In the 2023 version of the regulations, in the sub-index of crashworthiness and maintenance economy and pedestrian safety, the evaluation dimension of active safety technology for the reduction of the accident rate is added to the original evaluation of collision loss, so as to realize the integrated evaluation of the size of the loss and the probability of accidents. The vehicle-to-vehicle frontal offset collision condition has been added to the in-vehicle occupant safety sub-index to improve the consistency between the test condition and the actual traffic accident.

The vehicle auxiliary safety sub-index not only expands and tightens the test conditions of vehicle auxiliary safety performance, but also adds the evaluation scenario of passenger car rear-end truck with a high incidence of actual road traffic accidents in mainland China. In particular, it should be pointed out here that in the low-speed crash assessment, the 2023 version and the international RCAR organization have launched the low-speed AEB assessment simultaneously, and the introduction of this evaluation scenario fills the gap in China's low-speed AEB assessment. In addition, the 2023 version has added a large number of protection scenarios for vulnerable groups such as children, pedestrians, and e-bikes, regardless of whether it is a low-speed scenario or a medium-high speed scenario.

At present, the penetration rate of new energy vehicles continues to increase, and the outstanding problems of high premiums, high insurance rates and high loss ratios of new energy vehicle insurance still exist. The Automotive Technology Research Institute of China Insurance Research Institute has combined more than 40 units from insurance, automobile and related fields to promote research, and strive to launch special evaluation procedures for new energy vehicles in 2024.
