Since the beginning of this year, in response to the problems of fake media, fake reporter stations, and fake reporters (referred to as "three fakes") that have strongly reacted from all walks of life to infringe on the interests of the masses and interfere with the social order at the grass-roots level, all localities and departments have vigorously carried out the "Autumn Wind 2021" special action, continued to crack down on news extortion and fake news in depth, promptly investigated and dealt with a number of "three fake" cases, and maintained the order of news publication and dissemination. The National Office for "Eliminating Pornography and Cracking Down on Illegal Activities" and the National Office for the Special Action of "Cracking Down on Counterfeiting and Cracking Down on Illegal Crimes" announced 12 typical cases on the 7th.

——Handan, Hebei Province, seized the extortion case of Zhai Moulei and other fake journalists. Zhai Moulei pseudonym "Chu Moujuan" and Niu X registered a media company, signed a contract with a third-party Beijing bookstore in the name of the company to obtain the advertising agency right of a certain economic and trade magazine and the management authority of the magazine's official website, and recruited front-end agents and back-end editors (neither of them had a press card). Under the organization of Zhai Moulei, relying on the economic and trade magazine, the members of the gang extorted money from enterprises and individuals 64 times in Hebei, Shandong, Shaanxi, Shanxi and other places as magazine reporters, and have verified more than 20 cases and involved more than 300,000 yuan. At present, the police have arrested 4 criminal suspects and taken criminal compulsory measures against 6 people, and the case is under further investigation.

-- Beijing Municipality concluded a fake media fraud case. In the name of "China Rule of Law New Media Rule of Law Implementation Editorial Department" and "Rule of Law China", Feng Mou and others falsely claimed to be able to help petitioners solve problems related to visits and realize their demands for the personnel involved in the lawsuit, and after defrauding the trust of relevant personnel, they then colluded with others to defraud money from the victims, defrauding a total of more than 400,000 yuan. The Xicheng District People's Court convicted defendant Feng X of fraud in the first instance and sentenced him to seven years and six months in prison, deprivation of political rights for one year, and a fine of 80,000 yuan. The case was upheld by the Second Intermediate People's Court of Beijing Municipality.

——Shaanxi Weinan trial closed Yang Moupan's fake journalist fraud case. Yang Moupan was a temporary employee of a newspaper company, left his post for many years, and never obtained a formal press card. Pretending to be a journalist, on the grounds that he could do things for others, he defrauded 7 people including Liu Mou, involving an amount of more than 310,000 yuan. Recently, the Linwei District People's Court of Weinan City made a judgment, sentencing Yang Moupan to five years and six months in prison, and fined him 20,000 yuan, ordering him to return all the money of each victim.

——Shanxi Shuozhou trial and conclusion of a fake journalist gang to set up a fake journalist station extortion case. Liu Mouhai and Li Mouchun have successively set up "News News - Legal System and News", "China Transportation Online - Shanxi Channel", "2020 New Positive News" WeChat groups and registered self-media accounts, set up false journalist workstations, and carried out criminal activities such as extortion and forced trading by compiling and distributing negative news from relevant party and government organs, enterprises and institutions and self-employed persons in Shuozhou City.

——Henan seized the extortion case of Lu Mouyou and others relying on fake media. Criminal suspect Lu Mouyou created self-media network platforms such as "Golden Eagle Express", for the purpose of illegal possession, gathered Tian Mou, Lu Mougui, Hu Mouyong, Hu Moupeng and others, pretended to be journalists, published negative articles online on the grounds of reporting and exposing relevant enterprises to damage the environment and illegal production, and used the means of paying fees to delete articles as a means to carry out 28 news extortion crimes, involving an amount of 551,000 yuan.

——Dandong, Liaoning Province, seized a fraud case of the column group of a fake TV station. Shi Mouxu, Lin Mouming, Liu Mouming, in the name of China Television Media (Dalian) Company, established the "China Central Digital Television 'Care for the Next Generation' Column Group", and established websites with the logo "CCTV, China Central Digital Television" and other words, and successively carried out fraud in Liaoning, Jiangxi, Inner Mongolia, Hebei and other places, illegally profiting more than 450,000 yuan. At present, 3 criminal suspects have been detained in accordance with the law, and the case is under further investigation.

——Hancheng, Shaanxi Province, investigated and handled the "6.12" series of extortion cases involving fake journalists. Since June last year, according to reports, the public security organs in Hancheng city have cracked a series of extortion cases involving fake journalists. After investigation, Duan X and a number of other people, fictitious journalists, on the grounds of reflecting environmental protection problems, blackmailed a number of chemical companies in the park with negative exposure, and the amount involved was more than one million yuan. At present, 33 criminal suspects have been arrested.

——Hubei Huangshi investigated and handled the extortion case of Huang X and other fake reporters. On January 31 this year, the public security organs arrested Huang Mouqiu and Chen Mousheng. After investigation, Huang Mouqiu and three other criminal suspects set up a fake media "China Record Huangshi Mining and Editing Center", pretending to be journalists, threatening local organs, enterprises and institutions with negative public opinion on the Internet, and then signing contracts with the units involved in the case of paid deletion of posts and positive publicity to carry out extortion. As of the time of the case, the three criminal suspects had committed 50 crimes jointly or individually, and the amount involved was more than 500,000 yuan.

——Suzhou, Anhui Province, seized the "2.26" counterfeit CCTV channel fraud case. Zhou Moujun and others privately produced "CCTV high-definition variety entertainment channels" on the Internet, and have been circulating around all over the year, shooting and editing relevant videos in the name of news interviews. The public security organs have arrested 3 people and seized a large number of printed materials and interview equipment with CCTV logos. At present, the case is under further investigation.

-- Chongqing cracked the "International News Alliance" fake media fraud case. Wang Moujun used the company under his name to register the self-media "International News Alliance Overseas International Channel", and Wang Moujun, Xie Mou, Yin Mougang and others declared themselves to be regular news media and illegally set up branches. The gang mainly used "CCTV" and other signs to conduct interviews and set up two self-media websites for publicity, and also issued their own journalist and editor-in-chief cards to deceive in various places. At present, the case has been transferred to the procuratorate for review and prosecution.

-- Jilin investigated and dealt with the "China Channel 9 News" fake media case. The company opened the "China Channel 9 News" website, registered the "China Channel 9 News" self-media account, published and reprinted a large number of news reports, and successively set up journalist stations in many places in Jilin Province. The Propaganda Department of the Jilin Provincial Party Committee shut down the website and related accounts in accordance with the law, and banned 10 journalist stations set up in various cities.

-- Hainan investigated and handled a media company's counterfeit media case. Zhang Mouxing cooperated with a beijing media company to establish a Hainan base company, opened a column on a website entitled "Asian Brand News Room" and "Direct Access to Hainan Free Trade Port", and engaged in news interview activities in the name of news organizations without authorization. On June 17 this year, law enforcement authorities ordered the parties to immediately correct the illegal behavior, issued a warning and imposed an administrative penalty of a fine of 20,000 yuan.
