In November 2015, the Central Work Conference on Poverty Alleviation and Development sounded the trumpet of poverty alleviation. The All-China Federation of Trade Unions clearly requires that a well-off society is a well-off society for all people, and trade unions should play an important role in the battle against poverty, especially to solve the problems of difficult workers and ensure that all employees will enter a well-off society in an all-round way in 2020. At the end of this year, there were 5.4987 million families of workers who had difficulty in establishing a file in the trade union.

2016 · Top-level design, strengthened

In January, the Party Central Committee proposed to increase the assistance and guarantee for urban workers in need to get rid of difficulties.

From January 16 to 18, the fourth executive committee meeting of the 16th ACFTU mobilized and deployed the urban workers to relieve difficulties and get rid of difficulties, and proposed to integrate the help and relief of urban difficult workers into the overall situation of national poverty alleviation, and strengthen and do a good job in helping and supporting workers more accurately and effectively.

On April 12, the ACFTU held a teleconference on the work of the national trade union system to do a good job in relieving difficult workers from difficulties, and proposed to integrate the relief of difficult workers into the overall situation of poverty alleviation in the country, accurately run through the whole process, integrate resources, classify assistance, and effectively improve the efficiency of poverty alleviation through the "four batches" measures.

On May 20, the ACFTU formulated and issued the Implementation Opinions on Further Doing a Good Job in the Work of Relieving Difficult Workers from Difficulties, which clearly understands the overall goal of getting rid of difficulties, the five types of difficult workers, four batches of paths to get out of difficulties and seven specific work plans.

On July 28, the ACFTU issued the "Notice on Allocating 2016 Central Financial Special Assistance Funds", allocating 1.5 billion yuan of central financial special assistance funds for the relief of difficult workers.

On July 28, the ACFTU issued the Notice on Carrying out the Survey on the Satisfaction of Employees in The Work of Helping Employees in Difficulty, and carried out a survey on the satisfaction of employees in the work of helping employees in difficulty.

On December 5, the ACFTU issued the Measures for the Management of Archives of Employees in Difficulty, further standardizing the management of archives of employees in difficulty, comprehensively, truthfully and timely grasping the living conditions of employees in difficulty, and giving full play to the basic role of archives in the precise assistance of employees in difficulty and in relieving difficulties and getting rid of difficulties.

On December 21, the ACFTU issued the "Notice on Carrying Out Two Warm-sending Activities during the Spring Festival of New Year's Day in 2017", requiring that the relief of difficult workers be regarded as the main task of the warmth-sending activities, and on the basis of general visits and condolences, classified assistance will be carried out for key groups of workers in difficulty, and social welfare resources will be guided to participate in the relief of difficult workers.

In 2017, it will be comprehensively promoted and typically lead the way

From March to April, the ACFTU Rights and Interests Protection Department carried out centralized research and discussion on topics such as the standards, processes and indicator systems for workers in difficulty in relieving difficulties and getting rid of difficulties, the establishment of archives and cards, the projectization of special assistance funds of the central government, the management of the use of funds, the upgrading and optimization of assistance software, the docking of social resources for the needs of difficult workers, and the upgrading of the trade union assistance management system.

On June 12, the Acftuity Protection Department completed the upgrade of the new version of the trade union assistance management system, improving the use of intelligent functions for the file management and special fund management of difficult employees.

On July 13, the ACFTU issued the Explanation on Issues Related to the Work of Helping And Supporting Employees in Difficulty, which clarified the standards and processes for difficult employees from 10 aspects, such as filing a file and setting up a card, measuring difficult standards, overcoming difficulties and getting rid of difficulties, verifying family status, using funds, and information management.

From September 21st to 23rd, the ACFTU held a national trade union seminar in Dali, Yunnan Province to carry out a seminar on the relief of difficult workers from difficulties, promote the experience of Xiangyun, and demonstrate and drive the work of relieving urban workers from difficulties.

