Upon learning of the forensic doctor's autopsy report combined with the results of the on-site investigation, the railway police believed that this was a case of egregious indecency and murder of underage children, and the cruelty of the criminal's methods aroused the public indignation of the police officers (who was so perverted, so treated a minor boy). A special case team led by the Shanghai Railway Public Security Department was set up on the spot (headed by the chief of the Criminal Investigation Section of the Shanghai Railway Public Security Bureau and 2 deputy chiefs of the Criminal Investigation Section of the Shanghai Railway Public Security Department as the deputy team leaders) to investigate and handle the case.

Through the analysis of the facts of the case, the special case team preliminarily drew five conclusions on this case:
1. The offender strangles the deceased to death for sexual assault, and then cuts off the deceased's genitals. The tool used by the strangler was probably the Oxford belt left at the scene, and the murder weapon that cut off the genitals should be a sharp weapon such as a knife.
2. On-site investigation and autopsy can basically determine that the high-side open car No. C62-709021 is the scene of the crime. However, in view of the small space for on-site activities and the absence of abnormal traces around, the possibility of this being the scene of the dumping of corpses cannot be absolutely ruled out.
3. According to the perpetrators of the crime, the criminal is a vicious and vicious person who has been wandering away for a long time, the police are taking a truck, familiar with the railway situation and have a bad track of sodomy.
4. The deceased may be a street child who often picks up a truck, but it cannot be ruled out that it is a naughty boy (bear child) who runs away from home after having a conflict with his parents.
5. Comprehensive forensic autopsy results and the analysis of the movie ticket stub found on the deceased, the place where the deceased boarded the train should be at a station near the Workers' Cultural Palace, and the last meal was a pasta containing celery or coriander, and the dining place was not far from the station.

The C62-709021 Gaobian open car that occurred was sent from Qingdao Shalingzhuang Station, ran more than 1,300 kilometers along the way, passing through the Qingdao, Jinan and Xuzhou Railway Sub-bureaus under the management of the Jinan Railway Bureau and the Bengbu, Nanjing and Shanghai Railway Sub-bureaus under the management of the Shanghai Railway Bureau, spanning three provinces and one city in Shandong, Anhui, Jiangsu and Shanghai, and it is undoubtedly an extremely arduous task to check the criminals and victims on the train. To this end, the special case team coordinated with the Jinan Railway Public Security Bureau through the Shanghai Railway Public Security Bureau, and received strong support from the Jinan, Qingdao, and Xuzhou Railway Public Security Departments, and the criminal investigation departments of the three public security departments and the criminal investigation departments of the three railway public security departments of the Shanghai, Nanjing, and Bengbu under the management of the Shanghai Railway Bureau, a total of six public security departments of the criminal investigation departments of the six public security departments dispatched a large number of police forces to participate in the investigation. The results of the investigation are: C62-709021 Gaobian Open Train departed from Shalingzhuang Station at 7:44 on September 11, arrived at Xuzhou North Railway Station (located in Gulou District, Xuzhou City, Jiangsu Province) at 11:25 on September 13, and then dispatched from Xuzhou North Railway Station at 19:59 after being integrated into the 1311 freight train, entered the bengbu Railway Branch of Shanghai Railway Bureau at 21:50, and entered Yangpu Station at 1:00 on September 15. It runs for 89 hours along the way. According to the calculation of the time of death of the deceased, the time of the deceased's boarding should be in the section from Xuzhou to Bengbu, which is also the section where the criminals began to commit crimes. With this broad scope in mind, the task force took three actions:

1. Send someone to Xuzhou, and then use Xuzhou as the center to verify the source of movie tickets in the surrounding area.
2. Send people to the stations and maintenance sections of the Section between Xuzhou and Bengbu to conduct investigation and visits between the train driver and the duty personnel of the stations where the 1311 freight train stops, so as to further approve the operation of the train and determine the specific pickpocket location of the deceased.
3. Issue a body identification notice to the public security organs and reception and repatriation stations along the railway line in Shandong, Anhui, Jiangsu and Shanghai to ascertain the identity of the deceased.
Because the investigation involved many public security organ departments and covered a wide range of departments, it involved six railway public security departments under the management of two railway public security bureaus. In order to avoid the situation of water control in Kowloon, the Criminal Investigation Section of the Shanghai Railway Public Security Bureau promptly convened a meeting of the chiefs of the criminal investigation sections of the three railway public security departments in Bengbu, Nanjing, and Shanghai, and took advantage of the coordination linkage mechanism at the criminal investigation sections of the three railway public security departments in Jinan, Xuzhou, and Qingdao.
Combined with the conclusion that the deceased died and ate 3 to 5 hours before death, the special case team believed that the location of the deceased's boarding was most likely in the Xuzhou Railway Branch after a lot of investigation work, and the comrades in the Xuzhou Railway Public Security Department introduced that there was a workers' cultural palace in Xuzhou city and the railway, and there were movie theaters in both the cultural palaces, so the movie ticket in the shirt pocket of the deceased was likely to be one of the two workers' cultural palaces. The Farnan Line north of Xuzhou North Railway Station and Xuzhou Railway Station (located in Yunlong District, Xuzhou City, Jiangsu Province) has convenient transportation and is the preferred boarding place for many blind people to pick up trucks. Therefore, while investigating the source of movie tickets, it is necessary to further verify the operation of the 1311 freight train in many aspects, and immediately cast a wide net under the jurisdiction of the two railway sub-bureaus in Jinan and Xuzhou.

