On January 18, the reporter learned from the Municipal Bureau of Human Resources and Social Security that Wuhan will issue accident injury insurance subsidies for flexible employment personnel in new employment forms, and encourage and guide new business platforms to purchase accident injury insurance for flexible employment practitioners.
In recent years, the new employment forms represented by takeaway and express delivery have flourished, absorbing a large number of labor employment, but due to the definition of labor relations, the labor security rights and interests of their employees, especially the safety rights and interests after accidental injuries, cannot be effectively guaranteed. In order to further reduce the risk of employees in new formats and effectively protect the safety rights and interests of employees, the Wuhan Municipal Human Resources and Social Security Bureau, together with the Municipal Finance Bureau, the Municipal Bureau of Commerce, the Municipal Postal Administration and other 4 departments, issued the "Wuhan New Format Employee Accident Injury Insurance Subsidy Implementation Measures (Provisional)", encouraging and guiding the new format platform to purchase accident injury insurance for flexible employment practitioners.
The "Measures" stipulate that the accident injury insurance subsidy objects for employees in new business formats are those who rely on various types of takeaway, food delivery and other Internet platform enterprises and express delivery enterprises (hereinafter referred to as enterprises) within the administrative region of Wuhan City to flexibly employment and apply for employment registration and purchase accident insurance.
From January 1, 2022, if an enterprise purchases accident injury insurance for its flexible employment personnel or relies on the flexible employment personnel of the enterprise to purchase accident injury insurance on its own, after applying for flexible employment registration, it will be given an accident injury insurance subsidy according to the standard of not more than 120 yuan per person per year, and the insured amount is higher than 120 yuan according to the subsidy of 120 yuan, and the actual subsidy is less than 120 yuan.
Where accident insurance is included in the commercial comprehensive insurance purchased by enterprises or flexible employment personnel, the accident injury insurance part may be subsidized in accordance with the regulations. If the same insurer is flexibly employed in multiple enterprises and purchases multiple accident insurance, the subsidy will not be repeated after enjoying a total of 120 yuan subsidy in a calendar year.

The "Measures" stipulate that the accident insurance subsidy currently only accepts enterprise subsidy applications, and flexible employment personnel relying on enterprises need to apply through enterprises. Enterprises applying for accident insurance should fill in the "Application Form for Accident Injury Insurance Subsidies for Employees in New Formats" according to the number of people participating in accident insurance in the current period, and apply to the human resources and social security department of the district where the unit is registered. Submit materials (or electronic scanned copies) of the labor contract signed by the enterprise and the flexible employment personnel; and a copy of the accident insurance policy (or electronic insurance policy) issued by the insurance institution. In particular, according to the actual situation, the Measures stipulate that employees without labor contracts can apply for subsidies with wage payment vouchers or settlement vouchers and other materials that can determine the labor relationship. After the district human resources and social security department receives the application materials, it shall verify the relevant materials submitted by the applicant enterprise within 5 working days.
For the publicity of 5 working days that meet the conditions, if there is no objection to the publicity, the district human resources and social security department shall be responsible for reporting to the financial department at the same level, and the subsidy funds will be allocated to the basic account opened by the enterprise in the bank within 3 working days.
