The Jinan Municipal Bureau of Housing and Urban-Rural Development issued the "Sixteen Measures to Strengthen the Differentiated Supervision of Engineering Supervision Enterprises (Trial)" (draft for comments).

Strictly inspect the director to perform his duties

The supervision enterprise shall inspect and assess the performance of the personnel of the project supervision agency not less than once a quarter, and promptly replace the personnel who do not perform their duties in accordance with the regulations, are incompetent for their job responsibilities, and are not honest and self-disciplined.

Supervision agencies at all levels focus on inspecting the performance of duties by the chief engineer.

  • The cumulative number of monthly attendance days of the supervising engineer in each project shall not be less than the number of working days in the current month;
  • Where multiple projects are supervised at the same time in accordance with laws and regulations, the number of monthly attendance days for each project shall not be less than 10 days.

Fully implement the "Jinan Supervision Enterprise Performance Responsibility List"! The superintendent shall not be changed without authorization

Supervision enterprises to fully implement the "Jinan City Supervision Enterprise Responsibility List" (see annex) content. It proposes:

  • The supervision unit shall not change the chief engineer without authorization;
  • The supervising engineer shall implement the real-name attendance system to ensure that the number of working days per month is not less than the number of working days.

Any of the following circumstances shall be directly identified as a Class C enterprise:

(1) Supervision enterprises participate in the construction of projects without engineering quality and safety supervision procedures or construction permits;

(2) Supervision enterprises beyond the qualification level to undertake the construction of the project;

(3) The supervision fee is significantly lower than the cost price, engaging in malicious competition, and disrupting the market is notified;

(4) The enterprise has been notified of the acts of affiliation, transfer, or lending of qualifications;

(5) After verification by the competent department, the contracted supervision business is subcontracted or the qualification is transferred to other enterprises or personnel in the form of charging management fees, and the supervision business is accepted;

(6) In the past year, there have been more than 2 (including 2) general production safety liability accidents or 1 or more large production safety liability accidents due to supervision responsibility;

(7) Refusal to participate in the dynamic assessment organized by the competent government department, failure to pass the dynamic assessment, or refusal to implement the written notice of the competent government department;

(8) In the past 6 months, negative conduct has been recorded due to violations of laws and regulations, and is included in the "Credit China (Jinan, Shandong)" directory of untrustworthy enterprises;

(9) Enterprises with C-level credit evaluation.

Consequences of being recognized as a Class C enterprise:

Listed as a "blacklist" enterprise, included in the key objects of daily supervision, increase the frequency of inspections, publicized on the Jinan bidding network, remind the construction unit to choose carefully, and all bid-winning projects are included in the key quality and safety supervision projects at the same time. Enterprises, supervised projects and their directly responsible personnel shall not be used as awards and commendations, policy pilot objects.

Strictly implement the provincial documents! It is strictly forbidden to dispatch on-site supervisors not in accordance with the regulations!

After undertaking the supervision business, it is strictly in accordance with the requirements of the "Notice on Printing and Distributing the Staffing Guide (Trial) of the Provincial Housing Municipal Engineering Construction Site Project Supervision Agency (Trial)" (Lu Jian Qian'an Han [2023] No. 6) to reasonably allocate personnel, and it is strictly forbidden not to dispatch on-site supervision personnel and reduce the content of supervision services in accordance with the regulations.

On October 25, the Shandong Provincial Department of Housing and Urban-Rural Development issued the "Guidelines for the Staffing of Project Supervision Institutions at the Construction Site of Housing Municipal Engineering in the Province (Trial)" (Lu Jian Qian'an Han [2023] No. 6).

NO.1

Number of personnel

1. If the same project handles different bids for construction permits, and the supervision unit is the same, the supervision unit can be equipped with supervision personnel according to a project.

2. When the project starts in phases or different bids are started successively, supervision personnel should be equipped according to the scale of the actual project started in phases (bids).

3. For ultra-high, oversized and ultra-complex special projects, supervision personnel should be appropriately increased.

NO.2

On-the-job time

1. During the construction period, all supervisors should be on duty to perform their duties, establish attendance records, monthly attendance days not less than the number of working days in the month, for personal reasons to ask for leave, should have written materials.

2. The cumulative number of monthly attendance days of the supervising engineer in each project shall not be less than the number of working days in the current month, and the number of monthly attendance days in each project shall not be less than 10 days.

