The cause was his Beijing health code pop-up window prompting, "There may be visits or passage through areas at risk of epidemics." "He immediately went to the nucleic acid test and the result was negative. However, the health code still indicates an abnormality.

Since January 23, some people's health treasures in Beijing have popped up similar prompt messages. A health system official explained that through big data screening, if you have passed through the risk area or purchased cold and fever drugs within 14 days, the health code will pop up and you need to do nucleic acid.

After getting the nucleic acid test results, the above-mentioned members of the epidemic prevention and control expert group inquired all over the community and the 12345 mayor hotline, and finally could not solve the problem, "all playing the ball", the community said that I am not a permanent resident, they have no authority to manage; 12345 replied that this matter can only be solved by the community and fall into a dead cycle.

He was supposed to fly back to his hometown on the afternoon of January 26, but he looked at the still abnormal health code and wondered if he could still go home.

At about 5 p.m. on January 25, the latest reply of the 12345 hotline staff was that the problem could only be reflected, which was a correction process that took time, "Under normal circumstances, the requirement for us is that it should be completed within seven days."

This is not an isolated case.

Even if the health code is not abnormal, the policies for the movement of people from the epidemic risk area vary from place to place, and some even stipulate that as long as there is a risk area in the district where the returnees are located, regardless of whether the street is a medium- and high-risk area, it will be centralized isolation or home isolation.

As of 16:00 on January 25, in this round of epidemics in Beijing, there have been 1 high-risk area and 6 medium-risk areas, all located in Fengtai District and Fangshan District; a total of 67 cases of indigenous new crown pneumonia have been reported, and among the infection cases, there are both infections caused by the Aomi Kerong variant and the Delta variant.

In the face of the increasing epidemic prevention policies in various places, a professor at the School of Public Health of Beijing University believes that "there is no need, it only increases the inconvenience of the people, and has little impact on the overall prevention and control." Now that there are relatively few cases in the country and vaccination rates are high, it is important to remain vigilant. However, it is not easy for returnees to return to their hometowns, there is no need to increase the number of returnees layer by layer, the policy should be people-oriented, and I believe that we have made achievements in joint prevention and control before. ”

According to the requirements of the prevention and control of the new crown epidemic in Beijing: since January 23, those who have purchased four types of drugs for antipyretic, cough, anti-infection, and treatment of dry throat and sore throat within 14 days and in the future are required to undergo nucleic acid testing within 72 hours. Beijing Health Treasure will be compared through the nucleic acid detection database, and those who fail to be tested on time will be prompted by a pop-up window, which may affect travel and daily life. In addition, if the big data is pursued, I may have recently visited or passed through the epidemic risk area, and I will also encounter a health code pop-up window.

After the pop-up window, the members of the above-mentioned epidemic expert group went to the nearby hospital for nucleic acid for the first time, and thought that the health code would recover quickly. As a result, by January 25, the health code was still abnormal. This made the expert a little flustered, there was no health code, basically as long as there was a door, it could not go in.

"I don't even dare to go out the door now, I'm afraid I don't even have a place to live when I go out, I can only move outside all the time, let alone fly home." He told the "Finance and Economics Health" reporter.

He repeatedly called his community and the 12345 hotline. The community worker replied that the community can only be responsible for the local residents or people with long-term residences, and the outsiders are not in the scope of management, and need to ask 12345. Turning his head and dialing 12345 again, he waited for several hours, and the phone that finally answered did not bring him good news. "The operator replied, we can only register my relevant information, feedback to the relevant departments", the operator once again supported himself back to the community, "the pop-up window is the reason for big data, the pop-up window cancellation authority is still in the community."

In turn, the staff of the three departments, such as the community special class and the resumption of work and production, were still "kicked around".

Also suddenly encountering the abnormal health code prompt is Beijing resident Wang Ming, who has previously purchased cold medicine, received a health code abnormal prompt, and went to a surrounding hospital for nucleic acid testing, but was turned away.

"The people in the hospital said that the health code abnormality was not allowed to enter the hospital", she went to three testing points in a row and was rejected, she was a little frustrated, and finally contacted the community where she lived, and finally successfully completed the nucleic acid at the designated nucleic acid testing point early on January 25.

On January 25, information from the press conference on the prevention and control of the new crown pneumonia epidemic in Beijing showed that Beijing has asked all kinds of nucleic acid testing institutions at all levels to increase the source of test numbers, and has not been able to refuse to provide nucleic acid testing services for Beijing Health Treasure pop-up personnel for any reason.

