On September 9, the first meeting of the Election Committee of the New Urban District was held to study and deploy the work related to the election of the 18th People's Congress of the New Urban Area, marking the full start of the election of the New Urban District.
Gao Qidong, chairman of the Standing Committee of the District People's Congress and chairman of the District Election Commission, attended the meeting and made a speech. Qin Guizhi, vice chairman of the Standing Committee of the District People's Congress, presided over the meeting.
At the meeting, Zhao Zhong, deputy secretary of the district party committee, secretary of the political and legal committee, and deputy director of the district election committee, conveyed the relevant spirit of the election work of the autonomous region and Hohhot City; Liu Dongsheng, member of the standing committee of the district party committee, director of the organization department, and deputy director of the district election committee, read out the "Notice on Appointing The Members of the Election Committee of the Eighteenth People's Congress of the New Urban Area."
The meeting studied and discussed the work responsibilities of the Election Committee of the New Urban Area and the "Work Plan for the Election of the Eighteenth People's Congress of the New Urban Area"; discussed and adopted the list of members of the Office of the Election Committee and the members of the working group, the responsibilities of the working groups of the Office of the Election Committee, the responsibilities of the leading group for the election of the town, the streets and districts, the responsibilities of the election working group of the constituency election working group and the code of conduct for election staff.
The meeting pointed out that it is necessary to profoundly understand the important significance of the work of re-election and earnestly shoulder the heavy responsibilities entrusted by the party and the people. It is necessary to further enhance ideological understanding, enhance the sense of responsibility and mission, and consciously place the work of the election for the new term in the overall situation of the economic and social development of the whole region to think, make arrangements, and implement it. It is necessary to thoroughly grasp the spirit of the revised "Election Law" and relevant laws and regulations, strengthen study in work, conduct in-depth research, and complete the task of this election election with high standards and high quality.
The meeting stressed that it is necessary to conscientiously perform duties and ensure the orderly advancement of the election for the new term according to law. The first is to uphold the party's leadership, resolutely implement the unified arrangements and requirements of the regional party committees, and run the party's leadership through the entire process of the election work for the new term; second, fully carry forward democracy, respect and protect the voters' right to vote and be elected, guarantee the masses' right to know, participate, express, and supervise, arouse the enthusiasm of the masses, and mobilize the masses to participate in the election in the broadest possible way; third, handle affairs in strict accordance with the law, strictly follow the provisions of the law, do a good job of voter registration and the division of constituencies, nomination and recommendation, and determination of candidates for deputies. Organize the work of voters in all aspects of voting, and earnestly handle the procedures, policies, and candidates.
The meeting demanded that leadership and strict organization be strengthened to ensure the smooth completion of the election for the new term. It is necessary to meticulously arrange and implement the work at all stages in accordance with the work plan and schedule requirements of the election for the new term. The offices and five working groups set up under the district election committee should earnestly shoulder their respective responsibilities and do a good job in all aspects of the election for the new term, and the leading groups for the election work in Baohe Town, all neighborhoods, and all district systems should organize and lead the election work in their respective jurisdictions and systems. The staff members at all levels who participated in the election for the new term should conscientiously study the work plan for the district election, familiarize themselves with the legal procedures and operational requirements, and ensure that the entire election work is carried out within the legal framework.
The meeting also put forward the requirements for the establishment of a leading group for election work, deployed the investigation and mapping work of the election for the new term, and conducted relevant operational training.
