Because of her excellent ability, she was entrusted with a heavy responsibility in the workplace, and she was very comfortable with her work, so she also enjoyed the work very much.
However, later, the organization arranged for her to prepare for the establishment of the China Welfare Association for the Blind, and said that she was the only one. This is actually a kind of trust in Zhang Wenqiu in the organization, but Zhang Wenqiu is accustomed to working at the Bank of China, so she has a lot of criticism of the organization sending her to prepare for the welfare meeting, and she is reluctant to do this inexperienced and tricky thing, because she is worried that she will not be able to do her job and is afraid of not doing a good job.
It wasn't until one day, when she went to Visit Chairman Mao in Fortress Garden and listened to Chairman Mao's remarks, that she learned the organization's good intentions. Chairman Mao said to her in a serious tone: "Blind people are the most miserable people in the world, didn't you say that?" You came out of the revolution for the liberation of the oppressed and exploited, and if that is the case, why are you not willing to help the most suffering people in the world? Zhang Wenqiu was asked, and she did not know how to answer what Chairman Mao had said to her. Then Chairman Mao said to her, "I advise you to do the work of the blind man."
Zhang Wenqiu is a revolutionary veteran who has stood the test of war for a long time, loves the party, the country, and the common people. So, when she listened to what Chairman Mao said, she fell into contemplation, and Chairman Mao was right: Our revolution is to liberate the toiling masses and help them live a happy life. Blind people can't see the light, how painful it should be, so the Party organization has entrusted itself with this important burden, which is a great and meaningful work worth doing. Since then, Zhang Wenqiu has left his job at the Bank of China and done his best to prepare for the establishment of a welfare club for the blind.
However, the establishment of the Welfare For the Blind is not such a simple matter, it requires many things, such as funds, venues, staff and so on. Mao Zedong saw Zhang Wenqiu's difficulty, so he instructed her: If you want a house, you should go to Premier Zhou, if you want cadres, you should go to An Ziwen, if you want funds, you should go to the Relief Society, and if you want people, you should go to Minister Xie Jueya for consultation. With Chairman Mao's guidance, Zhang Wenqiu had a direction for his work.
With the active efforts and impetus of Zhang Wenqiu, the China Welfare Association for the Blind was officially established in Shanghai, and nine branches were established across the country. In order to help blind people integrate into society, she led everyone to hold various blind knowledge and skills training institutions, invented Braille, and actively promoted it, and founded the journal "Blind Monthly". In order to facilitate work, Zhang Wenqiu even moved his family to the welfare home and worked hard every day.
Most of the soldiers in the Welfare Council for the Blind have broken legs, lost arms, blind eyes, and destroyed faces. But their desire for life, their strong and persistent spirit in the face of difficulties, deeply infected the elderly Zhang Wenqiu. She asked people to take some pictures and show them to Chairman Mao, and Chairman Mao couldn't help but shed tears. He said that these honorary soldiers have paid and sacrificed themselves for the sake of the country and the nation and the people, and have become disabled people, and we should give them preferential treatment in life, so that they can be comforted spiritually, and only when they are happy and happy in life can we feel at ease.
Under the leadership of Zhang Wenqiu, the Welfare Association for the Blind is getting better and better. She has brought dignity and convenience to many disabled people, and has gradually attracted some positive people in society to provide services for disabled people free of charge. People with disabilities are also doing their best to make a modest contribution to society.

In 2002, Zhang Wenqiu died of illness in Beijing at the age of 99.