After investigation, the movie tickets in the pockets of the deceased's shirts were sold by the Xuzhou Workers' Cultural Palace on September 13. In addition, after investigation, the 1311 freight trains that had been temporarily adapted into 1313 trains departed from Xuzhou North Railway Station and stopped temporarily for 5 minutes at 20:42 to the Fa Nan Line north of Xuzhou Station. And there are many restaurants and restaurants around Xuzhou Station, and it is very common to sell noodles, steamed buns and other noodles and dishes with celery and coriander, and there are many blind people begging for food there.

These circumstances indicate that the deceased had been active in Xuzhou City in the first few hours before his death, and that he had boarded the train on the Fa Nan Line north of Xuzhou Station.
After further re-examination of the deceased's clothes by the Technical Department of the Bengbu Railway Public Security Department, it was found that the sole surface of the deceased's sneakers had climbing marks and rust, which should have been formed by climbing the freight train, proving that the deceased was killed after boarding the high-side open car No. C62-709021. In addition, a pubic hair was found on the cuff of the deceased's shirt, and the blood type was tested to be AB, and the deceased's blood type was B, so it is very likely that this pubic hair was left behind by the criminal.
On the evening of September 19, Chen Moumou, the driver of the Nanjing locomotive section who had been responsible for the 1311 and 1313 freight trains, reflected that on September 14, he and the deputy driver picked up the train at Bengbu East Station (the first-class freight station in Longzihu District, Bengbu City, Anhui Province) at 0:47 and separated at 1:42, and arrived at Zhangbaling Station (the fourth-class station in Zhangbaling Village, Zhangbaling Town, Mingguang City, Anhui Province, where the mother of the factory director had been in line) after stopping. As he flashed a flashlight to get to an empty gra on the left side of the first high-side car behind the plane, he found a man lying there, covered with a snakeskin bag. Chen Moumou asked him "what to do", and the person replied that he "wanted food". Seeing this scene, Chen Moumou walked to an empty gera trumpet on the right, and when holding the number, he also used a flashlight to illuminate the words on the wooden box in front of him, which read "Brand name carding machine".

At 6:15, when the train arrived at the Nanjing road yard to stop, Chen Moumou looked back and saw the first high-side car behind the plane climbing down to the left side of a 30-year-old young man on crutches, who got off the train and limped along the locomotive to the cab, Chen stopped him and asked him what he was doing? What happened to the legs? This person replied that he was from Huaiyin, and his leg was broken while doing a small job in Xuzhou, and now he wants to go back to Huaiyin. The deputy driver also confirmed that when the 1311 train stopped at the Nanjing road yard, Chen Moumou had spoken to a "kidnapper".
This is undoubtedly an important clue, and the chief of the criminal investigation section of the Shanghai Railway Public Security Bureau immediately personally led a team of investigators to Bengbu by passenger train, verified the situation reflected by the two drivers, and unanimously agreed that what the two said was true. Subsequently, two drivers rushed to the scene of identification in Nanjing, and at the same time made a simulated portrait according to the situation of the "kidnappers" provided by the two people, and then the deputy director of the Shanghai Railway Public Security Department and criminal investigation also rushed to Nanjing to participate in the study of the next step.
According to the statement of the driver Chen Moumou, when the train stopped at Zhang Baling Station, he saw someone, the deceased had been dead for about 7 hours, so the person Chen moumou saw must be the murderer. The "kidnapper" who got off the bus in Nanjing talked to Chen Moumou and there was a dead person in the first high-side car after talking to Chen Moumou without mentioning the plane, if the "kidnapper" had nothing to do with this case, he would absolutely panic and ask Chen Moumou to call the police quickly, rather than like no one, so the "kidnapper" was suspected of committing a major crime.
After investigation, the 1311 freight train stopped at a total of six stations between Bengbu East Railway Station and Nanjing, so the special case team immediately sent people to these six stations to check whether they had boarded or disembarked here, and as a result, the on-duty personnel of these six stations reported that there were no "kidnappers" pickpockets or anyone getting off from the first car behind the plane, further confirming the suspicion of "kidnappers".
On September 20, the special case team issued a wanted notice with a simulated portrait of a "kidnapper" to check and compare all personnel with leg and foot disabilities and who had committed sodomy and hooliganism at railway stations, long-distance stations, Yangtze River ports, shelters, and detention centers within the range from Bengbu to Nanjing.
On September 23, the Bengbu City repatriation station reported that a kidnapper living in Guozhen resembled a simulated portrait and had a bad record of sodomy. However, after the special case team sent technicians to Bengbu and Guozhen to verify, the person's blood type and degree of disability did not match the "kidnapper" on the wanted warrant, and at the time of the crime, the person had sufficient proof of his absence from the scene, thus excluding the suspect of this person.
More than 10 days later, at noon on October 6, Comrade Qiu Bomin, a police officer at the Suzhou West Railway Station of the Shanghai Railway Public Security Department (located in the first-class freight station in Gusu District, Suzhou City, Jiangsu Province), found a "kidnapper" who was very similar to the simulated portrait when inspecting the 3151 freight trains arriving at the station (which was also one of the tasks issued by the special case team to the police stations of each station during the investigation). This person was immediately detained and taken to the police station for questioning, and it was found that this person's name was Lu Yinzhong, who was more than ten years old and 27 years old, and was from Funing County, Jiangsu Province. In the face of questioning, this person answered the question, which made Qiu Bomin even more suspicious, and immediately informed the special case team of this person's situation and asked them to send someone to come to the surprise trial.

