Circular of the General Office of the Ministry of Agriculture and Rural Affairs on Organizing and Carrying out the Fifth Batch of Compilation of China's Agricultural Reclamation Farm Chronicles
To all provinces, autonomous regions, and municipalities directly under the Central Government's agriculture and rural (agriculture and animal husbandry) departments (bureaus, commissions), agricultural reclamation management departments, Xinjiang Production and Construction Corps Agriculture and Rural Affairs Bureau, and relevant agricultural reclamation group companies:
In order to implement the spirit of the Central Agricultural Reclamation Reform and Development Document, vigorously carry forward the spirit of "hard work and courage to open up", and promote the construction of agricultural reclamation culture, our ministry decided to start the compilation of the fifth batch of Chinese agricultural reclamation farm chronicles. The relevant matters are hereby notified as follows.
First, the organization of work
The compilation of the Chronicles of China's Agricultural Reclamation Farms is led by the Bureau of Agricultural Reclamation of the Ministry of Agriculture and Rural Affairs, and the China Agricultural Reclamation Economic Research Association undertakes the specific work. In 2024, it is planned to select some key farms and reclamation areas as the fifth batch of chronicle compilation units. The list of the fifth batch of compilation units shall be determined after the farms (reclamation areas) have declared themselves, the provincial agricultural reclamation management departments have recommended them, and the China Agricultural Reclamation Farm Chronicles Compilation Committee has reviewed and approved.
2. Declaration requirements
(1) Declaration conditions. The applicant should be representative in the history of the reform and development of agricultural reclamation in New China, have a relatively complete historical literature and other work foundation, have a high enthusiasm for cultivating aspirations, and have the ability to undertake the task of compiling chronicles. Farms that participated in the first four batches of applications but were not selected can continue to apply.
(2) The method and quantity of declaration. The provincial-level agricultural reclamation management department organizes the centralized declaration of farms in the reclamation area, and selectively recommends farms with high historical status, good representativeness, strong comprehensive strength, and excellent compilation conditions. The number of recommended farms in each reclamation area shall not exceed 2. Provincial-level agricultural reclamation management departments and provincial-level agricultural reclamation groups may apply for the compilation of China's agricultural reclamation area chronicles.
(3) Submission requirements. All provincial (autonomous region, municipality directly under the Central Government) agricultural reclamation management departments, the Agriculture and Rural Affairs Bureau of the Xinjiang Production and Construction Corps, and the agricultural reclamation management departments of Guangzhou and Nanjing Municipalities are requested to submit the electronic and scanned versions of the recommended list of the fifth batch of chronicle compilation units (in order of recommended priority), compilation declaration forms (attachments) and other materials to the email address of the China Agricultural Reclamation Economic Research Association before May 31, 2024.
3. Other matters
(1) The Office of the Compilation Committee of China Agricultural Reclamation and Farm Chronicles will organize experts to review and screen, determine the list of compilation units according to the procedures, and print and distribute the fifth batch of lists of compilation units of China Agricultural Reclamation and Farm Chronicles.
(2) After the directory is issued, each compilation unit shall formulate and submit a work plan and a bibliography as required, and carry out the compilation work in an all-round way after examination and approval.
(3) The expenses for the compilation of chronicles shall be borne mainly by the compilation units. The Bureau of Agricultural Reclamation of the Ministry of Agriculture and Rural Affairs will give certain financial support and entrust relevant units to carry out special guidance and training for Xiuzhi and provide relevant technical services.
