"The current situation of air pollution prevention and control is very grim and not optimistic, and the main pollutant PM2.5 has rebounded compared with the same period last year." Zhang Jun, director of the "Three Campaigns" Office of Chengdu and director of the Municipal Bureau of Ecology and Environment, introduced that through the secret visits and inspections of the province and the city, it was found that some polluting units still had the problem of not implementing the relevant emission reduction measures related to the heavy pollution weather emergency plan, which also reflected that the supervision of relevant departments was not strong enough and the control measures were not strict enough.

According to the news from the Sichuan Provincial Department of Ecology and Environment, in response to this round of pollution process, the whole province has acted quickly and uniformly to tackle the tough problems, analyze the air quality change trend on a daily basis, send expert groups to carry out stationary assistance to key cities, and dispatch autumn and winter attacks and heavy pollution weather response work every day. At the same time, Chengdu, Zigong, Luzhou and other 15 cities have launched yellow warnings or orange warnings, and all localities have acted quickly, organized 1946 inspections during the emergency warning response, promoted 1048 rectification problem points, and exposed 59 typical cases. According to the assessment and calculation, through the adoption of effective measures and the strengthening of the attack, the PM2.5 concentration in various cities has decreased by 6.4% to 8.8% compared with the forecast, the regional pollution has been delayed by 2 days, and the province has reduced pollution by 12 days.

Zhang Jun revealed that in order to effectively protect the health of the people, the Chengdu Municipal Bureau of Ecology and Environment will strictly implement relevant laws and regulations, especially the newly issued "Chengdu Air Pollution Prevention and Control Regulations" this year, further consolidate the main responsibilities of relevant polluting units, and make full use of information technology during the emergency period of heavily polluted weather to continuously increase the intensity of dispatching and commanding, law enforcement supervision, investigation and handling of exposure and other links. Units and individuals that fail to implement emergency emission reduction measures in accordance with relevant regulations during the early warning period of heavily polluted weather will be severely cracked down on in accordance with laws and regulations, resolutely investigated and punished, and exposed to the whole society.

It is predicted that this winter, the overall meteorological conditions of the Chengdu Plain will be extremely unfavorable, and there will be two rounds of pollution in the future. According to the analysis of the later situation by the Sichuan Provincial Environmental Monitoring Station: on December 8, due to the joint influence of the southern branch trough and the weak cold air in the north, precipitation occurred on a large scale in the basin, and the diffusion conditions were better. From september to 10, most of the basin may have static weather, diffusion conditions are worse, the Chengdu Plain and southern Sichuan have a risk of mild pollution, and some cities in southern Sichuan have a moderate risk of moderate pollution due to cold air squeeze. From the 11th to the 13th, the basin was affected by cold air, the wind speed increased, and there was precipitation in most areas, and the diffusion conditions were better. On the 14th, pollution may begin to accumulate, and individual cities in the basin have a slight risk of pollution.

How does Chengdu respond? Zhang Jun said that it is related to the vital interests of the general public, and the "three major battles" office of Chengdu will continue to dispatch and organize various departments at all levels to actively carry out inspection and control of various pollution sources, and supervise all polluting units to implement emergency emission reduction measures during daily pollution control and heavy pollution weather warning. At the same time, it is hoped that all gas-related industrial enterprises and construction sites can reasonably arrange the production (construction) process and time, and strictly implement the relevant pollution reduction and control regulations.