3. Representatives of the chief engineer, professional supervision engineer and supervisor shall not serve in two or more construction projects at the same time.

NO.3

Replacement procedure

1. If the project supervision agency replaces the chief engineer, the supervision enterprise shall submit a written application and relevant supporting materials, and the construction unit can only be replaced after approval.

2. The representative of the chief engineer, the professional supervision engineer and the supervisor shall remain stable, and if it is necessary to replace, the construction unit shall be notified in writing, and the qualification level of the replaced personnel shall not be lower than before the replacement, and the number of replacement personnel shall not exceed one-third of the number agreed in the contract.

Job Responsibilities

1. For projects with a supervising engineer representative, the supervising engineer shall not delegate the duties that must be performed by the supervising engineer to the supervising engineer's representative.

2. When the maximum number of supervision personnel in each construction stage of the project is more than 5 people, 1 full-time safety supervision engineer shall be allocated. When the number of employees is less than 5, 1 part-time safety supervision engineer should be specified.

NO.5

If you do not show up for no reason, you should replace the personnel in time

1. The construction unit shall inspect the setting of the project supervision agency, staffing, and performance of duties on the job of the supervision unit, and if it does not meet the needs of the work and is inconsistent with the bidding documents, the supervision unit shall be required to adjust and replace.

2. The supervision unit shall regularly inspect and assess the performance of the personnel of the project supervision agency, not less than 1 time per quarter, and replace the personnel in a timely manner if they do not perform their duties in accordance with the regulations, are not qualified for their job responsibilities, do not show up for no reason, and have to eat and take cards.

3. When the supervision unit prepares the bidding documents, it should fully consider the professional, grade and quantity of the staff, reasonably determine the supervision fee, and shall not maliciously compete and contract the project at a price lower than the cost price.

Appendix 2: Supervisor safety production task list

1. Chief Engineer

1. Authorized by the legal representative of the supervision unit, fully responsible for the safety production supervision of the project;

2. Obtain registered practice qualifications, and shall not be employed by two or more units to engage in practice activities;

3. Organize the preparation of supervision plans and incorporate safety production into supervision plans;

4. Organize the preparation and approval of the implementation rules for the supervision of critical projects, and carry out special inspections for critical projects;

5. Inspect the work of safety production supervision of supervisors, and organize special meetings on safety production supervision;

6. Organize and review the legality, validity, and consistency with the bidding documents of the construction unit's enterprise qualifications, safety production licenses, project leaders, full-time safety production management personnel, special operation personnel and other units and individuals, and review the number of full-time safety production management personnel, the implementation of the professional and assignment system, etc.;

7. Organize and review the construction of the construction unit's safety production management organization and system;

8. Organize and review the safety technical measures and special construction plans in the construction organization design, and participate in the demonstration meeting of the special plan for dangerous projects;

9. Organize and inspect the safety procedures of equipment and facilities such as lifting machinery, hanging baskets for working at heights, and self-erecting erection facilities such as overall lifting scaffolds and templates;

10. Issue a project suspension order for serious hidden dangers;

11. Cooperate with the investigation and handling of safety accidents.

2. Professional supervision engineer

1. Possess the corresponding qualifications in accordance with the regulations;

2. Participate in the preparation of supervision planning, and incorporate safety production work into the supervision plan;

3. Prepare the implementation rules for the supervision of critical projects;

4. Review the safety technical measures and safety special construction plan of the profession in the construction organization design;

5. Verify the safety procedures and maintenance records of equipment and facilities such as lifting machinery, hanging baskets for working at height, overall lifting scaffolding, formwork and other self-erecting facilities and facilities;

6. Inspect and inspect the implementation of the special construction plan of the specialty, and request rectification in time if the hidden dangers of the accident are found, and the situation should be reported to the chief engineer in a timely manner, and the chief engineer shall issue a project suspension order;

7. Participate in special meetings on safety production and participate in routine safety inspections;

8. Assist the chief engineer to cooperate with the investigation and handling of safety accidents.

3. Supervisors

1. According to the job responsibilities of the project supervision agency, participate in the supervision of relevant safety production management;

2. Inspect and inspect the safety production status of the construction site, participate in the inspection and inspection of the implementation of the special construction plan, and report to the professional supervision engineer in time if problems are found;

3. Fill in the inspection record.
