On July 8, 2021, Liu Chuansheng was suspected of serious violations of discipline and law and voluntarily surrendered.
Liu Chuansheng served as the party secretary of Beijing Normal University in June 2005, until November 2016, when she stepped down as party secretary of Beijing Normal University at the age of 66, and the second half of her political career was full of acts such as amassing wealth for relatives and using her power or influence to seek benefits for others in terms of enrollment and entry. She voluntarily surrendered and became the first "number one" of the central management university to be retained since the Eighteenth National Congress of the Communist Party of China.
On December 30, 2021, the website of the Central Commission for Discipline Inspection and the State Supervision Commission issued a notice: After investigation, Liu Chuansheng lacked ideals and beliefs, was indifferent to political awareness, did not take responsibility for implementing the decision-making and deployment of the Party Central Committee, did not take no action, did not conscientiously perform the main responsibility of comprehensively and strictly administering the party, especially ideological work; ignored the spirit of the eight provisions of the central government, accepted public funds in violation of the law, exceeded the standard allocation and use of office space; used the public resources of the colleges and universities to seek profits for relatives and amass wealth. Using the power or influence of the position to seek benefits for others in terms of enrollment and employment, etc., and infringing on the interests of the state and the collective in the purchase of housing. After the meeting of the Standing Committee of the Central Discipline Inspection Commission studied and reported to the CPC Central Committee for approval, it was decided to give Liu Chuansheng the punishment of expulsion from the party, adjust his retirement benefits according to the sixth-level staff, and confiscate his income from violating discipline and law.

From the black land of northeast China into the Tsinghua campus
People familiar with Liu Chuansheng once revealed to the media that Liu Chuansheng was born in Sichuan Province in 1950, which was also named "Chuansheng". In Liu Chuansheng's profile, she joined the work force in 1968 and entered Tsinghua University in 1972, where she studied in the Department of Automation and the School of Economics and Management, where she obtained a master's degree in engineering. After graduation, she stayed on to work at Tsinghua University and served as a teacher at Tsinghua University and deputy secretary of the Youth League Committee. Among them, she went from the Heilongjiang Production and Construction Corps to a division and a regiment to the university campus to study, which was an important turning point in her life.
According to the article "Writing Youth on the Land of the Motherland - Visiting Liu Chuansheng, a 1972 alumnus of the Department of Automation of Tsinghua University", which was published by the Tsinghua University News Network, Tsinghua University piloted the first batch of workers, peasants, and soldiers in 1970, and Liu Chuansheng was one of the second batch of workers, peasants, and soldiers in Tsinghua, and entered Tsinghua in 1972.
In previous interviews, Liu Chuansheng still remembers the opportunity to obtain this admission. Before entering school, she had been transferred to the Logistics Department of the Regimental Headquarters of the Construction Corps, working in the Logistics Materials Unit, managing more than 20 sets of ledgers by herself, and never made a mistake. "Until one day, I saw the new Tsinghua Bao of Tsinghua University on the newspaper wall of the regimental headquarters, and I remember very clearly that it published the article 'Workers, Peasants, and Soldiers Going to College', and I collected this newspaper." After that, she had the opportunity to enter the Tsinghua campus to study. According to her past statements, it was a period of hope and enthusiasm. Although her junior high school grades were good, after entering Tsinghua University, she did not dare to waste any time that could be used to study, and under the guidance of the school teachers and her own efforts, she finally obtained a master's degree in engineering.
During her early teaching years, Liu Chuansheng would take students to the Qinghai-Tibet Plateau to do projects, which she believed was very important for students, but it contrasted with her later image in other people. According to Caijing magazine, a teacher at Beijing Normal University close to Liu Chuansheng told Caijing that Liu Chuansheng was quite kind, but his academic level was average, and sometimes it was difficult to read the speech at some conferences.
Tsinghua University once regarded Liu Chuansheng as an outstanding alumnus, and was proud of his study and work at Tsinghua University, which led to the aforementioned article "Writing Youth on the Land of the Motherland - Visiting Liu Chuansheng, an alumnus of the Department of Automation of Tsinghua University in 1972".

