It is true that the first great victory since the Chinese anti-Japanese war was the PingxingGuan victory fought by Lin Biao and the 115th Division, and the Battle of Guangyang also captured the first Japanese prisoner. However, the 129th Division was also good, and the night attack on Yangmingbao, the Shentouling ambush battle, the Xiangtangpu battle, and so on were also of great significance.
During the eight-year War of Resistance Against Japanese Aggression, the 129th Division annihilated more than 420,000 Japanese puppet troops, and the 115th Division annihilated a total of 350,000 Japanese puppet troops.
In the anti-Japanese troops in North China, the Japanese Kou regarded the 129th Division as the biggest opponent, and in "Bright Sword", the Japanese armored vehicles were painted with the slogan of "specializing in the independent regiment of the 386 brigade", which really existed in reality, but it was "specialized in the 386 brigade". However, in the Liberation War, the development of the two was very different, and the 129th Division was basically the later Central Plains Field Army (Second Field Army), which experienced two extremely significant and heavy losses events of great significance and losses in the Breakthrough of the Central Plains and the approach to Dabie Mountain.
The growth rate of the 115th Division can only be described as terror, and the later four major field armies and the field troops under the North China Military Region were all related to the 115th Division:
The Northwest Field Army was slightly less related due to the uniqueness of its location and function, but there were also some personnel of the 115th Division; the 4th Brigade and other units of the 115th Division were later reorganized into the units of the Central Plains Field Army; these two field armies were relatively small.

So why is there such a big difference between the two periods? Personally, I believe that there are mainly the following reasons:
I. The CPC Central Committee has different divisions of tasks for the three divisions
Looking at the garrisons of the three divisions, it is clear that the 120th Division is mainly in the northwest region, and it is its main duty to defend the Party Central Committee and prevent the Japanese army from crossing the Yellow River.
And in the northwest region, we all know that even now it is sparsely populated, and the economy and food are all big problems, so during the entire War of Resistance Against Japan, the 120th Division was not so brilliant, basically it was a small battle.
The 129th Division fought against the Japanese army as the main force in North China, and its purpose was actually somewhat similar to that of the 120th Division, preventing the Japanese army from advancing westward while developing, and guarding the safety of the central center.
The 115th Division carried out many divisions, some in Shanxi, some brought to Hebei by Nie Rongzhen, and part taken to Shandong by Luo Ronghuan, and the speed of development and growth in the three places was naturally faster.
In other words, the 120th and 129th Divisions were shields to protect the center, while the 115th Division was a spear of pioneering spirit! The 115th Division had no worries, which was an advantage.

Second, the development region is different
The 129th Division was mainly in northern China, precisely the areas vigorously invaded by the Japanese and Kosovo, basically on the front line, so the battles that occurred the most, so it was inevitable that it would suffer heavy casualties, and senior cadres such as Su Jingcheng, Fan Zixia, Chen Yuanlong, Ye Chenghuan, Deng Yongyao and other senior cadres also died in the battle. Moreover, the development conditions of the 129th Division's base area were not as good as those of the 115th Division.
Third, the leadership level of the 115th Division is high
It is not that the leadership level of the other two divisions is not good, but compared to the 115th Division, the most obvious example is that among the ten marshals, Nie Rongzhen and Luo Ronghuan of the 115th Division are not famous for the military, they are more outstanding in political work and development, so they have trained many outstanding cadres, and these cadres are like seeds, and they go out to work alone and blossom everywhere.
The more favorable environment coupled with the leadership of these two marshals (Lin Biao's actual leadership of the 115th Division was not long during the anti-Japanese period because he was mistakenly injured), the development was naturally better.

The leadership of the 115th Division can also be reflected in the later liberation wars, and in the early stages, East China and the Central Plains won many victories, but the northeast suffered several defeats and was even driven to the Songhua River.
However, there are super strong leading bodies, cultivating a lot of outstanding backbones, accumulating thick and thin, and it did not take a few years to develop to a million male soldiers, and the decisive three major battles, the Northeast Field Army fought two, this is the importance of leadership!