As a result, after a surprise interrogation, Lu Yinzhong faced the tragic situation of the deceased in the photo of the deceased shown to him by Liang, as well as the identification of chen Moumou, the driver of the original 1311 train, and the deputy driver, and finally admitted the crime of killing and sodomizing a boy in the high-side carriage of the freight train on September 15.
According to Lu Yinzhong's account, he met the deceased alone in Xuzhou City on September 14, and when he saw the deceased's "Xiao Zhengtai" appearance, he had the idea of sodomizing him. On the morning of September 15, after eating a bowl of Yangchun noodles with celery toppings in a restaurant opposite the exit of Xuzhou Station, the two picked up the first high-side car behind the 1311 freight train that was temporarily parked there at about 8 o'clock at a level crossing on the south line north of Xuzhou Station. About an hour after driving, Lu Yinzhong "moved his hands and feet" on the boy, and the boy's fierce resistance caused Lu Yinzhong to be forced to give up. Soon after a night of sleepless boys fell asleep because of drowsiness, Lu Yinzhong took the opportunity to pull off his Oxford bag harness, and used the strap around the boy's neck to strangle the boy, then ripped off the boy's clothes and sodomy, and then used the knife he carried with him to cut off the boy's genitals, snatched a jewel flower card female watch from the boy's left wrist, and discarded the Oxford bag (which contained two boxes of golden chicken cream, which was given to him by an old lady) and the harness. When the train arrived at Zhangbaling Station, a person (driver Chen Moumou) once came to the carriage to ask him about it, and when the car stopped in Nanjing, he climbed down from the left side of the carriage, and when he walked through the cab of the locomotive, the driver saw him and asked him.
Lu Yinzhong's account and the investigation situation grasped by the special case team were basically consistent with the narration of the driver Chen Moumou, and then the blood draw from Lu Yinzhong's body verified that his blood type was AB type, which was consistent with the blood type of pubic hair extracted from the cuff of the deceased's shirt. At this point, Lu Yinzhong was identified as a murderer. During the search of Lu Yinzhong's residence, the task force found a knife that cut off the deceased's genitals and the genitals of the deceased that had been cut off.
Then there's one last question left in the air – the identity of the dead! According to Lu Yinzhong's account, the special case group decided to take Xuzhou City as the center and post more than 4,000 corpse identification notices in the downtown areas of 36 counties and cities in the surrounding four provinces of Shandong, Henan, Anhui, and Jiangsu, and to conduct large-scale investigations of missing street children and students who were tired of school and fled from school in the above-mentioned areas.
On November 9, a middle-aged man surnamed Wu helped a middle-aged woman who was already crying and breathless to the Xuzhou Station police station to contact the special case team stationed there, saying that their son Wu Bin was reprimanded by the couple for his poor test results on September 9 (not excluding the fact that he also suffered a "mixed doubles") and secretly took 100 yuan in cash and a jewel flower brand women's watch from home and did not quit. According to Mr. and Mrs. Wu, their family lived in No. XX, Jianbai Lane, Gulou District, Xuzhou City, and their son Wu Bin was born on November 7, 1977, at the age of 12, because he was tired of school and often skipped school, and later developed to often steal the family's money and take a truck to go to other places, each time was found by the railway public security and sent back. And this time after the son ran away, the couple did not care at first, thinking that in a few days, at most a week, they would be sent back by the police as usual, and then there was a family law to serve the matter, but they did not expect to become a farewell.
Subsequently, the special case team put the gem flower watch seized from Lu Yinzhong in several other women's watches for the Wu couple to identify, and the couple quickly recognized it; then let them identify the clothes of the deceased collected by the task force, which were also recognized by the Wu couple as their son's clothes and pants. For the sake of prudence, the special case team sent someone to Wu's house and extracted a fingerprint from Wu Bin's used exercise book, which was identified as consistent with the fingerprint of the deceased's left hand. At this point, the identity of the deceased was revealed, and it was Wu Bin, a sixth-grade student of a primary school in Xuzhou.
After 21 days of joint efforts by the two railway public security bureaus in Shanghai and Jinan and the criminal investigation departments of the six railway public security departments, the 9.15 major murder case was announced, and the murderer Lu Yinzhong was finally sentenced to death and shot for intentional homicide.
