According to Russian satellite news agencies and Agence France-Presse, Nazarbayev first used Kazakh in the video, according to tradition, and then spoke to the people in Russian. He sat at a table with several flags behind him. Nazarbayev said the riots shocked the country and "this tragedy has taught us all a lesson, and it is important to find out who organized these massacres and murders". He said he was recuperating in the Capital and dismissed rumors of antagonism between the Kazakh elite. Nazarbayev stressed that Kazakh President Tokayev already holds all the power and will soon be elected chairman of the ruling "Light of the Fatherland" party.
