First, the relevant circumstances of Yi X's death
The deceased, Yi Moumou, male, 19 years old, from Diebu County, Gansu Province, temporarily residing in Dujiangyan City, unemployed, and had many criminal records. On July 3, 2020, he was criminally detained by the Dujiangyan Municipal Public Security Bureau for suspected theft and detained by the Dujiangyan City Detention Center; on July 21, the Sichuan Southwest Judicial Appraisal Center issued a judicial appraisal opinion: the appraisee Yi X has "full criminal responsibility capacity"; on July 29, due to the epidemic situation, he was transferred to the Chengdu Detention Center; on August 7, he was arrested by the Dujiangyan Municipal People's Procuratorate according to law; on September 28, the case entered the review and prosecution stage.
In the early morning of November 4, 2020, Yi Moumou was unwell, and after receiving the report from the detention center, the resident doctor and the doctor of Chengdu Pidu Zhengcheng Hospital arrived at the scene in time to carry out medical treatment, at 10:20 a.m., transferred to the Third People's Hospital of Chengdu City for treatment, at 10:48, after ineffective rescue, the hospital diagnosed: respiratory cardiac arrest.
After Yi X's death due to illness, the Chengdu Municipal Detention Center, in accordance with the "Regulations on the Handling of the Death of Detainees in Detention Centers" (hereinafter referred to as the "Regulations on the Handling of Death" )) formulated and issued by the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Civil Affairs, immediately sent the body to the funeral home for storage, and reported the death to the higher-level public security organ in a timely manner, and at the same time notified the Chengdu Municipal People's Procuratorate's resident procuratorate office to notify the deceased's family. On November 6, police at the detention center accompanied their families to the funeral home to inspect the remains.
In accordance with the "Regulations on the Handling of Death", the Chengdu Municipal Public Security Bureau sealed and viewed the surveillance video, questioned the personnel in the same cell, questioned the police and medical personnel, and investigated and determined that the law enforcement of the detention center was legal and compliant. After procuratorial supervision, the Chengdu Municipal People's Procuratorate's procuratorate's procuratorate found that "the conduct of the supervising police complies with the provisions of Article 26 of the Regulations of the People's Republic of China on Detention Centers." According to the forensic autopsy, it can be ruled out that Yi X died of fatal injuries, and the procuratorate did not find that the supervising police had corporal punishment and abuse. If the cause of death is to be determined, a full autopsy is recommended. ”
2. Disposition of the situation in accordance with law
After Yi's death, because his family refused to view the surveillance video, refused to conduct an autopsy, did not recognize the conclusions of the public security and procuratorial organs, and proposed huge compensation without legal basis, the Chengdu Detention Center could not carry out follow-up disposal in accordance with the "Death Handling Regulations". Under the supervision of the resident procurator of the Chengdu Municipal People's Procuratorate, the detention center has communicated and coordinated with the family of the deceased more than 40 times in nearly a year, explaining the law and reasoning, and recommending that the family members clarify the cause of death and responsibility through judicial procedures, and orderly carry out the aftermath. The family of the deceased has refused to cooperate.
Until June 2021, the family of the deceased hired a lawyer from a law firm in Beijing as its agent, submitted an application to agree to the autopsy and view the surveillance video, and submitted the "Explanation on Agreeing to conduct an Autopsy on Yi X" to our bureau on July 5. After the detention center communicates with the family, it is recommended that the family select an appraisal institution, and the family will approve it, but the specific institution has not yet been clarified. The communication and coordination between our bureau and the family of the deceased has been continuing, and it still insists on huge compensation claims without legal or policy basis.
3. Other relevant circumstances

Accompanied by a lawyer, the family of the deceased, accompanied by a lawyer, viewed the full surveillance video before 7:00 a.m. on November 1, 2020, and the surveillance video of the incident from November 1, 2020 to November 4, 2020 at the Chengdu Municipal Detention Center, and the lawyer and the deceased's family agreed to the detention center to select a date to view it again. The online article said that "the guards have not let her see the surveillance video of the four days before the November 4 incident on the grounds of the epidemic" is not true.
2. Regarding the so-called "child's ribs like a chicken skeleton, what did he experience?" " situation
By viewing the surveillance video of the 15 days before the incident in the Chengdu Detention Center, it was found that Yi X had a small amount of food, there was a surplus after each meal, and the leftover meal was handled by the detainees in the prison room responsible for recovering the dinner plate, and there was also a situation where Yi X took the initiative to give meals to other detainees. After investigation, there is no bullying or bullying by the personnel in the same cell.
According to the medical records of the detention center, Yi did not report that he had a serious illness or chronic wasting disease during his detention, and his physical health and cause of death needed to be ascertained through forensic means such as autopsy.
