In order to establish a solid base area, Xie Shengbiao planned to carry out a long-term struggle with the Japanese army, so he went deep among the masses to learn that the people were short of food and salt, so he organized more than a dozen commando teams to attack the towns and villages occupied by the Japanese army, and established the main force to reinforce, feinted, and successfully snatched the salt and grain in the hands of the Japanese Kou many times.

In April 1938, the 60th Division of the 4th Army encountered the Japanese army and fought hard in the area of Fenghuangling and Jinji Mountain at the junction of Yixing and Guangde Counties in Jiangsu Province.