Participated in the establishment of the first Confucius Institute in North America
Liu Chuansheng has publicly stated many times that his parents were soldiers, and his father was the propaganda director of the Kazakh military industry at that time. Liu Chuansheng once said that the words and deeds of her parents at home made her deeply touched.
"Understand the rules, abide by discipline, stress morality, and emphasize conduct," Liu Chuansheng said, which is her family style. She has also said many times that people should seek truth from facts, and should do a good job in the current and go on in a down-to-earth manner. Now it seems that her fall is even more ironic.
In November 1985, liu Chuansheng was transferred to the then State Education Commission (now the Ministry of Education), and successively served as deputy director and director of the Department of Ideological and Political Work of the State Education Commission; since November 1990, he has served as the first secretary of the Education Department of the Chinese Embassy in the United Kingdom; since September 1994, he has successively served as deputy secretary of the party committee, vice president, acting party secretary, party secretary and vice president, party secretary and president of China Education Newspaper and Periodicals.
In February 2003, Liu Chuansheng was appointed As Minister Counsellor of the Education Department of the Chinese Embassy in the United States, and in late 2004 and early 2005, he co-founded the Confucius Institute at the University of Maryland Park, the first Confucius Institute in North America.

Illegally help his son open a kindergarten
From June 2005, Liu Chuansheng served as party secretary of Beijing Normal University for 11 years, until he stepped down in November 2016. During this period, the Beijing Normal University spread the trend of "flattery and exaggeration", and rumors said that this was related to her liking to be flattered by her subordinates.
An insider of Beijing Normal University who was interviewed by Caijing magazine without an name said that during Liu Chuansheng's tenure, the projects on campus were slow to advance, especially the construction of the Shahe campus, which began in September 2013 and was expected to be completed two years later, but it was not completed until Liu Chuansheng left office.
The above-mentioned insider said that during Liu Chuansheng's tenure as secretary of the party committee of Beijing Normal University, the primary schools and middle schools affiliated to Beijing Normal University blossomed everywhere, and the overall negative impact on the school was more. According to the incomplete statistics of Caijing, there are currently no less than 25 affiliated schools of Beijing Normal University in various places. A number of current cadres and professors of Beijing Normal University interviewed also told the "Economic Observer Network" reporter that Liu Chuansheng's son borrowed the name of Beijing Normal University to carry out so-called "cooperative schooling" and set up kindergartens to accumulate wealth, which attracted many reports.
The "Zero Tolerance" documentary confirms the above rumors. In 2011, Liu Chuansheng's son returned from studying abroad and wanted to start a business in the field of preschool education, but he had neither funds nor venues, nor experience or foundation. Liu Chuansheng took advantage of his power to let his son use the North Normal University signboard to open up business outside in violation of the law. At that time, cooperation with Beijing Normal University to run schools needed to be handled by a special cooperation office, and there were prescribed procedures, and it was also necessary to pay a certain fee to Beijing Normal University. But Liu Chuansheng bypassed the procedure and arranged for his subordinates to help his son open the first kindergarten in violation of the law.
According to the staff of the Central Commission for Discipline Inspection and the State Supervision Commission in the documentary, "(Liu Chuansheng) contacted a district in Beijing through his subordinates and agreed to open a public-run Beijing Normal University Experimental Kindergarten Branch, and privately handed over the kindergarten to her son to operate and manage. ”
In 2015, when Liu Chuansheng retired, she still wanted to pave the way for her son, and she asked her subordinates to license the brand of kindergartens affiliated to Beijing Normal University to her son's company for use at one time. "After signing an agreement, that is, a strategic agreement, he can go to the listing, he can hang the card of the beijing normal university kindergarten, he has become an agent, that is a big mistake." Liu Chuansheng said in the documentary.
