In recent years, the meteorological department of Jiangsu Province has closely focused on the new needs of aviation meteorological services, aimed at the difficult pain points of weather forecasting in small and medium-sized airports, explored and promoted the integration of aviation meteorological data, strengthened the construction of core key technology research and service system, and added meteorological confidence to the smooth "flight" of the aviation industry.

Coordinated development to create an integrated service system

"Aviation and meteorology are very closely related, and severe weather such as thunder, fog, strong winds, heavy rain, and blizzard will have an impact on the flight of civil aviation system aircraft and the experience of passengers." Zhang Guilian, head of Yangzhou Taizhou International Airport (hereinafter referred to as "Yangtai Airport"), said. Therefore, the continuous optimization of aviation professional meteorological services has always been a rigid demand of the aviation industry.

In response to the demand for aviation safety high-impact weather support services faced by small and medium-sized airports in Jiangsu, the Jiangsu Meteorological Observatory, Yangzhou Meteorological Bureau and Yangtai Airport jointly established the "Aviation Meteorological Data Fusion and High Impact Weather Warning Service Laboratory" (hereinafter referred to as the "Laboratory") in 2019, with a view to improving the business services and scientific research capabilities of aviation meteorology, ensuring flight safety and improving airport operation efficiency through innovative "meteorology+" cross-border cooperation mechanism.

In terms of organizational form, the meteorological department actively explores the high-quality professional meteorological service model of "aviation + meteorology". "Strengthen cooperation with small and medium-sized airports through provincial and municipal linkage, accurately focus on the needs of airport users, provide targeted technologies and products by provincial meteorological departments, and strengthen communication and service supply through municipal meteorological departments to achieve the effect of '1+1+1>3'." Scientific and technological innovation Strengthen key technology research

Since the establishment of the laboratory, the meteorological department of Jiangsu Province has focused on high-impact aviation weather such as thunderstorms, wind shear, fog, etc., established model input datasets using multi-source data such as dual-polarization radar, satellites, ground automatic stations, and lightning locators, and developed a variety of core technologies such as classified strong convective extrapolation prediction and convection primary identification based on deep learning and multi-source data, and integrated the relevant results into the aviation meteorological service support platform "Aimei Wing" for small and medium-sized airports.

According to Wang Xiaohua, the "Aimei Wing" platform comprehensively adopts data such as intelligent grid forecasting, radar three-dimensional products, classified strong convection proximity warning, combined with airport terminal area and approach area, airport and aircraft route positioning data, and configures functional modules such as live alarm, radar satellite, and short-term forecast, and integrates more than ten accurate forecasting and early warning meteorological technologies suitable for airport operation guarantee.

Abundant products have been tested in actual combat. From February 22nd to 24th, there was widespread snowfall in Jiangsu. The Jiangsu Provincial Meteorological Observatory, the Yangzhou Meteorological Observatory, and the Yangtai Airport Meteorological Observatory have jointly held online consultations for many times, and released a series of important weather reports, airport warnings, special weather reports, etc., to report the snowfall situation in real time and future trends such as low temperature, snow, and ice. Zhang Guilian said: "The meteorological service work effectively helps the airport to carry out ice and snow operations, and provides support for the normal take-off and landing of flights and the optimization of resource allocation. ”

Through years of efforts, the laboratory has formed a total of 7 national patents, two outstanding achievements of the "13th Five-Year Plan", 27 scientific and technological papers, and won 3 scientific and technological achievement awards, effectively strengthening the meteorological forecasting and early warning service capabilities of Yangtai Airport, ensuring aviation flight safety and improving flight efficiency. Compared with 2019, the forecast accuracy of the Yangtai Airport Meteorological Observatory in 2023 will increase from 86.4% to 92.3%; The amount of early warning has been increased from 40 minutes to 70 minutes, effectively improving the punctuality rate and operational efficiency of flights, and reducing economic losses by nearly 20 million yuan in the past three years.

Helping "flying" The smart weather service model empowers aviation development

While promoting aviation meteorological services, the meteorological department is also exploring a new path for the transformation of scientific and technological achievements into business applications, establishing a mechanism for the promotion and transformation of achievements with enterprises as the main body, and forming an aviation meteorological service guarantee model of "provincial and municipal meteorological observatories - small and medium-sized airports" for reference.

Relying on the preliminary results of the laboratory, Jiangsu Meteorological Observatory and Yangtai Airport Meteorological Observatory jointly applied for and successfully approved the 2023 scientific and technological innovation project of Jiangsu Eastern Airport Group, which provides conditions for the promotion of aviation meteorological service innovation model.

The laboratory further strengthened cooperation and exchanges with the Achievement Transformation Center of Jiangsu Eastern Airport Group, promoted the demonstration and application of relevant experience and achievements in Changzhou, Yancheng and other airports, and piloted the operation of Spring Airlines Co., Ltd. Yangzhou Base. Since the pilot operation from October 2020 to August 2023, it has provided assistance for aviation meteorological decision-making in many complex weather processes, increased the flight punctuality rate by 3%, and directly or indirectly reduced economic losses by nearly 9 million yuan.

In the next step, the meteorological department of Jiangsu Province will continue to promote the promotion and application of the "provincial and municipal meteorological observatories-small and medium-sized airports" model in all small and medium-sized airports in the province, laying the foundation for the establishment of a real-time centralized linkage guarantee business system for small and medium-sized airports.
