With the accurate docking of love employees, Ding Yuexiang helped more than 800 difficult workers to get rid of difficulties

How to help 807 difficult workers to get out of difficulties was once Ding Yuexiang's heart knot.

It is not on the way to the investigation of enterprises in the jurisdiction, or on the way to visit the homes of employees; if any employee has difficulties, he will go non-stop to help... "As a chairman of a grass-roots trade union, I have to move around more, turn around more, and be a good 'mother's family' of employees." This is a sentence that Ding Yuexiang, chairman of the Federation of Trade Unions of Tokto County, Hohhot City, Inner Mongolia Autonomous Region, often hangs on his lips.

With the efforts of Ding Yuexiang and his colleagues, the local trade union spent less than 3 years to help all 807 difficult workers in the file to get out of difficulties, and to incorporate these workers into normal management to prevent them from returning to poverty. In January 2021, Ding Yuexiang was awarded the honorary title of "National Excellent Trade Union Worker" by the All-China Federation of Trade Unions.

Focus on policies to let employees run less errands

Implementing the policy of the party and the government to help workers in difficulty and ensuring that all the staff and workers of Tokto County will not be left behind in the process of building a moderately prosperous society in an all-round way has been the focus of Ding Yuexiang's work since he became chairman of the Tokto County Federation of Trade Unions.

In view of the unstable income of the families of the difficult workers and the difficulty of accounting for revenue and expenditure, Ding Yuexiang formulated the "Measures for the Identification of Difficult Workers in Tokto County" and the "Income and Expenditure Calculation Table of The Employees of Tokto County" according to the relevant requirements. In order to standardize the filing process of individual application, unit review, calculation and evaluation, superior trade union review, and distribution of funds for difficult employees, the "Thirteen-step Operation Process for The Establishment of Files for Difficult Employees in Tokto County" has been formulated, so that there are conditions for difficult employees to "enter", "retire" has standards, "management" has norms, and "evaluation" has indicators.

How do grass-roots trade unions understand the situation of the "three types of key groups" of workers in difficulty? Under the impetus of Ding Yuexiang, the General Administration of Tokto County jointly visited the homes of third-party social organizations, hired volunteers to participate in accurate identification, and built a precise assistance work system.

At the same time, Ding Yuexiang mobilized trade union cadres to go deep into the community and the families of workers to "send ideas, warmth, skills, and posts" one-on-one and face-to-face.

In 2018, Tokto County built a "Smart Union Network Platform". Employees in difficulty fill in the information through the platform's "Difficult Help Column", and can get feedback on the review and evaluation within 5 working days after application, which truly realizes "more information to run, less errands for employees".

"To make difficult workers run one less time is to reduce the burden on the workers' homes a little more." Ding Yuexiang said.

Precise docking ignites hope

In 2018, when Ding Yuexiang was the vice chairman of the Hohhot Federation of Trade Unions, he learned that Guan Mei, an employee of The Kaisheng Company in Tokto County, was suffering from throat cancer and needed huge medical expenses. Due to the suspension of production in the enterprise, the wife is unemployed, the son is in elementary school, and the family of three is in difficulty.

Ding Yuexiang rushed more than 80 kilometers of night road from Hohhot city back to Tokto County, and completed the filing procedure with grass-roots trade union cadres as quickly as possible, and distributed 19,000 yuan of medical assistance to Guan Meijin. He also formed a peer-to-peer help object with Guan Meijin.

Subsequently, Ding Yuexiang organized and mobilized 22 cadres and workers of the Tokto County Federation of Trade Unions to carry out "point-to-point, face-to-face" pairing to help and rescue workers in difficulty. Through the issuance of contact cards, household visits, and telephone interviews, we grasped the living conditions and causes of difficulties of employees in difficulty, and timely sent items needed for daily life to employees in difficulty, so as to achieve accurate docking of policies, accurate docking of responsibilities, and accurate docking of measures.

The General Administration of Tokto County has also set up a "Love Clothing Station" to provide the social donated love clothes to the workers in need free of charge after the scientific treatment of the love clothes donated by the society; the "Love Care Class" has been set up to solve the problem that the employees cannot take care of their children due to busy winter and summer vacations. Ding Yuexiang also contacted a number of inclusive enterprises inside and outside the county to give free washing machines, rice cookers, cable TV network cards and other items to the workers in need.

Coordinate and link to solve difficulties and get rid of difficulties

Since 2017, Ding Yuexiang has contacted the county's Civil Affairs Bureau, Housing and Construction Bureau, and Human Resources and Social Security Bureau, and through data comparison, has successively included 6 difficult workers in the minimum guarantee, 5 urban difficult workers into the scope of housing security, and 10 urban difficult workers' families with difficult employment. Using the "Smart Trade Union Network Platform", we carried out "post-oriented" vocational skills training, broadened the employment channels for difficult employees, and solved the employment of 55 family members of difficult workers. Cooperate with relevant government departments and relevant enterprises in the county to implement the continuation, transfer and treatment of various social insurance relations for more than 300 employees in difficulty.

At the same time, the Tokto County Federation of Trade Unions actively carried out the "four sends" activities of sending jobs in spring, sending cool in summer, studying in autumn and sending warmth in winter, with a total investment of 3.6 million yuan, benefiting more than 40,000 employees. By the end of 2020, through precise assistance, special funds of 3.72 million yuan were issued to help 807 workers in difficulty get out of difficulties.

Over the past three years, under the help of Ding Yuexiang in many ways, the Tokto County Federation of Trade Unions has built more than 10,000 square meters of staff service positions such as the Workers' Cultural Palace, the Staff Service Center, the Staff Training Center, and the Trade Union Liaison Social Organization Workstation, providing the necessary hardware conditions for helping employees in difficulty and enriching the cultural life of employees.
