unit, at least 16 people, 6 hours a shift, 4 people per shift, in accordance with 1:3 equipped with professional personnel and group defense personnel, a total of 14318 people to carry out 24-hour uninterrupted inspection, continue to adhere to nearly 30 days, and send additional personnel to carry out fixed-point squatting inspection of important parts of key projects, so that the dangerous situation is prejudged early, early detection and early disposal.
At the same time, we urged all levels to base themselves on "planning to protect the key parts of the project before the river situation changes, seize the beginning of the dangerous situation", play the first chess game, play the initiative battle, preset the "prepared body" in advance, change the previous "danger in front, grab in the back" to "prevention in front, grab at the beginning", uninterruptedly carry out the investigation of hidden dangers in the project, and carry out emergency reinforcement at the first time; send 4 rescue expert groups to carry out technical guidance, formulate emergency protection plans, and prepare countermeasures. After the occurrence of the dangerous situation, the person in charge of the administration sits in command, the emergency management department coordinates the team and materials, the river affairs department provides technical support for emergency rescue, and the member departments of the relevant prevention and control departments perform their duties and control the group prevention and control, thus achieving the defense goal of "no casualties, no flooding of the beach area, and no dam running of the project".
