At this time, the central authorities ordered the Shandong troops and the troops of the Third Division of the New Fourth Army to leave the original weapons and go to the northeast with their bare hands to receive the new weapons. No one expected that the Soviet army was afraid of being blamed, and after a few weeks, it changed its mind and informed Peng Zhen and others that they could not hand over their weapons to the Eighth Route Army troops. This made Peng Zhen, Li Yunchang and others very passive.
