Chen Zhuo's original name was Zhu Ruixiang, a native of Renqiu, Hebei, and was born during the revolutionary war. From an early age, he witnessed the miserable life of the poor people and had ardent expectations for the victory of the revolution.

During the critical period of the War of Resistance Against Japanese Aggression, Chen Zhuo, who was only 15 years old, applied to join the Communist Party of China and began the revolutionary cause, successively experiencing the War of Resistance Against Japanese Aggression abroad and a war of liberation at home.

In the early days of joining the revolution, Chen Zhuo experienced many grass-roots positions, such as the teacher of the Dazheng Village Primary School in Renqiu County, the security officer of the Renqiu County Government, and the deputy director of the County Public Security Bureau, etc. Although these positions are not very high, they have great influence in the local area.

An appropriate long period of grass-roots experience has also allowed Chen Zhuo to accumulate a lot of life experience, which has profoundly affected his future work.

In 1948, with the changes in the domestic situation, Chen Zhuo was organized and transferred to Hebei and other places to carry out public security activities. At that time, when the frontal war was fierce, the domestic situation was becoming increasingly clear, and the public security governance in the rear was crucial to maintaining social stability.

After working for several years, Chen Zhuo felt that such work was not enough to meet his ideals, so after the founding of New China, Chen Zhuo came to Tibet in organizational arrangements and voluntarily invited Chen Zhuo to come to Tibet, serving as the deputy minister of political science and law in Tibet, with outstanding political achievements, and under personal efforts and organizational training, he was successively promoted to deputy director, and the deputy director finally became the director of the main department.

After more than a decade in Tibet, Chen Zhuo returned to Beijing as vice minister of justice, at which point he said he had truly found his goal.

After the Cultural Revolution, mainland education was in the stage of rejuvenation, and the Beijing Institute of Political Science and Law faced the main problem of reopening at this time, however, the resumption of the school does not mean a reproduction of the original model.

Chen Zhuo feels that the Beijing Institute of Political Science and Law has a history of several decades since its establishment, and the teaching staff is also quite impressive, and it can integrate the existing resources of the school on the basis of the original and expand a new university on the original basis.

Therefore, under his suggestion, the University of Law, with one school and three courts as the infrastructure, was gradually established.

In the face of ideological obstacles, Chen Zhuo often had in-depth conversations with comrades working in the school after work, understood their ideas from the aspect of school construction and development, and fundamentally solved problems.

In order to ensure that the teaching work can be carried out smoothly, Chen Zhuo has applied to the central government for more than 80 indicators to enter Beijing, so that the University can recruit outstanding teachers nationwide in a short period of time. After the perfect allocation of teachers, many outstanding college students were recruited nationwide, and under the condition of extreme shortage of educational resources at that time, China University of Political Science and Law still trained a large number of students for China and made important contributions to the construction of China's political and legal undertakings.
