The new regulations also make it clear that consumers need to pay certain compensation to the merchant for returning the car due to quality problems, and the specific calculation formula is: compensation fee = car price (yuan) × mileage (kilometers) / 1000 (kilometers) ×n. Among them, the compensation coefficient n is adjusted from the original 0.5%-0.8% to "not higher than 0.5%". Taking the car price of 100,000 yuan and the driving of 2,000km as an example, the consumer compensates the merchant at most: 100,000 × 2000/1000×5% = 1000 yuan.

Change three: extend the validity period and lower the threshold of "three guarantees"

The new regulations extend the validity period of the three guarantees of automobiles from "within 60 days from the date of invoice or within 3,000 kilometers of mileage (first-come)" to "not less than 2 years or within 50,000 kilometers of mileage"; at the same time, the warranty period shall not be less than 3 years or mileage of 60,000 kilometers. The new regulations also reduce the restrictions on the cumulative repair of the same quality problem more than 5 times or the cumulative repair of the whole vehicle for more than 35 days during the validity period of the three guarantees to 4 times and 30 days respectively. The new policy also increased penalties for merchants, raising the upper limit of fines for refusing to perform the three-guarantee law from "less than 30,000 yuan" to "less than 500,000 yuan."