On November 3, the ACFTU and the Ministry of Civil Affairs jointly issued the Notice on Strengthening the Data Comparison and Information Sharing of The Families of Workers in Difficulty of Trade Union Organizations and Civil Affairs Departments, established a linkage mechanism for the support and social assistance policies of workers in difficulty, implemented data comparison and information sharing for employees in difficulty, and established a mechanism for comparing and sharing information with civil affairs data in all 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps across the country. In the past 5 years, 10,315,527 households (times) of workers with difficulties have been accurately identified and dynamically managed.

On December 18, the ACFTU issued the "Notice on Organizing and Carrying Out Warm-sending Activities during the New Year's Day and Spring Festival in 2018", highlighting the implementation of the work of supervising the relief of difficult workers, strengthening the data comparison and information sharing of the family status of difficult workers, and building a platform for accurate docking of social resources and the needs of difficult workers.

In 2018, improve efficiency and precise force

On March 9, 63 members of the Federation of Trade Unions of the National Committee of the Chinese People's Political Consultative Conference jointly submitted to the conference a proposal entitled "Increase the Efforts of Urban Workers in Difficulty to Help Solve Difficulties and Promote Workers in Difficulty to Enter a Well-off Society at the Same Time", suggesting that the work of relieving urban workers from difficulties and getting rid of difficulties should be included in the overall consideration of the national poverty alleviation strategy. This proposal was rated by the National Committee of the Chinese People's Political Consultative Conference as one of the 100 influential and important proposals in the past 70 years.

On June 28, the ACFTU held a teleconference on the national trade unions to further implement the responsibility system for urban workers in difficulty to get rid of difficulties, requiring trade unions at all levels to clarify the goals and tasks, pay close attention to the implementation of responsibilities; establish and improve the contact person system, be the first informant, the first reporter, and the first helper of difficult workers; adhere to accurate assistance, so as to achieve accurate identification, accurate policy, and accurate force.

On July 20, the ACFTU issued the "Notice on Carrying out the Supervision of the Implementation of the Work of Relieving Urban Workers in Difficulty and Getting Rid of Difficulties", and on the basis of self-examination and self-correction in various provinces, the accomputation leaders led a team to investigate and supervise the implementation of the work of relieving urban workers from difficulties in 31 prefectures and cities and 35 districts and counties in 15 provinces. At the same time, the ACFTU conducted interviews on the implementation of poverty alleviation in key provinces across the country and supervised the implementation of responsibilities. In 2018, the national trade union visited 1.1586 million families of workers in difficulty.

On July 31, the ACFTU issued the Notice on Matters Related to the Management and Use of Central Financial Special Assistance Funds in 2018, launching the reform of the use mode of central financial special assistance funds, fully implementing budget performance management, and accurately implementing policies to households and projects to people.

On October 29, General Secretary Xi Jinping stressed in a collective conversation with the members of the new leadership team of the All-China Federation of Trade Unions that it is necessary to do a good job in relieving urban workers from difficulties, timely do a good job in helping and assisting workers who have returned to poverty for various reasons, and provide inclusive, normal and accurate services with trade union characteristics for the majority of employees.

On December 20, the ACFTU issued the "Notice on Organizing and Carrying Out Warm-sending Activities during the New Year's Day and Spring Festival in 2019", requiring precise measures to help urban workers in need to get rid of difficulties, improve the normalized support mechanism for families of workers with serious illnesses and disabilities, and improve the centralized guarantee of assistance funds.

On December 21, the ACFTU issued the "Administrative Measures for the Use of Warm Funds Sent by Trade Unions (Trial)", which further clarified the use, management and supervision of warm funds, expanded the scope of warm objects, and strengthened the effective connection between the work of sending warmth and the work of relieving difficulties and getting rid of difficulties.

In 2019, it will be included in the overall situation and help speed up

In January, the Party Central Committee proposed to increase the efforts of the urban poor to get rid of poverty.

In January, the ACFTU and the Ministry of Civil Affairs jointly carried out a survey on the "Guarantee of the Urban Poor", promoted the solution of the problem of government assistance for eligible workers in difficulty, put forward a comprehensive plan for social assistance reform, and proposed a hierarchical classification gradient assistance work proposal.

