Zhang Qingwei, secretary of the provincial party committee and chairman of the Standing Committee of the Provincial People's Congress; Hu Changsheng, deputy secretary of the provincial party committee and governor; Huang Jiansheng, chairman of the Provincial Committee of the Chinese People's Political Consultative Conference; Kang Jianguo, commander of the Provincial Military Region, and Zhao Zhong, political commissar of major general, came to Changqing Park in Daowai District, Harbin City, and together with representatives from all walks of life, presented flower baskets to the heroes and martyrs and expressed their deep remembrance and lofty respect for the people's heroes. Representatives from all walks of life lined up neatly facing the monument, holding yellow and white chrysanthemums, and the scene was solemn and solemn.

After a moment of silence, the affectionate "Song of Flowers" sounded, and 18 salute soldiers steadily lifted up the 9 flower baskets presented by the provincial party committee, the standing committee of the provincial people's congress, the provincial government, the provincial CPPCC committee, the troops stationed in the province, the democratic parties, the federation of industry and commerce, and non-party personages, various people's organizations, the masses from all walks of life in Harbin City, old comrades, veteran soldiers, and relatives of martyrs, and slowly walked to the martyrs' memorial tower and neatly arranged the flower baskets on the base of the memorial tower.
