In 1915, Peng Chong was born into a very poor peasant family in Zhangzhou, Fujian Province. In the face of such a dark social background, the young Peng Chong was also very disgusted by it, so he made up his mind to study hard and save the country and the people when he grew up. In August 1934, he also became an honorable member of the Communist Party.

When the War of Resistance Broke Out, Peng Chong was also assigned important tasks by higher-level party organizations. He was responsible for forming a progressive literary and art society and conducting literary and artistic tours in the southern Fujian region of Fujian, in order to cooperate with the party's anti-Japanese literary and artistic united front. Under the influence of their team's theatrical performances, more than 3,000 people joined the anti-Japanese armed groups.

In 1938, he was also successfully elected as the first secretary of Wuxian County to contribute to the Anti-Japanese War, and then he also became the political commissar of the Independent Regiment of the Sixth Division of the New Fourth Army because of his outstanding work performance, and was also responsible for leading the anti-Japanese work in Taizhou.

In the period of the Liberation War, Peng Chong still made great contributions to the cause of liberating all of China. It served as the director of the political department of the 18th Division of the Sixth Column in the East China Field Army, and participated in some very famous battles, such as the Battle of Suzhong and the Battle of Lunan.

Therefore, during his presidency, he not only rehabilitated many old cadres who had been wronged, but also paid great attention to the development of Shanghai's economy, such as the Shanghai Baoshan Iron and Steel Company, a leading steel company in our country, which he was responsible for founding.