In March, at the second session of the 13th National People's Congress, Comrade Li Keqiang, premier of the State Council, pointed out in the 2019 Government Work Report that "the intensity of urban workers in difficulty should be increased to get rid of difficulties".

On July 30, the ACFTU held a symposium in Beijing on the work of relieving urban workers from difficulties and getting rid of difficulties. Wang Dongming, vice chairman of the Standing Committee of the National People's Congress and chairman of the All-China Federation of Trade Unions, demanded that trade unions at all levels should resolutely implement "one overall goal," that is, to ensure that by 2020, all existing workers with difficulties in establishing archives will be relieved of difficulties and will simultaneously enter a well-off society; earnestly grasp the "two key tasks," that is, to ensure that by 2020, the per capita income of all the families of workers and workers in difficulty who can get out of difficulties will exceed the local minimum guarantee standard for 6 consecutive months, and all of them will be able to get out of difficulties, and they will not be able to get out of difficulties due to serious illness, disability, and other factors. By promoting the inclusion of the government's bottom guarantee and the normalization of trade union support, the family's living standards have reached the local minimum guarantee standard, and all the difficulties have been solved.

On October 17, the Ministry of Civil Affairs's "Comprehensive Reform Plan for Social Assistance" adopted the suggestions of the ACFTU and absorbed the practice of gradient assistance by trade unions, established and improved a hierarchical and classified gradient social assistance system, and included low-income families, expenditure-based poor and other difficult workers' families in the scope of assistance and assistance.

On October 24, the ACFTU issued the Implementation Plan for the Third-Party Evaluation of the Effectiveness of Urban Workers' Relief from Difficulties, which launched the third-party assessment of urban workers in difficulty.

On November 15, the Fifth Chairman Meeting of the 17th ACFTU listened to the special report on the work of relieving urban workers from difficulties, and Comrade Wang Dongming proposed to further clarify the timetable and road map, decompose tasks, reverse the schedule, take precise support measures, classify and do a good job in the work of relieving urban workers from difficulties, and ensure that by 2020, difficult workers and the people of the whole country will enter a well-off society together.

On December 16, the ACFTU issued the "Notice on Organizing and Carrying Out Warm-sending Activities during the New Year's Day spring festival in 2020", requiring the focus on difficult areas, difficult industries, difficult enterprises and difficult workers, and doing a good job in helping and assisting special difficult groups such as enterprise employees, meritorious workers, and survivors in the process of supply-side structural reform. It is necessary to increase support for the families of workers and staff members who are unable to get out of difficulties due to serious illnesses, disabilities, etc., fully guarantee the basic livelihood of their families, help poor workers who are seriously ill to solve the problems of difficulty in seeing a doctor and the cost of medical treatment, alleviate the pressure on medical expenses, and carry out a review and re-visit to the families of workers and staff who have just been rescued from difficulties to prevent them from returning to poverty.

2020 · assessment and acceptance, improve the mechanism

On January 22, the ACFTU issued the "Notice on Doing a Good Job of Caring for Frontline Medical Personnel who Adhere to Epidemic Prevention and Disease Resistance Posts", and immediately mobilized trade unions at all levels to carry out activities to send warmth to medical personnel and help Hubei win the battle of epidemic prevention and control. On February 2, the ACFTU also issued the "Notice on Giving Full Play to the Role of Trade Union Organizations, Uniting and Mobilizing the Majority of Employees to Resolutely Win the Battle of Prevention and Control of the Novel Coronavirus Infection Pneumonia Epidemic", doing a good job of caring for the frontline workers who adhere to the prevention and control of the epidemic, and timely carrying out various forms of condolences and services.

On March 24, the ACFTU issued the Notice on Matters Related to the Allocation of Special Central Financial Assistance Funds to Ensure the Basic Livelihood of Workers in Difficulty During the Epidemic period in 2020, allocating 254.6 million yuan of special assistance funds from the central government to issue temporary living subsidies during the epidemic for 130,000 families in deep difficulties nationwide. At the same time, trade unions at all levels are required to cooperate with the government to prevent the return of workers to poverty, and to include low-income workers due to the impact of the epidemic and illness in the scope of government assistance.

