In order to comprehensively promote the high-quality development of Heihe's economy, clarify the key development direction of industrial construction and investment promotion, based on the construction chain, extension chain, supplementary chain and strong chain of the industrial chain, plan upstream and downstream and related supporting industries, and accurately and effectively promote the city's project construction and investment promotion work, Heihe City has recently formulated the "Heihe City Industrial Chain Project Construction and Investment Attraction Work Plan".

The "Plan" makes it clear that it is necessary to adhere to the problem-oriented and goal-oriented, highlight the comparative advantages of resources, ecology, location, policy and so on, focus on the construction of the whole industry chain project and investment promotion empowerment, plan, introduce and build projects with the whole industry chain thinking, systematic thinking and precise thinking, and achieve the goal of excellent increment, strong stock and large total amount in 13 key industrial chains through the whole chain project planning, the overall promotion of the whole process, the aggregation of all elements and targeted investment promotion. By the end of 2022, each industrial chain will attract 1-2 incremental projects with strong driving force, cultivate and strengthen 1-2 stock projects, promote existing enterprises to expand production and capacity, and cultivate new economic growth points; by 2025, a number of billion-level enterprises and tens of billions of industries will be formed, and a prototype of 1-2 100-billion-level industrial clusters will be formed.

The "Plan" proposes that around the goal of building "six strong provinces" by the provincial party committee, anchor the development positioning of Heihe City's "three districts, one pole and one window", strengthen county differentiation and overall urban integration development, create a strong atmosphere of "industry on heroes, projects on success or failure", accelerate the construction of a new modern industrial system with distinctive characteristics, reasonable structure, complete chain groups and strong support, and provide a strong guarantee for Heihe to achieve high-quality and high-speed development.

The "Plan" clearly states that in order to strengthen organizational leadership, coordinate and supervise the decision-making, coordination and supervision of the construction of industrial chain projects and investment promotion, effectively promote the construction and investment promotion of 13 key industrial chain projects such as soybeans, Chinese herbal medicine research and development and processing, mineral water, alpine tests, medical and health care industry, cross-border industrial clusters and new formats, etc., complete the established work objectives, establish the Heihe City Industrial Chain Project Construction and Investment Promotion Work Leading Group, set up an office under the leading group, and set up 13 work classes.
