"Party members, especially leading cadres of Party members, must conscientiously study the revised "Regulations on Disciplinary Actions of the Communist Party of China" (hereinafter referred to as the "Regulations"), so as to learn discipline, know discipline, understand discipline, and abide by discipline, and figure out what the party's discipline rules are, and what they can and cannot do.

There is an erroneous viewpoint that the study of party discipline is the business of leading cadres and has little to do with ordinary party members. The Constitution of the Communist Party of China clearly stipulates that "Party discipline is the code of conduct that must be observed by Party organizations at all levels and by all Party members". If you enter the party's door, you are a member of the party. No matter how old you are in the party, no matter how high or low your position is, as a member of the Communist Party, you should always remember that your first identity is a party member, always remember that you are a member of the party and a member of the organization, and never forget your obligations and responsibilities. Every party member should put himself in, put his work in, and put his responsibilities in, deeply understand the important content and direction of the "Regulations", know the boundaries and the bottom line, further clarify the measuring yardstick of daily words and deeds, and use party rules and party discipline to correct thoughts and actions.
There is also a misconception that "the purpose of learning rules is not to violate discipline, and if you don't violate discipline, you don't need to learn rules." In reality, the violation of discipline by some party members is not unrelated to the lack of mastery of the party constitution and party rules and party discipline, and the lack of "tight mantras" in their minds. After being dismissed, an official wrote in his confession that he "learned to go through the motions and engage in formalities, but never got into his mind and heart, so that he lost his way." It was not until he was placed in custody that he learned that the "Regulations" had been revised many times, and that he was "like a driver who ignores traffic rules, runs a red light all the way, and ends up hitting his head and bleeding." Countless cases have proved that the "breaking of the law" of party members all begins with "breaking discipline". How to prevent the slightest? We must put discipline in the forefront, focus on the problems that do not care, understand, and grasp the party rules and party discipline, strictly and honestly examine ourselves and ourselves, and do what we know and do, and what we order and prohibit. Discipline is a mirror. Frequently compare party rules and party discipline, from the inside to the outside, from top to bottom repeatedly take a photo, can reflect the existing problems and shortcomings, help us to dress properly, and behave. Only by studying, mastering, and consciously abiding by the party constitution, party rules, and party discipline can we prevent problems before they occur.
"Those who plant trees must cultivate their roots, and those who plant virtue must nourish their hearts." Only when there is no delusion on the inside can we do without delusion on the outside. As far as party members and cadres are concerned, only by being upright and self-respecting can they not indulge, deviate, or exceed the rules at any time and under any circumstances. Only by transforming discipline into political consciousness, ideological consciousness, and action consciousness can the process of learning party discipline become a process of enhancing the sense of discipline and improving the cultivation of party spirit, so that we can truly be loyal, clean and responsible, and live up to the expectations and trust of the party and the people.