A person in charge of the Beijing district health system explained to the "Finance and Economics Health" reporter on January 25, "The policy just came out, yesterday and the hospital communication and connection are not smooth, today is fine." Beijing is now very strict, and now such problems are assigned to the city, and unified appeals are resolved by the 12345 hotline. If he can't solve it, he can't do it.

Back home, it's not foolproof

"Policies are changing all the time", and even epidemic prevention personnel are not sure what the next policy that needs to be implemented will be.

Wang Mu, who returned to Inner Mongolia on his tenth day, described himself as receiving various streaming calls at home almost every day. "The village branch secretary, the director of the women's federation, the township health center, and the Hohhot police station have all been called."

By January 24, she had filled out the form four times and had done nucleic acid twice. The information filled in each time is almost the same, such as the number of high-speed rail trains, the specific time of the transfer location, and the accompanying partner.

As for the nucleic acid test, she asked the epidemic prevention personnel how often to do it in the future, and the other party replied, "Maybe, let the head do it." Wang Mu did not blame the epidemic prevention personnel, and she felt that it was not easy for the grass-roots prevention and control personnel.

The local township government requires all returnees from other places to register information in a timely manner and report it from village to township, town and county level by level. But one student who returned from Beijing went to the county alone to do nucleic acid without reporting. The village is 70 or 80 kilometers away from the county, and the township health center has sent cars to chase people overnight. "Fortunately, nothing happened later, otherwise I couldn't afford to make a mistake." A staff member of the township health center said.

Since entering 2022, Zhao Ke has spent time in the anxiety of whether he can go home. His friend wanted to go back to Harbin for the Chinese New Year, and on January 20, he asked the local epidemic prevention department staff, and the information he learned was that returning to Harbin from Beijing's Haidian district and Chaoyang districts needed to be quarantined for 14 days, which dispelled the idea of his friend going home for the New Year.

By January 25, Beijing had added a total of 67 new confirmed cases. Zhao Ke asked the staff again, and the information he got was that the personnel in the district who did not have a medium- and high-risk area needed a 48-hour nucleic acid certificate. Home isolation is also required for three days, two more nucleic acids, and 11 days of health monitoring.

As a result, Zhao Ke also gave up the idea of going home for the New Year. Wang Mu was glad that she had already embarked on the road home, and on the way home on January 15, she brushed up on the information of the new case in Beijing, "fortunately, it may be more troublesome to come back later."

The next day, Zhang Xing, who was preparing to go home, began to worry about whether his trip would suddenly be blocked. He lived at a university in Beijing's Haidian District, and was in a hurry to send a private message to counselors and college directors, and was informed that the new policy had not yet been announced, and that he needed to leave the school as soon as possible before the new policy came out. On January 16, he hurriedly boarded the train until he entered the house and the stone in his heart landed.

However, Zhang Xing found from the experience of his classmate Li Yu that perhaps the trouble had just begun.

At 10:00 a.m. on January 21, on the fifth day after li Yu, who lived in Zhangjiakou, Hebei Province, returned home from a holiday in Beijing, he suddenly received a call from the local isolation office that "there will be an ambulance to take her away immediately, and she will need to be quarantined for 14 days at her own expense."

Li Yu panicked instantly, which was not consistent with the information she had received before. Before returning home, she learned that the epidemic prevention policy only requires that people from medium- and high-risk areas need to be centrally isolated and controlled by "14+7", and low-risk areas only need a 48-hour nucleic acid test certificate. Moreover, within five days of returning home, the community and the epidemic prevention office did not propose any travel restrictions on Li Yu, who voluntarily reported.

Li Yu had to start packing his suitcases, preparing for isolation, and also called around to inquire. The response from the community phone said that people returning home from Fangshan, Beijing within 14 days would need to be quarantined. She asked where the documentation for the policy was and whether it was made public, and the response was, "This was justified yesterday."

In the end, Li Yu could only communicate with the local epidemic prevention office, and he had a long history of epilepsy and had no way to leave his family. Its staff replied, "After verification by the community, the community can decide whether she is in home isolation or centralized isolation."

After communicating with the community, its staff agreed that Li Yuke could be isolated at home and would post a seal outside the door of the house. By January 25, the community had neither affixed a seal nor contacted Li Yu.

In addition to Li Yu, another classmate lin qiang around Zhang Xing also encountered unexpected epidemic prevention policies, originally thought that returning home from the low-risk areas of Beijing only need to be isolated at home, but after returning home to the community, he received a notice and immediately had to go to centralized isolation for 14 days.

The above-mentioned public health professor in Beijing said that ordinary people from low-risk areas can celebrate the New Year normally as long as they pay attention to the protection they should have, wash their hands frequently, wear masks, and understand the local epidemic prevention policies.
