Yang Yucheng, director of the county urban management and law enforcement bureau who accompanied the trip, introduced to reporters that in the previous community, the roads were uneven, all kinds of motor vehicles and non-motorized vehicles were mixed together, parked everywhere, trees lacked maintenance all year round, all kinds of spider web-like pipelines penetrated and penetrated from them, the floor surface was in disrepair, mottled, and all kinds of illegal buildings were built everywhere, which has seriously affected the daily life of residents in the community.
Director Yang went on to say that the quality of the environment in the community directly affects the quality of life of residents. Building a community with a beautiful environment and comfortable living is the common aspiration of all residents. To this end, since April 2021, Yunmeng County has launched the transformation of old residential areas around the activity of "I do practical things for the masses" in party history study and education, and the county housing and construction bureau and Chengguan Town and community party members and cadres have formed a special work class to enter each community to conduct mapping, publicize the old reform policy, listen to the opinions of residents, and then systematically transform and upgrade each community, including the Ligang community. According to the reporter's understanding, the community was built in 1996, with 6 residential buildings, a construction area of 12848 square meters, and 114 existing residents. From the completion of the community to the time of this renovation, it has never undergone any large-scale renovation. After 25 years of wind, frost, snow and rain, the community's rain and sewage pipe network, roads and other infrastructure facilities have been seriously damaged, and the original basic supporting facilities have long been unable to meet the living needs of residents. The community is overgrown with weeds, the environment is dirty, all kinds of vehicles are parked randomly, and various residents have built illegal buildings of more than 70 square meters without permission, and the residents living here have long had no sense of comfort and security.

According to the problems existing in the ice crystal community, comrade Fang Chao, the county magistrate, and comrades Gong Huaxiong and Wan Qingping, leaders of Huitong County, went to the scene many times to investigate, extracted residents' opinions and personally formulated a transformation plan. After the plan was announced in the community and received unanimous support from residents, the demolition and reconstruction project of the community was officially launched in July 2021. The project involves the demolition of illegal buildings, the repair of public space of houses, the repair and blacking of roads, the transformation of water supply pipe networks, the dredging and expansion of underground rainwater and sewage pipe networks, the regularization of weak current pipelines, the paving of ecological parking spaces, the erection of non-motorized sheds, the construction of flower beds, leisure pavilions and fitness facilities, and the maintenance of green belts. The entire project is implemented in stages in accordance with the layout of "first underground and then aboveground, first people's livelihood and then upgrading, first functioning and then landscape", so as to minimize the impact on the normal life of residents. After nearly half a year of transformation, all the transformations have now been completed. After the transformation, the community is clean and tidy, livable and safe, all kinds of basic supporting facilities are complete, and the previous "dirty, chaotic, and poor" is gone. Not only that, in order to ensure the long-term management of the community after the transformation and maintain the results of the transformation, the Yunmeng County Housing and Construction Bureau and the Chengguan Town Government guided the residents of the community to strengthen the construction of the party-building-led owners' committee, improve the management regulations, ensure the orderly development of residents' autonomous management, improve the community management system, and carry out standardized management.
Walking into the newly built pavilion in the community, several elderly people in the pavilion are pulling homely, and it turns out that several old residents are talking about the transformation of the community. They told reporters that now the road surface of the community is smooth, the corridor is clean, the unit door is also renewed, everyone's mood is better every day, look where they feel comfortable, and even family conflicts have been reduced a lot.
One of the old people is called Deng Volcano, who is the volunteer administrator of the community self-management committee, and everyone calls him Old Deng. Old Deng said that he was an old resident here, and basically lived here since the community was built. He sighed that "we are catching up with the good time", this transformation of the government is really careful to implement every detail, and now the greening, parking spaces, leisure and fitness areas and garbage sorting stations in the community have all been redesigned and planned. The street lights of the community have added monitoring equipment, the newly established fitness equipment allows residents to exercise without leaving the hospital, the external wall insulation makes the house warmer, the newly planned parking spaces allow residents to have a place to park, the illegal construction of the community is demolished, and the fire passage will no longer be blocked... The entire renovation project, from design to construction, from building renovation to courtyard facilities, from beautification and lighting to property services, from equipment introduction to project cost, money is used on the blade, to create a beautiful "face" while paying more attention to high-quality "Lizi", so that all residents truly feel the government's care for the people. According to Director Yang, the Ligang Community and Ice Crystal Community Transformation Project is only a representative of the 58 old residential area transformation projects completed by Yunmeng County in 2021. As early as the beginning of 2021, on the basis of the investigation and exploration of most of the old residential areas, the county government scientifically planned, established a library of old residential area transformation projects, and formulated the "Implementation Plan for the Transformation of Old Residential Areas in Yunmeng County" and the "Five-Year Implementation Plan for the Transformation of Old Residential Areas in Yunmeng County". In accordance with the old reform policy and the principle of "one community and one plan", the Yunmeng County Government scientifically formulated the transformation plan, and delineated the transformation scope of the old residential area in the urban area in 2021 into five areas and 58 communities; the number of households involved was 6,009, the number of buildings was 200, and the total construction area was 426,800 square meters. Yang Yucheng said that in fact, at the beginning of the rectification, many merchants did not understand it, especially those merchants who illegally expanded shops and occupied the road, the resistance was very large, and the work was difficult to carry out for a while. However, after the staff actively communicated and introduced, most of the merchants also gradually began to change their concepts, realizing that these rectification work is actually for their sake, only when demolition, construction, and management are in place at the same time, the rectification can be effective, the environment can be improved, and consumers can be more willing to consume. After many times the designers planned and coordinated the location and area of the reconstructed shops, they reached an agreement with the vast majority of merchants, and finally contributed to the completion of the fruit street renovation project.
According to statistics, in 2021, Yunmeng County combined with the project to promote the creation of the "Five Cities Co-creation", through the integration of project funds from various departments in the county, completed the transformation of Fengqi East Road and Heping Road; launched the construction of 3 pocket parks, 7 roads and 1 large farmers' market in Wolu Li bird garden, Fenghuangtai Garden, and Mengze Lake Park; implemented the upgrading of 2 park squares and the maintenance of 8 main streets, and the cleaning project of 1000 meters of weak current pipelines.
