On November 11, according to the Guangdong Provincial Commission for Discipline Inspection, Liang Yuandong, a former member of the party group and vice chairman of the Zhuhai Municipal Committee of the Chinese People's Political Consultative Conference, was expelled from the party and dismissed from public office for serious violations of discipline and law.
The Guanhai Liberation Bureau noted that before Liang Yuandong was investigated, two of his "old leaders," namely Li Jia, former member of the Standing Committee of the Guangdong Provincial CPC Committee and former secretary of the Zhuhai Municipal CPC Committee, and Qian Fangli, former chairman of the Zhuhai Municipal COMMITTEE of the Chinese People's Political Consultative Conference, had both been sentenced.
Confrontation with organizational censorship, engaging in power-for-money transactions
Public information shows that Liang Yuandong was born in April 1962 and has a university degree. In his early years, he served as the deputy secretary of the Xiangzhou District Party Committee of Zhuhai. In March 2003, Liang Yuandong was transferred to Doumen District of Zhuhai City and served here for more than 14 years, successively serving as deputy secretary and deputy district chief of Doumen District Committee, secretary of the District Political and Legal Committee, district chief, secretary of the district party committee, and director of the Standing Committee of the District People's Congress.
In December 2015, Liang Yuandong was appointed as a candidate for vice chairman of the Zhuhai Municipal Committee of the Chinese People's Political Consultative Conference, and a month later, he assumed the position of vice chairman of the zhuhai Municipal Committee of the Chinese People's Political Consultative Conference.
On May this year, Liang Yuandong was investigated, and on October 25, the Dongguan Municipal People's Procuratorate made a decision to arrest Liang Yuandong on suspicion of accepting bribes.
Liang Yuandong's double-opening briefing pointed out:
Disloyal and dishonest to the Party, resist organizational review, and fail to truthfully report personal matters in accordance with regulations;
The concept of discipline is weak, the wind violates discipline, and violates the spirit of the eight provisions of the central government and the discipline of honesty;
Illegal low-priced land transfer and return of land transfer fees;
Economically greedy, willing to be "hunted" by illegal private entrepreneurs, engaged in power and money transactions, sought profits for others in the development of real estate projects, the transformation of old factories, and other aspects, and illegally accepted huge amounts of money.
The Guanhai Liberation Bureau noted that in June 2012, after liang Yuandong was appointed secretary of the Doumen District Party Committee of Zhuhai City, he said in an interview that when he took over the post of secretary of the district party committee, he felt that he had a heavy burden and a great responsibility, and would consciously fulfill the responsibility system for the construction of party style and clean government, take the lead in setting an example, be strict with himself, and clean officials.
The "old leader" has invested more than 10 million yuan in the foundation project of Ling Planning's wife
Before Liang Yuandong was investigated, his "old leader," Li Jia, former member of the Standing Committee of the Guangdong Provincial CPC Committee and former secretary of the Zhuhai Municipal CPC Committee, had been sentenced.
From February 2012 to March 2016, Li Jia served as The Secretary of the Zhuhai Municipal Party Committee. From May 2012 to December 2015, Liang Yuandong served as the secretary of the Doumen District Party Committee of Zhuhai. Li Jia and Liang Yuandong worked together for more than 3 years.
In March 2016, Li Jia was investigated. In January 2018, he was sentenced to 13 years in prison. Prosecutors accused him of accepting bribes of more than 20.58 million yuan.
According to a previous report by the Legal Evening News, a retired cadre of the Meizhou Propaganda System said that at the end of 2011, Li Jia had invested more than 10 million yuan in the foundation project of Gu Liping, the wife of the Plan.
According to public information, in November 2003, the China Youth Entrepreneurship International Program (YBC) was established in Beijing. Gu Liping, the wife of the Scheme, is the founder and first Director General of YBC. In November 2010, Gu Liping also initiated the establishment of the Ying Public Welfare Foundation, which is a non-public foundation registered with the Ministry of Civil Affairs of the People's Republic of China, and the core public welfare project of the foundation is YBC.
