Emperor Taizong of Tang was an outstanding emperor who was very good at handling the relationship between monarchs and subjects, appointing talents, employing people without doubt, and accumulating a large number of outstanding civilian and military generals under his command, laying a talent foundation for the rule of Zhenguan.

The Li family of the Tang Dynasty revered Lao Tzu, and Li Shimin attached importance to learning Laozi's thought and driving the whole country. Huang Lao's governance is his own mind and body, and the governance is the talent who serves the cause. The governance of the Inner Saint and the Outer King is the guarantee of career success.

The most prominent general of the Tang Dynasty was named Li Jing, originally known as a medicine man, from a family of officials and eunuchs, and in the last years of the Sui Dynasty, because of his outstanding talent, he served as the director of a county for the Sui Dynasty. At that time, Li Yuan privately recruited troops to prepare for the uprising, but was discovered by Li Jing, who was ready to go to Jiangdu to report it. Unexpectedly, he arrived in Chang'an City, where Tang Gaozu Li Yuan had already invaded and captured Li Jing and wanted to behead him. When Li Jing was about to be beheaded, he shouted loudly: "You rebel soldiers, originally for the sake of eliminating riots in the world, did not plot major events, but because of personal grudges, you came to kill the brave soldiers!" Li Shimin praised his talent and courage, and specially approved his release. Soon, Li Jing was summoned by Li Shimin to his general's palace and held an important position in the Three Guards

Huang Lao's self-cultivation and mingde's governance ideology is to cultivate the qualities of the inner sage and cultivate the quality of the holy mind and body; externally use benevolence and righteousness, and use the royal way that conforms to the Taoist law to govern externally, and apply it to people and things. Only in this way will the sages be easy to find and gather around.

In the fourth year of Zhenguan, Li Jing defeated the Turkic king, because the discipline of the troops he led was temporarily relaxed, resulting in the Turkic treasures being robbed by the officers and soldiers.

Therefore, the supervision department impeached Li Jing and demanded that he be dealt with in accordance with military law. Emperor Taizong of Tang specifically ordered an amnesty without impeachment. When Li Jing came to see Emperor Taizong, Emperor Taizong rebuked him profusely, and Li Jing prostrated his head and apologized. After a long time, Emperor Taizong said: "During the Sui Dynasty, the general Shi Wanzai defeated the Turkic Datou Khan, and obviously did a great job, but Emperor Wen of Sui not only did not reward him, but beheaded him for other minor crimes. He will not handle things this way, record your merits, and forgive your mistakes. Therefore, he crowned Li Jing as Zuo Guanglu's doctor, and gave him a thousand silk horses, and gave him the title of food, along with the previous ones, reaching as many as five hundred households

The Four Classics of the Yellow Emperor points out: "Jinggong is selfless, rewards and punishes faith, so he governs." "Being impartial and selfless is to correctly grasp the premise that rewards and punishments conform to the Taoist law, and rewards and punishments are the implementation of "left rules, right rules, and what plagues the world", and establishing honesty, loyalty, and faith is the thick soil and cornerstone of the king's way of governing everything. Rules must be established in the world when there is no trouble, and righteousness in rewards and punishments must be established in righteousness.
