Domestically produced passenger cars are forced to install "black boxes"
In the face of an accident in a car, what should the parties do if they have their own opinions? According to the provisions of the National Standard No. 2 amendment to the "Technical Conditions for the Safety of Motor Vehicle Operation", it is required that from January 1, 2022, newly produced passenger cars in China must be equipped with a traffic event recorder (commonly known as "black box") system.
The "black box" records 43 items of data and cannot be changed. It can basically determine the running state of the vehicle at the time of the accident and provide a reliable basis for the determination of the accident.
With the "black box", we can better avoid the embarrassment of insufficient basis for vehicle accidents and difficulty in determining responsibility, and solve vehicle accident disputes fairly according to law, which is also conducive to clearly determining whether there are entangled problems such as 'brake failure'.

The scope of the "three guarantees" of automobiles has been expanded
Can the "three electricity" of new energy vehicles be "three guarantees"? From what day does the "three guarantees" of automotive products start? The Provisions on the Liability for Repair, Replacement and Return of Household Automobile Products (the "New Three Guarantees" Regulations), which came into effect on January 1, 2022, can answer these questions.
In general, the "new three guarantees" lose more, the package is more complete, and the penalty is heavier!
Expand the scope of the "three guarantees", and the quality problems of new energy models are also included; the "three guarantees" are implemented for household pickup trucks; and the prevention and control of vehicle emission pollution is increased.
At the same time, it is clear that the "three guarantees" period, from 2022, the term of the "new three guarantees policy" will be calculated from the delivery date; more stringent requirements are put forward for operators, and operators must not restrict consumers from independently choosing enterprises that maintain and maintain household automobile products, and use them as a reason for refusing to bear the "three guarantees" responsibility.

Major adjustments to the application for motor vehicle driver's licenses
The driving license of large and medium-sized buses obtained in place A cannot be used in place B, and the driving qualification examination cannot be done across provinces... From April 1, 2022, the implementation of the revised Regulations on the Application and Use of Motor Vehicle Driver's Licenses will effectively solve the above problems.
The revision mainly introduces 4 new measures to facilitate the issuance of driving test certificates:
Implement the national "one-card general examination" for the driving license of large and medium-sized passenger and freight vehicles. For those who apply for a driving license for large and medium-sized passenger and freight vehicles outside the place of household registration, the applicant can use the resident identity card to "pass the examination with one card" and no longer need to submit a certificate of residence.
Reinstate the driving qualification examination "inter-provincially". Where the driver's license has not been renewed beyond the validity period and has been cancelled for less than two years, the applicant may apply to any place in the country to take the subject one examination and restore the driving qualification.
Optimize driver's license test content and programs. For those who hold a small automatic car driving license to drive a small car, or hold a motorcycle driving license to drive other types of motorcycles, only need to take the test subjects 2 and 3.
Added light traction trailer quasi-driving type. A new quasi-driving "light traction trailer" has been added to allow the driving of small car trains.

Adjustment of the scoring system for traffic violations
Strict scoring for all intentional or unintentional traffic violations does not necessarily solve the problem fundamentally. To this end, the Ministry of Public Security's newly formulated "Measures for the Administration of Scoring for Road Traffic Safety Violations" will be implemented from April 1, 2022.
The measures consist of 7 chapters and 37 articles, the most interesting of which are:
Optimization and adjustment of scoring scores: The demerit points of some traffic violations have been reduced, and the demerit points for traffic violations such as driving without placing inspection signs and insurance signs have been deleted
Implement the measures to reduce points from the study of the law: If you participate in the study of road traffic safety laws and regulations and pass the examination, or participate in related traffic safety public welfare activities, you can deduct up to 6 points in a scoring cycle.
Adjust the full-score study test system: Strengthen education management for drivers who have repeatedly violated the law (especially those who have scored 12 points multiple times), and those who have committed minor traffic violations and given warnings and penalties are exempted from scoring.

Motor vehicle registration is more convenient
"What is the significance of the inspection of the license plate of the new car?" Passenger car registration cannot be done with one certificate in the whole country "... These doubts will become a thing of the past as the new regulations are implemented. The Regulations on the Registration of Motor Vehicles shall come into force on 1 May 2022.
Among them, three new measures to facilitate vehicle registration have been introduced.
The first is to implement the exemption of license plates on new private cars. For small and micro non-operating passenger cars that inspect vehicles at the factory, the production enterprises and the public security traffic management department share vehicle information, and the masses are exempted from handing over the inspection of motor vehicles when registering. Realize online car sales, online number selection, and online registration.
The second is to implement the national "one-card general office" for passenger car registration. For those who register small and micro non-operating passenger cars outside the place of household registration, the applicant can use the resident identity card to "handle it all at once" without submitting a proof of residence.
The third is to implement the "inter-provincial general office" of vehicle information change. For the change of trucks to install tail plates, disabled people to install auxiliary devices, passenger cars to install luggage racks, etc., the public can apply for handling at the location of the vehicle, and there is no need to return to the place of registration to inspect the car.

Autonomous driving national standard implementation
In recent years, automatic driving and assisted driving functions have been unveiled on new models, but there is no clear national standard covenant, which has become one of the constraints for the public to worry about safety and development. As a result, according to the national recommended standard of "Automobile Driving Automation Classification" officially released by the State Regulatory Bureau in 2021, it will be officially implemented from March 1, 2022.
The standard divides driving automation into levels 0 to 5 according to the role assignment in the performance of dynamic driving tasks and whether there is a designed operating range limit, and clarifies the driving responsibilities of drivers at each level.
