In 1910, Tang graduated from the Japanese Non-Commissioned Officer School. After several twists and turns, he returned to Kunming, served in the Kunming Qing Army and the Tangwu Hall, and met with comrades in the army many times to unite the forces of all parties and plan uprisings. In the autumn of 1913, General Cai Yi entered Beijing and recommended Tang Jiyao to return to Dian as the governor of Yunnan. Tang considered sending his brother Tang Jiyu to Qian as the governor of Qiandu and the governor of Dian himself, but when he saw yuan shikai, who was stealing the throne, dreaming of becoming emperor, he issued an oath that "what dares to eavesdrop on the artifact, when it is folded and beaten", actively contacted patriots, and stepped up the expansion of armaments.

At the beginning of 1921, Gu Pinzhen, the commander of the Dian Army stationed in Sichuan, was expelled in Sichuan, and led the main force of the Dian Army back to Yunnan to occupy Kunming, causing Tang Jiyao to be forced to step down and go into exile.

The following year, Mr. Zhongshan intended to ask Tang Jiyao to lead the Northern Expedition of the Dian, Guangdong, and Gui armies, but Tang once again failed to live up to Sun's high expectations, searched for the old department in Liangguang, recruited bandits, and returned to Yunnan to destroy Gu, and the yunnan bandit Pu Xiaohong was among them, and then became the "King of Yunnan" again.

After that, he concentrated on governing Yunnan, establishing education, organizing municipal administration, and developing industry.