In March, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Reforming and Improving the Social Assistance System, which incorporated the suggestions of trade unions on establishing and improving the gradient assistance system of hierarchical classification.

On April 10, Comrade Wang Dongming delivered a speech at the Third Executive Committee Meeting of the 17th ACFTU, requesting that we should seriously analyze the new problems brought by the epidemic to the families of workers and workers in difficult towns, and take targeted assistance measures to improve the accuracy of assistance. Increase the care for medical personnel and the support for the group of workers in difficulty, and care for sick employees, the families of those who died in the line of duty, and the families of deceased workers. Increase the intensity of work, help the employees in the file difficulties to get rid of difficulties as soon as possible, promote the construction of a long-term mechanism for help and assistance, and ensure that the existing employees with difficulties in filing and the broad masses of workers enter a well-off society together.

On April 30, the ACFTU allocated 37.8 million yuan of normalized warmth sending funds to support trade unions at all levels in Hubei and other regions to send warmth to the families of low-income workers affected by the epidemic, those infected with new crown pneumonia and those who died of diseases.

On May 11, the ACFTU allocated funds for the normalization of trade unions in 2020, requiring trade unions in various places to establish and improve the monitoring mechanism for the return of workers in difficulty to poverty and the normalization of the trade union support mechanism; and to provide assistance to the families of workers infected with new crown pneumonia.

In June, the ACFTU comprehensively launched the "Concentrated Attack on Relieving Urban Workers from Difficulties and Relieving Difficulties". Subsequently, the "Opinions on Giving Full Play to the Role of Trade Union Organizations in The Implementation of the "Six Guarantees" Task in the "Six Stability" Work" was issued, and it was proposed to carry out the action of "relieving difficulties and getting rid of difficulties and concentrating on tackling tough problems" and "improving the quality of life of employees".

On June 28, the ACFTU issued the "Measures for the Management of Special Assistance Funds for Central Finance", which implements hierarchical documentation, classified policies and precise assistance for the families of workers with different types of difficulties such as deep difficulties, relative difficulties, and unexpected difficulties, and improves the normalized gradient assistance long-term mechanism with clear levels, each with its own focus and organic connection.

On July 31, the third-party evaluation of the effectiveness of the work of relieving urban difficult workers and workers in various provinces (autonomous regions and municipalities) was successfully completed, and the ACFTU launched the entrustment of a third party to carry out the re-evaluation of the effectiveness of the work of relieving urban difficult workers from difficulties. In October, 1,025 people from six evaluation institutions went to various localities for on-the-spot interviews among employees to evaluate the implementation of the work of the provincial federation of trade unions, 438 prefecture-level and municipal federations of trade unions, and 2,709 county (district) federations of trade unions in 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps.

On August 18, the ACFTU allocated 554 million yuan of special assistance funds from the central government. Focus on supporting the families of workers with deep difficulties to get out of difficulties.

On November 24, General Secretary Xi Jinping stressed in his speech at the National Commendation Conference for Model Workers and Advanced Workers: It is necessary to establish and improve the work mechanism for helping the people in difficulty, send the care of the party and the government to the hearts of the people in need, and let them feel the warmth of the big socialist family.

On November 25, Comrade Wang Dongming demanded at the symposium on studying and implementing the spirit of General Secretary Xi Jinping's important speech at the National Commendation Conference for Model Workers and Advanced Workers: Build a trade union service staff system focusing on precise assistance and inclusive service, improve and perfect the normalized mechanism of sending warmth and the long-term mechanism of helping workers in difficulty, and strive to move towards common prosperity on the basis of helping workers in difficulty to get rid of difficulties.

In November, the ACFTU upgraded and completed the trade union support work management system.

On December 8, the ACFTU issued 120 million yuan of special assistance funds from the central government, proposing to adhere to the "policy of getting rid of difficulties", effectively ensuring the basic livelihood of employees with deep difficulties in the file, and establishing and improving the monitoring and early warning mechanism and support mechanism for returning to poverty.

In December 2020, the goal of relieving urban workers from difficulties was completed as scheduled, and all the families of workers in difficulty who had established a record of the trade union under the current standards were relieved of difficulties.
