However, the ills of the country behind the seeming prosperity have been very deeply anointed, leaving a mess after Wang Anshi's change of law, and the surrounding regimes are eyeing the tiger. Among them, Cai Jing was one of the most trusted confidants of Emperor Huizong of Song. A few days after Cai Jing was appointed prime minister, he presided over the newly created Department of Speech and Deliberation.
