The reduction rate is nearly half
The optimized Catalogue contains 72 vocational qualifications, of which 59 are professional and technical personnel (33 are admitted and 26 are level evaluation) and 13 are skilled personnel. The total number of vocational qualifications decreased by 68 items compared with the 2017 catalogue, and the proportion of the reduction was 49%.
In other words, the new version of the catalog is reduced by about half. This is of great significance for further improving the scientific and standardized level of management of vocational qualification settings, promoting the reduction of the threshold for employment and entrepreneurship, optimizing the employment and entrepreneurship environment, continuously stimulating the vitality of market players and social creativity, and promoting high-quality development.
These vocational qualifications are withdrawn
In terms of professional and technical personnel professional qualifications, "entry-exit quarantine treatment personnel qualifications", "rural veterinary qualifications" and "registered oil and gas engineers", "registered metallurgical engineers", "registered mining/mineral engineers" and "registered mechanical engineers" under the registered engineers of survey and design are withdrawn from the directory, and the practitioners carry out technical activities in accordance with industry standards.
In terms of the vocational qualifications of skilled personnel, the vocational qualifications of skilled personnel in the category of level evaluation are withdrawn from the national occupational qualification catalogue. Except for occupational work closely related to public safety, personal health, etc., the professional qualifications of 73 skilled personnel in the level evaluation category have all withdrawn from the catalog, and are no longer recognized and issued by the government or its authorized units.
There is also the specific implementation of the vocational qualifications of skilled personnel withdrawn from the human resources and social security departments. In the new version of the national occupational qualification catalogue, the human resources and social security departments no longer undertake the specific implementation of the vocational qualifications of skilled personnel.
These vocational qualifications are entered
In terms of professional and technical personnel professional qualifications, new professional qualifications of "actuary" and "mining rights appraiser" have been added, and a sub-item of "occupational disease diagnostic physician" is set up under the qualification of doctor. The new vocational qualification projects have strong professionalism and social versatility, high technical skills requirements, and industry management and talent team construction are indeed needed.
In terms of the professional qualifications of skilled personnel, administrative licensing matters involving the qualifications of personnel are included in the catalog as the professional qualifications of access technicians, and new access professional qualifications such as "dangerous goods and chemical transport practitioners", "road transport practitioners", "special operators", "construction special operators", "special equipment safety management and operators" have been added.
Is the original certificate valid?
Will the withdrawal of the vocational qualifications of skilled personnel in the level evaluation category from the national occupational qualification catalogue and the implementation of occupational skill level recognition affect the evaluation of skilled personnel? Are vocational skill level certificates the same as vocational qualification certificates? Is the vocational qualification originally obtained valid?
The withdrawal of the vocational qualifications of skilled personnel in the level evaluation category from the national occupational qualification catalog is not to cancel the occupation and occupational standards, let alone cancel the evaluation of skilled personnel, but to change the vocational qualification evaluation to the recognition of occupational skill levels, and change the evaluation of the main body of certification and management services, that is, the competent government departments organize the formulation of occupational classifications, the issuance of national occupational standards or evaluation norms, and the specific implementation and issuance of occupational skill level certificates by employers and social training evaluation organizations.
The vocational skill level certificate and vocational qualification certificate obtained by the worker through the evaluation are equally valid, and can be inquired through the "National Network Inquiry System for The Evaluation Certificate of Skilled Personnel" (website: zscx.osta.org.cn or jndj.osta.org.cn).
In July 2020, the Ministry of Human Resources and Social Security issued the "Notice on Doing a Good Job in the Work Related to the Exit of the Occupational Qualifications of Skilled Personnel in the Level Evaluation Category", which clarified that the vocational qualification certificates issued before the withdrawal from the directory continued to be valid and can be used as proof of the professional ability level of the holders.
