On August 6, after the forum of the main responsible comrades of all districts in the city, Liu Jie, secretary of the Wuchang District Party Committee, was interviewed by a reporter from the Yangtze River Daily and the Yangtze River Network.

Reporter: Since the beginning of this year, Wuchang District has achieved the second place in the city's economic indicator assessment and the first place in the central urban area in 6 major economic indicators. What do you think of the results of the first half of the year? What are some lessons worth learning? What else is missing?
Liu Jie: Affected by the superposition of the epidemic and flood conditions, the first half of the year was extremely challenging. Under the encouragement of the country's pragmatic regulation and control policies and the strong revitalization measures of provinces and cities, the whole region has seized time, opportunities and factors, and achieved positive growth in the second quarter of five major economic indicators such as regional GDP and added value of the service industry, and the decline in other economic indicators has accelerated and narrowed, and the overall economy has shown a good trend of stabilization and recovery.

Our experience is one word, is dry. Turning around the enterprise, doing around the enterprise, and doing what the enterprise wants to do, the government departments work together to do a good job, this is the foundation of our economic recovery and development.
Although the first half of the year laid a solid foundation for us to complete the annual goals and tasks, there are still some shortcomings in development. For example, the development of all aspects of the economic field is still uneven, the level of headquarters economy and building economic development still needs to be upgraded, and the speed of new projects to start construction should be accelerated. We will take more targeted measures in this regard.
Reporter: In terms of optimizing the business environment, what reforms and explorations has Wuchang District made?
Liu Jie: Wuchang District has always been committed to creating an optimal business environment, and this goal has never changed. To create an optimal business environment, the most important thing is whether the government and enterprises have truly established a community of destiny. If a community of common destiny is established, the pain and difficulty of enterprises can be felt by the government, and the government will go all out to solve what enterprises think and hope, and what they are trapped and confused. The formation of such an atmosphere is also the internal driving force and factor for the rapid recovery of the economy after the epidemic.
After the epidemic, we have taken the protection of market entities as the most important work content, and every enterprise and project has sent district-level leaders to keep an eye on it. Our "stupid" approach is that the problems of the enterprise are not solved, and the leaders do not let go. It is necessary to solve every problem of the enterprise and let the enterprise let it go.
In terms of optimizing the business environment, we first strengthen the goal-oriented, adhere to the goal of creating an optimal business environment, and continuously optimize the concept, ideas and measures to serve the enterprise. Secondly, change the service concept, strengthen the concept of enterprise supremacy, the role awareness of "shop small two", change "want me to serve" to "I want to serve", like Taobao customer service, ready to be on standby online, so that enterprises can concentrate on business. The third is to improve the quality of service, deepen the reform of administrative examination and approval, resolutely cancel what can not be done, resolutely do not run offline, and indeed need to do it on the spot and strive to do it once, so that enterprises can be satisfied from the heart.
Our business environment should be further improved, and we should speak with the first satisfaction, first feeling, and first evaluation of entrepreneurs, rather than entertaining ourselves. Therefore, we must go into enterprises more, listen to the voices of entrepreneurs, and stand more from the perspective of enterprises to jointly promote economic recovery and development.
Reporter: We learned that Wuchang District arranged for 30 district-level leaders to sink the grass-roots frontline and contact the construction of major projects in guarantee services.
Liu Jie: All district-level leaders in the district, a leader hangs one or two projects, this hanging project is not a name, but to hang up, really do, really solve problems, and win the trust of enterprises. Our working practice is called "one medicine to cure all diseases.". Our district-level leaders have both commanders and film chiefs, and the deputy leaders are all deputy commanders. When epidemic prevention is prevented, district leaders will go to the epidemic prevention in pieces; when flood prevention, they will go to flood prevention in the streets; when contacting enterprises, all district leaders will lead their own teams to go deep into enterprises to solve problems. We have turned the wartime mechanism into a normalized work mechanism, such a working mechanism, which we call the "frontline work method" - the leader leads the team, goes to the front line to understand the situation, goes to the front line to solve problems, and goes to the front line to take the lead and set an example.
All district leaders are now the first secretaries of the hanging point contact streets. The problem that needs to be solved by several departments linkage, the first secretary to dispatch, all functional departments to the street to meet, the original "people call me to respond" and "enterprises call me to respond", now become "leaders call, functional departments should respond", so as to solve the problem.
Reporter: In the second half of the year, how will Wuchang District fight and win the battle for economic revitalization and defense?
Liu Jie: With greater determination and confidence, we will fight a decisive battle for five months, win the second half, and ensure the completion of the goal of positive growth throughout the year.
Accelerate industrial upgrading. In accordance with the positioning of "financial city", "design capital", "cultural tourism resort", "science and technology innovation strong zone" and so on, a number of tens of billions and 50 billion industrial clusters will be created.
Strengthen project investment support. Strengthen the planning and preparation of key projects and the construction of project libraries in the "14th Five-Year Plan", actively dock with the central government's support for a package of policies in Wuhan, Hubei Province, promote the whole process of reserve, construction and investment promotion of 201 major projects, and accelerate the construction of key projects such as Alibaba Central China Headquarters and Binjiang Tianjie.
Increase the intensity of recruiting big and attracting strong. Vigorously introduce the second headquarters, regional headquarters, sales center and research and development center of various top 500 enterprises in the country, and build Wuchang into a gathering place for high-quality enterprises.
Accelerate the pace of innovation and development. Breakthrough development of digital economy, and actively promote the development of emerging formats such as artificial intelligence, big data, and 5G. Vigorously develop the academician economy, and promote the growth of emerging industries with the development of head enterprises.
