The operation of the "happy canteen" adheres to the dominant position of the village-level party organization, in terms of funding guarantee, the municipal finance gives each person a monthly subsidy of 200 yuan, the low-income elderly increase by 200 yuan per person per month, and each elderly person only needs to pay 3 to 5 yuan per meal to eat cheap nutritious meals.

At present, Anning City has built 4 rural public welfare homes for the elderly, 21 home care service centers and 13 "new era elderly happiness canteens", benefiting tens of thousands of elderly people.
