Beijing, 20 Jan (Xinhua) -- On 19 January, Premier Li Keqiang of the State Council presided over the sixth plenary session of the State Council to discuss the government work report to be submitted to the Fifth Session of the Thirteenth National People's Congress for deliberation, and decided to send the "Government Work Report (Draft for Solicitation of Comments)" to all provinces (autonomous regions, municipalities) and relevant departments and units of central and state organs for solicitation of opinions, and to study and make arrangements for economic work in the first quarter.

Li Keqiang said that the State Council's reporting to the National People's Congress and accepting supervision by the people is an important duty stipulated in the Constitution. Drafting a good government work report, listening to the people's good words, and responding to the concerns of the people, market players, and all sectors of society in a targeted manner is conducive to consolidating consensus, making more practical moves, boosting confidence, and further promoting the work of the government this year.

Li Keqiang pointed out that in the past year, the mainland's development environment is complex and severe, facing many risks and challenges, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, all regions and departments have conscientiously implemented the decision-making and deployment of the Party Central Committee and the State Council, and have made a series of new major achievements in overcoming difficulties. Coordinate epidemic prevention and control and economic and social development, through innovative implementation of macro policies to help enterprises to rescue and stimulate vitality, effectively respond to the impact of natural disasters and other impacts and prominent contradictions in economic operation, keep the economic operation in a reasonable range, the annual economic growth rate ranks in the forefront of major economies, the reform and opening up is deepened, employment and prices remain stable, people's livelihood security has achieved new results, the main tasks of economic and social development throughout the year have been better completed, and a good start to the "14th Five-Year Plan" has been achieved, and the achievements are not easy to come by. While strengthening confidence, we must clearly understand the existing deficiencies and challenges.

Li Keqiang said that at present, the mainland economy is facing new downward pressure, uncertainties are increasing, and it is necessary to strive to climb over the obstacles, stabilize the word, and put stable growth in a more prominent position. It is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the spirit of the Central Economic Work Conference, scientifically study and judge the situation at home and abroad, adhere to the general tone of the work of seeking progress in stability, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, promote high-quality development, further give play to the enthusiasm of the central and local governments, coordinate epidemic prevention and control and economic and social development, continue to do a good job in the "six stability" and "six guarantees" work, deepen reform and opening up, and strengthen cross-cycle adjustment. Significantly increase the implementation of macro policies, introduce more practical measures that are conducive to boosting effective demand, strengthening supply security, and stabilizing market expectations, coordinate development and security, effectively prevent and resolve risks, focus on stabilizing the macroeconomic market, achieve relatively full employment, and maintain economic operation within a reasonable range.

Li Keqiang stressed that it is necessary to do a good job in the first quarter of the work to ensure a good start to the whole year. All regions and departments should enhance their sense of responsibility and urgency, make early arrangements for all aspects of economic and social development, further increase assistance for enterprises, especially small and medium-sized enterprises and individual industrial and commercial households, introduce preferential support policies for industries with special difficulties that are greatly affected by the epidemic and absorb more employment, pay close attention to promoting the construction of major projects and key projects, expand effective demand and employment, and strengthen the regulation and transportation guarantee of the coal, electricity, oil and gas market. It is necessary to coordinate epidemic prevention and control, Spring Festival scheduling, festival activities, etc., do a good job in ensuring the supply and stable price of important people's livelihood commodities such as grain, oil, meat, eggs, milk, fruits and vegetables during the Spring Festival, ensure the payment of wages to migrant workers, ensure the basic livelihood of the disaster-stricken people and difficult groups, comprehensively investigate and manage potential safety hazards, and maintain social peace and tranquility.
