In July 2023, it was officially named a "provincial ecological county" by the Provincial Department of Ecology and Environment, and in December 2023, the project of conserving the water source of the Yahe River by the National Reserve Forest was selected as one of the ten advanced typical cases of "Beautiful Henan Practice" in the province, singing a sonorous and powerful song of ecological environment for the green and high-quality development of Nanyang City.
The efficiency of high-quality service development has been continuously improved. It has successively carried out "scattered pollution" dynamic clearance, large-scale investigation, large-scale rectification, large-scale improvement supervision action, special treatment action for open-air storage yards, special rectification and improvement of calcium powder and stone industry, and other protection and governance actions, highlighting the "sword" action of rectification of ecological and environmental problems, and found 393 rectification environmental problems. At the same time, we will carry out in-depth activities such as "10,000 people helping 10,000 enterprises" and "enterprise service month", continuously strengthen the construction of ecological and environmental law enforcement teams, attach great importance to the work of the business environment, standardize the law enforcement of enterprises, optimize social enterprise services, and do nothing to disturb the 5 enterprises included in the positive list of supervision and law enforcement.
Promoting green and low-carbon economic and social development is the key to achieving high-quality development. A good ecological environment is the most inclusive of people's livelihood and well-being. In order to protect the people's dream of clear water and blue sky in the county, Nanzhao County unswervingly implements the policy of precise pollution control, scientific pollution control, and pollution control according to law, and always adheres to the battle of pollution prevention and control as the main battlefield, with the same direction and undiminished intensity.
During this year, the air quality of Nanzhao County continued to improve: in 2023, the county's PM2.5 improved by 7.3% year-on-year; PM10 improved by 4.6% year-on-year; The number of good days increased by 12 days year-on-year, making it one of the five counties and districts that have completed the city's air quality targets. Steady improvement of water environment quality: In 2023, 100% of the county's 1 national and provincial control assessment section will reach Class III water quality, and the water quality compliance rate of county-level centralized drinking water sources will be 100%. The quality of the soil environment is stable and improving, and the safe utilization rate of polluted cultivated land in the county will reach 100% in 2023, effectively ensuring the safe use of key construction land. Outstanding results have been achieved in improving environmental quality, and a total of 44.64 million yuan of air and water ecological compensation has been obtained throughout the year.
Precise pollution control, the sky is bluer. Strengthen the control of pollution from mobile sources, severely crack down on the problem of data fraud of testing companies, continue to use household sampling, remote sensing detection and other means to strictly investigate the phenomenon of excessive exhaust gas of heavy-duty diesel vehicles, and complete a total of 318 non-road mobile machinery and 48 gas stations full coverage inspection. Actively promote the creation of second-level air quality counties, investigate all kinds of environmental pollution hazards around the county's air stations, implement daily scheduling, weekly reviews, and monthly rankings, and seriously deal with those with outstanding problems and repeated assignments without rectification in strict accordance with the assessment methods, so as to ensure that the ambient air quality will be stable and achieve the second-level standard in 2024. Carry out training on the interpretation of performance grading policies in key industries and special training on the declaration of special funds for central air pollution prevention and control, complete the collection and treatment of particulate matter in the material transportation link of 11 calcium powder enterprises, guide 16 enterprises to apply for the use of central pollution prevention and control funds, continue to promote industrial enterprises to improve the level of environmental fine management, and enhance the endogenous power of enterprise pollution control.
Strict management and strict control, water is greener. Continue to carry out special actions such as water quality standards in the spring dry season, "cleaning up the four chaos" of the river, and investigation and rectification of the sewage outlets into the river, and strengthen the supervision and management of the sewage outlets into the river with "inspection and traceability" as the starting point, find the hidden dangers of environmental problems, and assign them in a timely manner, and supervise the formulation of targeted rectification measures, and regularly supervise to ensure that various hidden dangers that may have an impact on the water quality of the section are eliminated. Coordinate and promote the creation of beautiful rivers and lakes in the county section of Huangyahe County, and strive to create an "ecological business card" of Nanzhao.
Resolutely protect soil safety. We will continue to consolidate the linkage supervision of key construction land and strictly prevent polluted land from flowing into the construction market. Solid progress has been made in rural environmental governance, 12 villages have completed comprehensive environmental improvement, 15 villages where township governments are stationed have achieved full coverage of rural domestic sewage treatment facilities, and the rural domestic sewage treatment rate has reached the municipal target of 32.73%.
People-oriented, improve the people's sense of well-being in the ecological environment
Nanzhao County insists on doing practical things for the people, and takes the satisfaction of the masses as an important criterion for testing and measuring the effectiveness of ecological and environmental work.
Strengthen the construction of drinking water sources. Focus on the key points of water environmental protection, promote the division and adjustment of centralized drinking water source protection areas, carry out the assessment of the environmental status of centralized drinking water sources at or above the county level, and guard the "water tank" of the people of the county to ensure the safety of drinking water for the people.
Intensify environmental protection publicity. Carry out a series of publicity activities such as Biodiversity Day, June Five-Year Environment Day, National Ecology Day, National Low Carbon Day, etc., among which the collection and exhibition of children's paintings with the theme of environmental protection won the city's excellent organization award.
