Guiyang, 20 Jan (China News Network) -- The Fifth Session of the 13th People's Congress of Guizhou Province kicked off in Guiyang on 20 January. Governor Li Bingjun said in the government work report that in 2021, Guizhou has maintained the bottom line of no large-scale return to poverty.

The data shows that the per capita disposable income of rural permanent residents in Guizhou will be 10.4% in 2021. Education, medical care and other people's livelihood security continued to strengthen, and the people's sense of gain, happiness and security was further improved.

Guizhou strictly implements the "four no-picks" requirements, improves the dynamic monitoring and support mechanism to prevent returning to poverty, timely eliminates the risk of more than 400,000 people who are easy to return to poverty and become poor, more than 3.3 million poverty alleviation laborers go out to work steadily, and the construction of the "five systems" of follow-up support for relocation has been deepened, keeping the bottom line of no large-scale return to poverty.

At the same time, Guizhou has also deepened the cooperation between the eastern and western parts of Guangdong and Qianqian and the designated assistance of central units; promoted the "three transformations" from poverty alleviation to rural revitalization, promoted rural revitalization by classification and grading, launched the implementation of the "five major actions", listed 20 poverty alleviation counties as China's national rural revitalization key help counties, and launched the first batch of provincial characteristic pastoral villages and rural revitalization integrated demonstration pilot construction. Guizhou has also vigorously implemented rural construction actions, with 256,000 new (reconstructed) rural household toilets, and the rural domestic garbage collection and disposal system has achieved full coverage of administrative villages.

Li Bingjun said that in 2022, Guizhou will comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas. In terms of fully promoting the increase of farmers' income, Guizhou will take the improvement of farmers' income as the core task of consolidating the results of poverty alleviation and promoting rural revitalization.

Guizhou will take the county as the unit to increase the degree of organization of rural labor to work outside the province to more than 70 percent, encourage construction enterprises to give priority to the use of migrant workers in the province, increase the proportion of labor remuneration in the input of work-for-relief projects to 20 percent, thoroughly eradicate wage arrears, and earnestly ensure that migrant workers' wages are paid in full and in a timely manner; consolidate the basic position of family operations, give better play to the role of peasants as the main body, improve the mechanism of linking interests, and broaden the channels for increasing business and property income; deepen the "three changes" reform in rural areas, and vigorously revitalize idle rural land Housing and other resources to expand the rural collective economy.

Guizhou will be led by 12 advantageous industries with agricultural characteristics, and in accordance with the direction of marketization, all localities should highlight leading industries, further adjust and optimize the structure of planting and breeding; vigorously develop the under-forest economy and continuously improve the quality and efficiency of under-forest agricultural products; deeply implement the action of revitalizing the seed industry, accelerate the construction of the crop germplasm resource bank in Guizhou Province, strengthen the key technologies of seed sources, the cultivation of good seeds, and strengthen the training of planting and breeding skills.

Guizhou plans to deeply implement the five-year action of improving the rural living environment, the rural domestic sewage treatment rate has reached 16%, promote the construction of the rural domestic garbage collection and transportation system to more than 30 natural villages, build 220,000 new (reconstructed) rural toilets, promote village rectification and courtyard improvement, improve and improve the long-term management and protection mechanism of rural human settlements; deeply promote the construction of a rural governance system that combines autonomy, rule of law, and rule by virtue; solidly carry out the special action of "promoting the transfer of customs and customs and establishing a civilized rural style", and strengthen the rural operation.
