Translation:

Dai Yingzhi, the doctor of the Song Dynasty, said to Mencius: "It is difficult to restore the ancient methods, reduce the agricultural tax to one-tenth, and reduce the customs duties of the city. You can only change the tax rate lighter first, and then change it completely in the next year, what do you think? ”

Mencius did not give a positive answer, but told him the following story:

"Someone has a bad problem and always steals a chicken from someone else the next day.