According to Meizhou Daily, at the end of 2011, Meizhou's first youth entrepreneurship promotion association was established in Meizhou, and Li Jia, secretary of the Meizhou Municipal Party Committee, and Zhu Zejun, mayor of Meizhou, inspected the operation of YBC in Beijing and decided to prepare for the Meizhou Youth Entrepreneurship Promotion Association and start to support youth entrepreneurship.
At the unveiling ceremony of the "Meizhou Youth Entrepreneurship Promotion Association and YBC Meizhou Entrepreneurship Office" on the same day, Li Jia and Zhu Zejun attended at the same time to unveil the "Meizhou Youth Entrepreneurship Promotion Association". Meizhou Municipal Party Committee and Municipal Government funded 10 million yuan as a start-up fund.
It is worth mentioning that Li Jia also intersected with Wan Qingliang, the "first tiger" of Guangdong after the 18th National Congress, a member of the Standing Committee of the Guangdong Provincial Party Committee and secretary of the Guangzhou Municipal Party Committee. In his last three years at the Guangdong Provincial Committee of the Communist Youth League, Li Jia was Wan Qingliang's deputy, who was then secretary of the Provincial Party Committee and secretary of the Party Group.
After Li Jia was transferred to the secretary of the Zhuhai Municipal Party Committee, Zhu Zejun, who was the mayor of Meizhou City at the time, succeeded him as the secretary of the Meizhou Municipal Party Committee.
In August 2015, Zhu Zejun was investigated, and a year later, he was double-opened, and his report pointed out that he interfered in the investigation and handling of cases by the judicial organs; and engaged in power transactions with a number of women.
In August 2016, Zhu Zejun was investigated.
A number of high-ranking officials have been dismissed
The Guanhai Liberation Bureau noted that in recent years, Guangdong Province has made great efforts to fight corruption, especially after the 18th National Congress, and many senior officials in Zhuhai have been dismissed.
In April 2015, Zhong Shijian, deputy secretary of the Guangdong Provincial Commission for Discipline Inspection, director of the Provincial Department of Supervision, and director of the Provincial Bureau for the Prevention of Corruption, was investigated.
In June 2016, Qian Fangli, chairman of the Zhuhai Municipal Committee of the Chinese People's Political Consultative Conference, was investigated.
In September 2017, Li Zezhong, deputy secretary of the Zhuhai Municipal Party Committee and mayor, was investigated.
According to public information, Zhong Shijian is an authentic "Zhuhai official", who has worked in Zhuhai for 31 years and has successively served as deputy district chief, deputy secretary of the party committee, secretary, district chief, member of the standing committee of the Zhuhai Municipal Party Committee, deputy secretary of the municipal party committee, and mayor.
In 2016, Zhong Shijian was sentenced to 15 years and 6 months in prison for accepting bribes, having a large amount of assets of unknown origin, and paying bribes.
Qian Fangli was a member of the Standing Committee of the Zhuhai Municipal Party Committee, the director of the Organization Department, and the deputy secretary of the Zhuhai Municipal Party Committee.
According to the Guangzhou Daily, Qian Fangli's violation of discipline is closely related to her son and brother's profit-making in real estate projects, and in addition, Qian Fangli is also Liang Yuandong's "old leader".
In May 2018, Qian Fangli was sentenced to 13 years in prison. The court found that she had accepted about 14.57 million yuan in bribes.
In September last year, Li Zezhong, the former mayor of Zhuhai, was double-dismissed, and the circular pointed out that he exceeded the standard of transportation; reimbursed personal expenses with public funds, engaged in profit-making activities in violation of the law, and accepted gifts; abused his power, causing particularly heavy losses to the interests of the state; and colluded with illegal businessmen to turn public power into a tool for seeking private interests.
The latest news is that Li Zezhong has been prosecuted.
