In 2010, China and Bolivia signed an agreement on satellite cooperation projects to deliver a communications satellite and ground measurement and control and application system to Bolivia.

After seeing the news of the selection of scientific researchers, Cabello did not hesitate to sign up. After a series of selections, he stood out from 6,000 candidates.

Cabello had received offers for further studies or work from France, Germany and the United States, but none of them were impressed. "It wasn't until I saw the news of the recruitment of researchers that I had the opportunity to come to China to design and develop the first communications satellite for my homeland and learn about a technology that was so mysterious to me until then." Cabello said.

Cabero, 38 years old, majors in electronic science, and after coming to China, he also received multidisciplinary professional training in materials science, orbital design science, space mechanics and so on. His colleagues and professors gave him insight into China's vision for the future of science and technology.

"I returned to Bolivia after the successful launch of the satellite and I knew my life had changed. I am eager to take on greater challenges and to be part of the technological transformation that is taking place in China. Cabello decided to go to China to pursue a PhD and later to do postdoctoral research.

"These experiences have given me the ability to turn into reality what I once saw only in science fiction movies." Cabello said, "I have met a lot of colleagues from all over the world who have provided me with new opportunities for personal and professional growth. ”

Cabello, who has benefited from international scientific and technological cooperation, also wants to pass on this luck to more people. In 2018, Cabero, along with several scholars, industrialists and researchers, founded the Andean Road Science and Technology Organization.

"Historically, people built roads along the Andes to exchange knowledge and goods. We want to use its pragmatic, inclusive and interoperable concept to extend mutual learning and mutual learning to the field of science and technology. Cabello said.
